لبنان میں بڑھتی ہوئی فوجی کشیدگی پر اقوامِ متحدہ کے سیکریٹری جنرل انتونیو گوتریس نے گہری تشویش کا اظہار کرتے ہوئے اسرائیل سے لبنانی سرزمین سے اپنی فوجیں واپس بلانے کا مطالبہ کیا ہے۔

گوتریس نے جنوبی لبنان میں اسرائیلی فوجی کارروائیوں میں اضافے، شہری ہلاکتوں، جبری انخلا کے باعث پیدا ہونے والی بے چینی اور بڑے پیمانے پر تباہی پر شدید تشویش ظاہر کی۔ انہوں نے واضح کیا کہ شہری اور شہری تنصیبات جنگ کا ہدف نہیں بن سکتے اور ان کا تحفظ ہر حال میں یقینی بنایا جانا چاہیے۔

اقوامِ متحدہ کے سربراہ نے فوری طور پر جنگ بندی کی اپیل کرتے ہوئے کہا کہ لبنان کی خودمختاری اور علاقائی سالمیت کا احترام تمام فریقوں کی ذمہ داری ہے۔ ان کے مطابق طاقت کے استعمال کا اختیار صرف لبنانی ریاست کے پاس ہونا چاہیے۔

گوتریس کے ترجمان اسٹیفان دوجارک نے بھی بین الاقوامی انسانی قانون کی مکمل پاسداری پر زور دیا، بالخصوص شہریوں، طبی مراکز اور شہری بنیادی ڈھانچے کے تحفظ کو ناگزیر قرار دیا۔

لبنان ایک بار پھر اس مقام پر کھڑا ہے جہاں جنگ صرف سرحدوں پر نہیں لڑی جا رہی بلکہ اس کے سائے گھروں، اسپتالوں اور عام شہریوں کی زندگیوں تک پھیل رہے ہیں۔ اقوامِ متحدہ کی اپیل نے ایک بنیادی حقیقت پھر نمایاں کر دی ہے: جنگ کے نقشے پر کھینچی جانے والی لکیروں کے بیچ سب سے زیادہ قیمت اکثر وہ انسان ادا کرتے ہیں جن کے ہاتھ میں نہ بندوق ہوتی ہے، نہ فیصلہ۔

گوتریس کی مدتِ سربراہی بھی رواں سال 31 دسمبر کو مکمل ہونے والی ہے۔

UN Secretary-General António Guterres has expressed deep concern over the escalation of Israeli military operations in southern Lebanon and called on Israel to withdraw its forces from Lebanese territory.

Guterres condemned the mounting civilian casualties, displacement caused by evacuation orders and the widespread destruction reported amid the escalation. He stressed that civilians and civilian objects must be protected at all times and that attacks directed against them are unacceptable.

Calling for an immediate cessation of hostilities, the UN chief said Lebanon’s sovereignty and territorial integrity must be respected by all parties. He also maintained that the Lebanese state should have the monopoly on the use of force within its territory.

UN spokesperson Stéphane Dujarric separately stressed the need for full compliance with international humanitarian law, particularly the protection of civilians, healthcare facilities and civilian infrastructure.

The latest UN appeal comes as Lebanon once again finds itself caught between military escalation and the fragile hope of de-escalation. Behind every military map are homes, hospitals and families whose lives are transformed by decisions made far from them.

Guterres, who has served as UN secretary-general since 2017, is due to complete his second term on December 31, 2026.
