Ramlila Maidan, Burari Ground and CBD Ground designated as alternatives, but distance, booking costs and local congestion could make demonstrations more difficult.
New Delhi: Delhi Police has identified three alternative venues for public demonstrations after Jantar Mantar lost its official designation as a protest site. The alternatives are Ramlila Maidan, Burari Ground in northwest Delhi and CBD Ground in Shahdara, east Delhi. However, concerns over affordability, accessibility, availability and the distance from the seat of power have raised questions about whether the new arrangements will adequately protect the practical ability of citizens to protest.
According to a Hindustan Times report published on October 13, Ramlila Maidan is the closest of the three venues to central Delhi. However, booking the approximately 12-acre ground costs ₹50,000 per day, with an additional refundable security deposit of ₹55,000. Applicants must also obtain a no-objection certificate from the Delhi Traffic Police.
A significant portion of the ground is used for heavy-vehicle parking, while the remaining area is available for booking. Authorities do not offer smaller sections for individual groups, potentially making the venue prohibitively expensive for smaller organisations. Its limited shade and competing demand during the festive season present further challenges.
CBD Ground: Concerns over congestion
The 12-acre CBD Ground in Shahdara is surrounded by residential neighbourhoods, commercial establishments, hotels, shopping malls and wedding venues. Local representatives have questioned its suitability for large demonstrations, citing the potential for traffic congestion, barricading and disruption to residents and businesses. The ground is also a paid venue, and arrangements for providing space for protests free of charge remain unclear.
Burari Ground: Spacious but distant
Burari Ground, also known as Nirankari Ground, covers approximately 50 acres and is the largest of the three designated venues. However, it is around 18 kilometres from Jantar Mantar, placing it far from Delhi’s central administrative district.
Although its size could accommodate large gatherings, its location raises concerns about whether demonstrations would receive the same media coverage, public visibility and political attention as protests held closer to government institutions.
During the 2024–25 farmers’ protests, the ground was proposed as a possible venue, but farmers’ unions rejected the suggestion, describing it as an “open jail” because of concerns about its isolation and enclosure.
Author and Delhi chronicler Sohail Hashmi argued that a protest site must do more than provide sufficient open space. It should enable citizens to bring their grievances directly to those responsible for addressing them. Moving demonstrations farther away from the seat of power, he suggested, risks weakening their public visibility and impact.
The decision comes amid protests in Delhi demanding the resignation of Chief Election Commissioner Gyanesh Kumar and an immediate halt to the Special Intensive Revision (SIR) of electoral rolls. The relocation of the protest site has therefore intensified the debate over the balance between public order, residents’ convenience and citizens’ right to peaceful assembly.

The relocation of demonstrations from Jantar Mantar raises a question that goes beyond traffic management and venue allocation: can the right to protest remain meaningful if the place designated for exercising it becomes difficult to access, expensive to use or disconnected from the institutions being challenged?
The effectiveness of a protest depends not only on the number of people it can accommodate but also on its visibility, accessibility and proximity to decision-makers. Jantar Mantar acquired significance because it offered a recognised space for citizens to bring public grievances into the national conversation.
Moving demonstrations elsewhere may address certain civic concerns, but the alternatives must preserve the essential purpose of peaceful assembly: enabling citizens to express dissent and attract public attention.
The reported ₹50,000 daily booking fee and ₹55,000 security deposit for Ramlila Maidan could place a substantial burden on student groups, labour organisations and smaller civil society movements.
Larger political parties may be able to absorb such costs more easily. Smaller groups may not. If the ability to organise a public demonstration depends heavily on financial resources, equal access to democratic participation becomes a legitimate concern.
Transparent booking rules, affordable options and suitable provisions for smaller groups would help address this imbalance.
Authorities have legitimate responsibilities to manage congestion, protect residents and maintain public safety. Jantar Mantar’s own limitations cannot simply be dismissed.
However, effective administration should seek to reconcile these concerns with peaceful assembly rather than treat them as competing objectives. Better traffic management, clearly defined capacity limits and accessible alternative venues could help achieve that balance.
Articles 19(1)(a) and 19(1)(b) of the Indian Constitution protect freedom of expression and the right to assemble peacefully and without arms, subject to constitutionally permitted restrictions.
The relocation of a protest site is not automatically unconstitutional. Its legality and proportionality depend on the applicable orders, their justification and their practical consequences.
The crucial issue is whether the new arrangements offer citizens a genuine opportunity to assemble peacefully, communicate their grievances and receive public attention—or merely provide a designated space at a distance from the institutions they seek to address.
A democracy must protect public order, but it must also ensure that the voices of ordinary citizens are not pushed so far away that they cease to be heard.
