Mumbai Protest Against SIR Calls for Nationwide Intensification of Movement

Demonstrators demand withdrawal of electoral roll revision exercise; concerns raised over police deployment, preventive detention and restrictions on peaceful assembly

Mumbai, October 24, 2026

A demonstration against the Special Intensive Revision (SIR) of electoral rolls in Mumbai witnessed renewed calls for the withdrawal of the exercise and a commitment to expand the anti-SIR movement beyond the city to other parts of the country. Participants used political speeches, revolutionary slogans, group songs and political rap performances to communicate their concerns and mobilise public support.

During the demonstration, Mr. Tawde criticised what he described as the excessive deployment of police personnel to monitor protests. He expressed concern over the scale of police presence at demonstrations and alleged that activists were being subjected to preventive detention. He also claimed that restrictions were being imposed on the right to peaceful assembly.

The protesters view the electoral roll revision exercise as more than an administrative process, arguing that it raises important questions concerning electoral transparency, citizens’ voting rights and the protection of democratic freedoms. They called for a review of the exercise and demanded its withdrawal.

The allegations made during the protest, however, need to be considered alongside the relevant authorities’ explanations and verifiable evidence. A comprehensive assessment of the controversy would require examining the procedures governing the revision, its actual impact on eligible voters and the safeguards available to those who challenge omissions or other discrepancies in electoral rolls.

Remembering Ashfaqulla Khan and His Message of Unity

Rahul, a member of Naujawan Bharat Sabha, recalled the birth anniversary of freedom fighter Ashfaqulla Khan and invoked his legacy of resistance, solidarity and unity across religious and social divisions.

Addressing the protesters, Rahul urged them to counter what he described as the Bharatiya Janata Party’s divisive politics through broader public solidarity. He emphasised the importance of bringing together people from different social and religious backgrounds around common democratic concerns.

Ashfaqulla Khan’s legacy was presented as a reminder of the collective character of India’s freedom struggle, in which people from diverse communities contributed to a shared national cause. By recalling his example, the speaker sought to connect the historical tradition of unity with contemporary debates over electoral rights, civil liberties and public participation.

The reference also underscored the protesters’ effort to frame the anti-SIR campaign as an issue extending beyond party politics. Their appeal for solidarity was directed towards a wider section of society, with the aim of encouraging collective engagement with questions affecting the democratic process.

Political Rap, Group Songs and Revolutionary Slogans

The demonstration featured a combination of political speeches and cultural performances, including political rap, group songs and revolutionary slogans. These forms of expression provided participants with additional ways to articulate their opposition to the SIR exercise and draw attention to their demands.

The performances also appeared to serve a mobilisation purpose, helping communicate the movement’s message in a format that could engage younger participants and wider sections of the public. Through music and collective slogans, demonstrators sought to create a shared sense of purpose and sustain public attention on the controversy.

Participants called for the anti-SIR movement to be intensified in Mumbai and extended across the country. Their stated objective was to broaden public discussion of electoral roll revision and encourage participation from people and groups concerned about voting rights and the transparency of elections.

The announcement of a wider campaign suggests that the protesters intend to take their objections beyond a single demonstration. The scale and direction of any future mobilisation will depend on the participation of political and social organisations, the response of the authorities and developments surrounding the revision exercise.

Electoral Rights, Civil Liberties and the Question of Accountability

The Mumbai demonstration brought together several interconnected concerns: the conduct of electoral roll revision, the protection of eligible voters, the policing of protests and the right of citizens to assemble peacefully.

Electoral roll revision is an important part of maintaining accurate voter lists. At the same time, transparent procedures, accessible grievance mechanisms and safeguards against the wrongful exclusion of eligible voters are essential to public confidence in the electoral process. Any allegations of irregularities or unfair exclusions must be assessed through documented evidence and the applicable legal procedures.

The concerns raised over police deployment and preventive detention also highlight the need for clarity about the circumstances in which such measures are used. While authorities have responsibilities relating to public order and law enforcement, allegations of restrictions on peaceful assembly require careful examination, including the legal basis for the measures concerned and the accounts of those affected.

The protesters’ demand for the withdrawal of SIR, together with their criticism of the handling of demonstrations, has therefore placed both electoral administration and civil liberties at the centre of the public debate. The claims made at the event remain allegations unless independently substantiated, and the authorities’ response is relevant to a complete understanding of the issue.

As the demonstrators seek to expand the campaign beyond Mumbai, attention is likely to remain focused on the revision process, the protection of eligible voters and the space available for peaceful democratic dissent. The movement’s subsequent course will depend on public participation, further developments in the SIR controversy and the response of the relevant authorities.
