الیکشن کمیشن کے سربراہ کے استعفے کا مطالبہ، راستوں کی بندش اور بڑے پیمانے پر حراستوں کے باوجود دہلی کے مختلف مقامات پر احتجاجی مظاہرے
دہلی، 10 اکتوبر — ہندوستانی دارالحکومت ہفتے کے روز غیر معمولی حفاظتی انتظامات، راستوں کی بندش اور بڑے پیمانے پر حراستوں کی زد میں رہا۔ کاکروچ جنتا پارٹی (سی جے پی) کی جانب سے چیف الیکشن کمشنر گیانیش کمار کے استعفے کے مطالبے پر جنتر منتر میں مجوزہ احتجاج کو روکنے کے لیے پولیس اور نیم فوجی دستوں کی بھاری نفری تعینات کی گئی۔ تاہم، احتجاج کو مکمل طور پر روکنے کی کوششوں کے باوجود دہلی کے مختلف علاقوں میں مظاہرین کے چھوٹے چھوٹے گروہ سامنے آئے۔
انڈین ایکسپریس کے مطابق، دہلی پولیس نے جنتر منتر پر احتجاج کی اجازت نہیں دی تھی۔ رپورٹ میں بتایا گیا کہ مرکزی مسلح پولیس فورسز کی 221 کمپنیاں، جن میں تقریباً 23 ہزار اہلکار شامل تھے، 8 سے 12 اکتوبر تک دہلی پولیس کی معاونت کے لیے دستیاب کرائی گئیں۔ اس کے علاوہ ہزاروں پولیس اہلکار بھی تعینات کیے گئے۔
احتجاج کے اہم ترین واقعات میں سی جے پی کے بانی ابھجیت ڈِپکے اور ان کے ساتھی رہنماؤں سورَو داس اور اشوتوش رانکا کی گرفتاری یا حراست شامل رہی۔ انڈین ایکسپریس کے مطابق، تینوں کو ممبئی سے دہلی پہنچنے والی پرواز سے اترنے کے بعد حراست میں لیا گیا اور نامعلوم مقام پر منتقل کر دیا گیا۔
سی جے پی نے اس کارروائی کی مذمت کرتے ہوئے اپنے رہنماؤں کی رہائی کا مطالبہ کیا۔ پارٹی کا کہنا تھا کہ وہ اپنے احتجاجی پروگرام کو جاری رکھے گی۔ اس صورت حال نے ایک اہم سوال پیدا کیا کہ جب کسی تحریک کی قیادت کو اجتماع سے پہلے ہی حراست میں لے لیا جائے تو کیا اس کے پیچھے موجود عوامی مطالبات بھی ختم ہو جاتے ہیں؟
رائٹرز کی رپورٹ کے مطابق، دہلی میں دو ہزار سے زیادہ افراد کو حراست میں لیا گیا۔ متعدد راستوں پر رکاوٹیں قائم کی گئیں، گاڑیوں کی جانچ کی گئی اور بعض مقامات پر آمدورفت متاثر ہوئی۔ رپورٹ میں موبائل انٹرنیٹ کی معطلی اور میٹرو اسٹیشنوں و بازاروں کی بندش کا بھی ذکر کیا گیا۔
جنتر منتر تک رسائی محدود ہونے کے بعد مظاہرین نے دہلی کے دوسرے علاقوں میں جمع ہو کر احتجاج کیا۔ انڈین ایکسپریس نے دلی ہاٹ، صفدرجنگ ایئرپورٹ فلائی اوور، کناٹ پلیس کے اطراف اور راج گھاٹ سمیت مختلف مقامات پر مختصر احتجاجی مظاہروں کی اطلاع دی۔
یہ صورت حال اس بات کی طرف اشارہ کرتی ہے کہ کسی مخصوص احتجاجی مقام کو بند کر دینا اور عوامی بے چینی کو ختم کر دینا دو الگ معاملات ہیں۔ البتہ دستیاب رپورٹیں جنتر منتر پر لاکھوں افراد کے بیک وقت جمع ہونے کی تصدیق نہیں کرتیں۔
سی جے پی اور دیگر احتجاجی گروہوں نے خصوصی نظرثانیِ فہرستِ رائے دہندگان (ایس آئی آر) کے عمل پر اعتراضات اٹھاتے ہوئے چیف الیکشن کمشنر گیانیش کمار کے استعفے کا مطالبہ کیا۔ حزبِ اختلاف کے رہنماؤں کا الزام ہے کہ ووٹر فہرستوں سے بڑے پیمانے پر نام حذف کیے جانے سے انتخابی عمل متاثر ہوا اور بعض ریاستی انتخابات کے نتائج پر سوالات پیدا ہوئے۔
رائٹرز کے مطابق، الیکشن کمیشن اور بھارتیہ جنتا پارٹی نے بے ضابطگیوں کے الزامات مسترد کیے ہیں۔ الیکشن کمیشن کا مؤقف ہے کہ نظرثانی کے دوران غیر موجود، منتقل شدہ یا فوت شدہ افراد کے اندراجات کی جانچ کی گئی، جبکہ اہل ووٹر غلطی سے نام حذف ہونے کی صورت میں دوبارہ اندراج کرا سکتے ہیں۔

Thousands of security personnel deployed amid restrictions; protesters demand Chief Election Commissioner Gyanesh Kumar’s resignation over voter-roll revisions
New Delhi, October 10 — India’s capital witnessed an extraordinary security clampdown on Saturday as authorities moved to prevent a planned demonstration at Jantar Mantar organised by the Cockroach Janta Party (CJP) and other groups demanding the resignation of Chief Election Commissioner Gyanesh Kumar.
