گجرات کے سابق وزیرِ اعلیٰ شنکر سنگھ واگھیلا نے چیف الیکشن کمشنر گیانیش کمار اور انتخابی ادارے کے بعض حکام کے خلاف انتہائی سخت اور متنازع زبان استعمال کرتے ہوئے کہا ہے کہ جو اہلکار انتخابی عمل کی دیانت اور جمہوری نظام کو نقصان پہنچائیں، انہیں ’’عوام کے سامنے پھانسی‘‘ دی جانی چاہیے۔
این ڈی ٹی وی سے گفتگو کرتے ہوئے واگھیلا نے کہا کہ ایسے انتخابی عہدیدار جو جمہوریت کے قتل کے ذمہ دار ہوں، ان کے ساتھ کسی قسم کی رعایت نہیں ہونی چاہیے۔ ان کے بقول، ’’ایسے لوگوں کو عوام کے سامنے پھانسی دی جانی چاہیے۔‘‘ انہوں نے مزید کہا کہ ایسے عناصر کو ختم کیا جانا چاہیے اور ان کے ساتھ کوئی رحم نہیں ہونا چاہیے۔
واگھیلا کے یہ ریمارکس ایسے وقت سامنے آئے ہیں جب خصوصی انتخابی نظرثانی کے معاملے پر اپوزیشن جماعتیں چیف الیکشن کمشنر گیانیش کمار کے خلاف شدید احتجاج کر رہی ہیں۔ کانگریس کے رہنما راہل گاندھی اور پرینکا گاندھی سمیت اپوزیشن ارکان نے نئی دہلی میں الیکشن کمیشن کے دفتر کے باہر احتجاج کرتے ہوئے چیف الیکشن کمشنر سے استعفے کا مطالبہ کیا ہے۔
اپوزیشن کا الزام ہے کہ ووٹر فہرستوں کی خصوصی جامع نظرثانی کے دوران بڑے پیمانے پر بے ضابطگیاں ہوئی ہیں۔ ایک رپورٹ کے مطابق دونوں انتخابی کمشنروں نے بھی بعض فیصلوں پر ریکارڈ پر اعتراضات درج کرائے ہیں، جن کے بارے میں الزام ہے کہ وہ ان کی مکمل معلومات یا رضامندی کے بغیر کیے گئے۔
واگھیلا نے الیکشن کمیشن کی غیر جانب داری پر سوال اٹھاتے ہوئے الزام لگایا کہ موجودہ انتخابی عہدیدار آئینی ذمہ داری نبھانے کے بجائے ایک مخصوص نظریاتی وابستگی کے زیرِ اثر کام کر رہے ہیں۔ انہوں نے خصوصاً گیانیش کمار پر راشٹریہ سویم سیوک سنگھ سے نظریاتی قربت کا الزام عائد کیا۔
انہوں نے کہا کہ الیکشن کمیشن ایک آزاد اور غیر جانب دار آئینی ادارہ ہونا چاہیے، لیکن اگر اس کے عہدیدار کسی سیاسی یا نظریاتی مرکز کی ہدایات کے مطابق کام کریں تو پھر انتخابی جمہوریت کی روح ہی مجروح ہو جاتی ہے۔
دوسری جانب بھارتیہ جنتا پارٹی نے اپوزیشن کے احتجاج کو مسترد کرتے ہوئے الزام لگایا ہے کہ حزبِ اختلاف انتخابی شکست کی مایوسی میں آئینی اداروں کے خلاف بے بنیاد الزامات عائد کر رہی ہے۔ مرکزی وزیر شیوراج سنگھ چوہان نے کہا کہ دہلی کا احتجاج محض سیاسی مایوسی نکالنے کی کوشش ہے، جبکہ بی جے پی ترجمان سمبت پاترا نے راہل گاندھی پر سپریم کورٹ کے حوالے کو غلط انداز میں پیش کرنے اور سیاسی انتشار پیدا کرنے کا الزام عائد کیا۔
واگھیلا نے انتخابی اداروں میں ممکنہ جانبداری کو روکنے کے لیے ادارہ جاتی اصلاحات کی بھی وکالت کی۔ ان کا کہنا تھا کہ ریٹائرمنٹ کے بعد اعلیٰ سرکاری اور عدالتی عہدیداروں کے لیے ایک مقررہ مدت تک سرکاری یا نجی عہدہ قبول کرنے پر پابندی ہونی چاہیے۔ انہوں نے تجویز دی کہ ریٹائر ہونے والے جج کم از کم دس برس تک کسی ایسے منصب پر فائز نہ ہوں جو ان کے سابقہ اثر و رسوخ سے جڑا ہو، جبکہ انتظامی افسران کے لیے بھی ریٹائرمنٹ کے بعد نجی اداروں میں فوری تقرری کی راہ محدود کی جانی چاہیے۔
دہلی میں احتجاج کرنے والے اپوزیشن رہنماؤں کی گرفتاری اور حراست پر بھی واگھیلا نے سخت اعتراض کیا۔ ان کے مطابق جمہوری نظام میں حکومت پر تنقید کرنا شہری اور سیاسی آزادی کا حصہ ہے اور محض اختلافِ رائے کو دبانے کے لیے ریاستی طاقت کا استعمال جمہوری اقدار کے منافی ہے۔
کانگریس میں واپسی کے امکانات سے متعلق سوال پر واگھیلا نے براہِ راست جواب دینے کے بجائے کہا کہ بھارتیہ جنتا پارٹی کو شکست دینے کے لیے وہ ہر ممکن کوشش کریں گے۔ ان کے مطابق انہیں کانگریس سے کسی عہدے یا ذاتی فائدے کی خواہش نہیں، بلکہ اپوزیشن جماعتوں کے درمیان بہتر منصوبہ بندی اور مؤثر اشتراکِ عمل درکار ہے۔
ایک طویل سیاسی زندگی میں کانگریس اور بی جے پی دونوں کے ساتھ وابستہ رہنے والے واگھیلا اس وقت اپنی علاقائی سیاسی جماعت چلا رہے ہیں۔ ان کے تازہ بیانات نے ایک بار پھر ہندوستان میں انتخابی اداروں کی غیر جانب داری، آئینی خود مختاری اور جمہوری اعتماد کے سوال کو سیاسی بحث کے مرکز میں لا کھڑا کیا ہے۔
جمہوریت صرف ووٹ ڈالنے کا نام نہیں؛ جمہوریت اس یقین کا نام ہے کہ ووٹ گننے والا ہاتھ بھی اتنا ہی غیر جانب دار ہوگا جتنا ووٹ دینے والا شہری اپنے حق کے بارے میں پُرامید ہے۔
