Electoral Reform or a Test of Democratic Trust?

DMK Seeks Chief Election Commissioner’s Removal as Row Over Voter-List Revision Intensifies

Alif News | Editorial

Indian democracy is once again confronting fundamental questions about electoral transparency, the protection of voting rights and the impartiality of institutions responsible for conducting elections. The Dravida Munnetra Kazhagam’s (DMK) demand for the removal of Chief Election Commissioner Gyanesh Kumar and the scrapping of the Special Intensive Revision (SIR) of electoral rolls has added a significant new chapter to this debate.

According to a Moneycontrol report dated October 17, 2026, the DMK adopted four resolutions at a meeting of its Members of Parliament held under party president and former Tamil Nadu Chief Minister M. K. Stalin at Anna Arivalayam, the party headquarters in Chennai. The resolutions challenged the conduct of the SIR exercise, called for Kumar’s removal and proposed an inquiry into his conduct. The party alleged that the exercise could result in the exclusion of eligible voters. These allegations, however, must be examined through impartial scrutiny rather than treated as established facts.

Voter-List Revision: Necessary Reform, Real Risks

Accurate electoral rolls are indispensable to a credible democracy. Removing duplicate entries, correcting outdated records and ensuring that electoral lists reflect genuine eligibility are legitimate administrative objectives. Yet the process becomes deeply problematic if eligible citizens lose their right to vote because of procedural difficulties, inadequate information or administrative errors.

The DMK has argued that conducting the exercise during November and December would create practical difficulties because the period coincides with the monsoon and festive seasons. Such concerns raise important questions about the availability of officials, public access to information, the submission of documents and the timely resolution of objections.

The Election Commission’s responsibility extends beyond updating electoral rolls. It must also ensure that no eligible citizen is excluded because of an unnecessarily complicated procedure, a lack of accessible assistance or an administrative failure.

A credible revision process therefore requires clear rules, adequate time, accessible verification procedures, transparent appeals and an effective grievance-redressal mechanism.

Why Institutional Credibility Matters

The Chief Election Commissioner is not the representative of any political party, government or alliance. The Election Commission must command the confidence of voters across the political spectrum.

Opposition parties’ concerns should not be dismissed merely because they arise in a politically charged environment. Equally, allegations made by a political party should not automatically be accepted as proven. The appropriate response is independent scrutiny, verifiable data and transparent explanations.

If evidence of large-scale irregularities exists, it must be examined. If allegations are unsupported, the institution concerned should clarify the facts with documentary evidence. Public confidence cannot be sustained by political accusations alone, nor can it be secured through institutional assurances without adequate transparency.

The DMK has also decided to submit a representation to the President of India seeking the scrapping of the SIR and the use of electoral rolls prepared before the revision for upcoming elections. The central question is whether electoral accuracy can be improved without exposing eligible voters to the risk of wrongful deletion.

Electronic Voting Machines or Paper Ballots?

The DMK has also called for the discontinuation of Electronic Voting Machines (EVMs) in favour of paper ballots. This demand brings the wider debate over electoral transparency into sharper focus.

The merits of any voting system should be assessed through evidence, security, verifiability, administrative feasibility, cost and the reliability of procedures for auditing results. Concerns about electronic voting must be addressed through credible technical scrutiny and transparent safeguards. The practical challenges associated with paper ballots also deserve objective consideration.

Democracy is not simply about allowing citizens to cast their votes. It is equally about ensuring that every valid vote is recorded accurately, counted correctly and reflected in the final result.

The objective should not be to defend or reject a particular system on partisan grounds, but to establish an electoral process whose integrity can be independently verified and widely trusted.

Questions for the Congress and Vijay’s TVK

The report states that the DMK also criticised the Congress and actor-turned-politician Vijay’s Tamilaga Vettri Kazhagam (TVK) over their positions on electoral-roll revision. It questioned Vijay’s silence on the issue.

The criticism highlights how electoral reform has become intertwined with party alliances, political positioning and the strategies of emerging political forces ahead of future elections.

Nevertheless, democratic principles must be assessed independently of political rivalries. A party’s position on electoral transparency should be judged by the consistency of its arguments and its commitment to protecting voters, not simply by whether it agrees with or opposes another political organisation.

Every political party has a responsibility to explain its position clearly. Silence may offer short-term political convenience, but it cannot resolve a question as fundamental as the protection of voting rights.

The Larger Democratic Test

According to the report, the DMK’s opposition to the SIR dates back to July 2025, when reports of large-scale voter deletions in Bihar prompted Stalin to speak out against the exercise ahead of the state Assembly elections. The party also referred to its participation in the Voter Adhikar Yatra in Bihar. The Election Commission subsequently announced on October 27, 2025, that the SIR would be undertaken in 12 states, including Tamil Nadu.

The present controversy raises a fundamental question for Indian democracy: should administrative convenience take precedence, or must the protection of every eligible citizen’s voting rights remain paramount throughout the revision process?

The answer cannot be determined merely by declaring one political party right and another wrong. The Election Commission must maintain transparency, political parties must present their objections responsibly, and the relevant authorities must ensure that every eligible citizen has a fair opportunity to exercise the franchise.

Alif News believes that electoral rolls must be corrected, but no eligible citizen should be silenced in the name of electoral reform. Institutional impartiality, political accountability and the protection of voting rights are not competing objectives; they are essential pillars of a healthy democracy. The credibility of elections depends not only on their final results, but also on the public’s confidence that every vote matters and every eligible citizen has an equal opportunity to participate.