Despite extensive restrictions, barricades and mass detentions, small groups of protesters staged demonstrations at several locations across Delhi. The developments brought renewed attention to the balance between public order, electoral accountability and the constitutional right to peaceful protest.
According to The Indian Express, Delhi Police denied permission for the planned Jantar Mantar demonstration. The newspaper reported that 221 companies of Central Armed Police Forces, comprising approximately 23,000 personnel, were made available to support Delhi Police between October 8 and 12. Thousands of additional police personnel were also deployed.
Among the most significant developments was the detention of Cockroach Janta Party founder Abhijeet Dipke and fellow leaders Saurav Das and Ashutosh Ranka.
The Indian Express reported that the three leaders were detained after arriving in Delhi on a flight from Mumbai and were taken to an undisclosed location. The detentions came ahead of the demonstration they had helped organise.
The party condemned the action and called for the leaders’ release, while indicating that its protest campaign would continue. Their detention raised a broader question about whether preventing a movement’s leadership from attending a demonstration can resolve the grievances motivating its supporters.
Reuters reported that more than 2,000 people were detained in Delhi. Authorities established checkpoints, erected barricades and imposed transport restrictions in several areas. The report also described mobile internet suspensions and the closure of certain metro stations and markets.
With Jantar Mantar sealed off, protesters dispersed to other parts of the capital. The Indian Express reported demonstrations at Dilli Haat, near the Safdarjung Airport flyover, around Connaught Place and at Raj Ghat, among other locations.
The developments suggest that restricting access to a designated protest site does not necessarily eliminate public dissent. However, available reporting does not substantiate the claim that hundreds of thousands of people gathered simultaneously at Jantar Mantar.
The CJP and other protest groups demanded Gyanesh Kumar’s resignation over the Special Intensive Revision (SIR) of electoral rolls. Opposition parties have alleged that large-scale deletions from voter lists affected electoral fairness and may have influenced the outcomes of recent state elections.
Reuters reported that the Election Commission and the Bharatiya Janata Party rejected allegations of wrongdoing. The Election Commission has maintained that the revision process involved verification of entries relating to people who had died, relocated or could not be traced, and that eligible voters whose names were incorrectly removed could seek re-enrolment.
The dispute therefore concerns not only the scale of voter-list revisions, but also public confidence in the electoral process and the transparency of the institutions responsible for administering elections.
The events of October 10 have placed renewed focus on the relationship between security restrictions and democratic freedoms. Governments have a responsibility to maintain public order, but that responsibility must be exercised alongside the protection of citizens’ constitutional rights.