Former Gujarat Chief Minister Shankarsinh Vaghela has triggered a political storm with an extraordinary attack on election officials, saying that those who compromise the integrity of the electoral process deserve the most extreme punishment.
Speaking to NDTV, Vaghela said officials responsible for undermining democracy should be “publicly hanged” and argued that there should be “no mercy” for those who compromise the integrity of elections.
His remarks come at a politically charged moment, with Opposition parties mounting protests against Chief Election Commissioner Gyanesh Kumar over alleged irregularities in the Special Intensive Revision of electoral rolls.
Congress leaders Rahul Gandhi and Priyanka Gandhi Vadra, along with other Opposition MPs, have protested outside the Election Commission’s office in New Delhi, demanding the resignation of the Chief Election Commissioner.
The Opposition has alleged serious irregularities in the voter-list revision exercise. Questions have also been raised over whether some decisions were taken without the full knowledge or approval of the other members of the Election Commission. An Indian Express report has said that the two Election Commissioners had “objected on record” to certain decisions.
Vaghela questioned the independence of the Election Commission and alleged that some officials were functioning more like ideological representatives than neutral constitutional custodians. He particularly accused Gyanesh Kumar and other officials of having ideological links with the Rashtriya Swayamsevak Sangh.
“The Election Commission is meant to be independent,” Vaghela said, arguing that the credibility of democracy becomes endangered when constitutional institutions are perceived to be acting under political or ideological influence.
The BJP has strongly rejected the Opposition’s allegations. Union Minister Shivraj Singh Chouhan accused the INDIA bloc of using protests to vent its frustration after electoral defeats and of making baseless allegations against constitutional institutions.
BJP spokesperson Sambit Patra, meanwhile, accused Rahul Gandhi of creating confusion and attempting to advance his political agenda by allegedly misrepresenting the Supreme Court’s position on the Election Commission.
Vaghela also called for structural reforms to prevent institutional conflicts of interest. He proposed restrictions on post-retirement appointments for senior officials, arguing that former judges and bureaucrats should not immediately move into positions where their previous influence could affect public institutions.
He suggested that retired judges should face a ten-year restriction before taking up certain positions, while retired IAS and IFS officers should also face restrictions on joining private entities immediately after retirement.
Commenting on the detention of Opposition leaders during the Delhi protests, Vaghela said criticism of those in power is an essential part of public life and warned against the use of state power to suppress political dissent.
Asked whether he could return to the Congress, Vaghela gave a carefully worded response. He said his priority was defeating the BJP and that he wanted neither a position nor personal benefit from the Congress. What mattered, he said, was “proper teamwork” and advance planning among Opposition forces.
Vaghela, who has had a long political career spanning both the Congress and the BJP, now heads his own regional political outfit, the Praja Shakti Democratic Party.
His latest remarks have once again pushed a larger question to the centre of India’s political debate: how independent must an electoral institution remain to command the trust of every voter?
