نئی دہلی: پارلیمنٹ کے دونوں ایوانوں میں پیر کو اپوزیشن کے شدید احتجاج اور نعرے بازی کے باوجود متعدد اہم بل منظور کیے گئے جبکہ بعض نئے مسودۂ قوانین بھی پیش کیے گئے۔ اپوزیشن ارکان مبینہ نیٹ (NEET) پیپر لیک، ایودھیا کے رام مندر کے عطیات میں مبینہ بے ضابطگیوں اور طلبہ کے خلاف پولیس کارروائی کے معاملے پر مسلسل احتجاج کرتے رہے، جس کے باعث کئی بلوں پر باقاعدہ بحث نہ ہو سکی۔

لوک سبھا نے سپریم کورٹ (ججوں کی تعداد) ترمیمی بل، 2026 صوتی ووٹ سے منظور کر لیا۔ اس بل کے ذریعے سپریم کورٹ میں ججوں کی منظور شدہ تعداد، چیف جسٹس سمیت، 34 سے بڑھا کر 38 کرنے کی تجویز کو قانونی شکل دی گئی ہے۔ اپوزیشن کی جانب سے جاری آرڈیننس کو مسترد کرنے کی قرارداد بھی صوتی ووٹ سے رد کر دی گئی۔

قانون و انصاف کے مرکزی وزیر ارجن رام میگھوال نے مختصر تعارف کے بعد بل پیش کیا، تاہم اپوزیشن کے احتجاج کے باعث اس پر کوئی تفصیلی بحث نہ ہو سکی۔

اسی دوران انڈین اسٹیٹسٹیکل انسٹی ٹیوٹ بل، 2026 بھی لوک سبھا میں پیش کیا گیا۔ مجوزہ قانون کے مطابق 1959 کے قانون کو منسوخ کرتے ہوئے ادارے کو جدید انتظامی ڈھانچے کے ساتھ ایک خودمختار کارپوریٹ ادارے کی حیثیت دی جائے گی۔ اس میں صدرِ جمہوریہ کو ادارے کا وزیٹر، بورڈ آف گورنرز کو انتظامی باڈی اور اکیڈمک کونسل کو تعلیمی امور کا نگران بنانے کی تجویز شامل ہے۔

ادھر راجیہ سبھا نے بھی اپوزیشن کے احتجاج کے دوران مائیکرو، اسمال اینڈ میڈیم انٹرپرائزز (ترمیمی) بل، 2026 صوتی ووٹ سے منظور کر لیا۔ اس قانون کا مقصد ایم ایس ایم ای شعبے کو ادائیگیوں میں تاخیر کے مسئلے سے نمٹنا، تنازعات کے جلد تصفیے کو یقینی بنانا اور وصولیوں کے نظام کو مزید مؤثر بنانا ہے۔

ایم ایس ایم ای کے مرکزی وزیر جیتن رام مانجھی نے کہا کہ یہ قانون چھوٹے کاروباروں کے مفادات کے تحفظ اور ادائیگیوں کے نظام کو مضبوط بنانے میں اہم کردار ادا کرے گا، تاہم ان کی تقریر بھی اپوزیشن کے نعروں کے باعث بار بار متاثر ہوئی۔

راجیہ سبھا میں کارروائی کے آغاز سے ہی ہنگامہ آرائی جاری رہی۔ اپوزیشن نے قائدِ حزبِ اختلاف ملکارجن کھڑگے کو اظہارِ خیال کا موقع دینے کا مطالبہ کیا، جبکہ چیئرمین سی پی رادھا کرشنن نے ارکان کو ضابطے کی پابندی کی تلقین کی اور ایوان میں پلے کارڈز دکھانے پر ناراضی کا اظہار کیا۔

Parliament Clears Key Bills Amid Opposition Protests Over NEET and Ram Temple Donation Row

New Delhi: Parliament on Monday cleared several key legislations and introduced new Bills despite persistent protests by Opposition members over the alleged NEET paper leak, the reported irregularities in donations at the Ram Temple in Ayodhya, and police action against protesting students. Continuous sloganeering left little scope for debate in both Houses.

The Lok Sabha passed the Supreme Court (Number of Judges) Amendment Bill, 2026 by voice vote. The legislation replaces an ordinance increasing the sanctioned strength of the Supreme Court from 34 to 38 judges, including the Chief Justice of India. An Opposition resolution seeking to disapprove the ordinance was also rejected by voice vote.

Union Law Minister Arjun Ram Meghwal introduced the Bill, but no detailed discussion could take place as Opposition members continued their protests.

The Lok Sabha also introduced the Indian Statistical Institute Bill, 2026, which proposes to repeal the 1959 Act and establish the Indian Statistical Institute under a modern governance framework. The Bill envisages the President of India as the Visitor of the Institute, a Board of Governors as its executive authority, and an Academic Council to oversee academic affairs.

Meanwhile, the Rajya Sabha passed the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026 by voice vote amid continued disruptions. The legislation seeks to reduce delays in payments to MSMEs by strengthening dispute-resolution mechanisms and improving recovery procedures.

Union MSME Minister Jitan Ram Manjhi said the Bill aims to protect the interests of small businesses while maintaining a balanced legal framework. His remarks, however, were repeatedly interrupted by Opposition protests.

The Rajya Sabha witnessed repeated disruptions throughout the day, with Opposition members demanding that Leader of the Opposition Mallikarjun Kharge be allowed to speak. Chairman C. P. Radhakrishnan appealed for order and cautioned members against displaying placards inside the House. Later, Leader of the House J. P. Nadda criticised the Opposition for disrupting proceedings during the consideration of the Bills.
