بھارت میں انتخابی فہرستوں کی خصوصی نظرثانی کے دوران الیکشن کمیشن کے اندر سامنے آنے والے اختلافات نے ایک اہم ادارہ جاتی بحث چھیڑ دی ہے۔ رپورٹس کے مطابق انتخابی کمشنروں سکھبیر سنگھ سندھو اور وویک جوشی نے گزشتہ دس ماہ میں کم از کم 14 مواقع پر بعض اہم معاملات پر اعتراضات ریکارڈ کرائے۔ ان اعتراضات میں ایسے فیصلوں کا معاملہ بھی شامل بتایا گیا ہے جنہیں دونوں کمشنروں نے اپنی منظوری یا علم کے بغیر مکمل انتخابی کمیشن کے نام سے کیے جانے پر سوال اٹھایا۔

قائدِ حزبِ اختلاف راہل گاندھی نے اسی پس منظر میں چیف الیکشن کمشنر گیانیش کمار کے فوری استعفے کا مطالبہ کیا اور وزیر اعظم نریندر مودی اور وزیر داخلہ امیت شاہ پر انتخابی معاملات میں مداخلت کے الزامات عائد کرتے ہوئے تحقیقات کا مطالبہ کیا۔ اپوزیشن کی دیگر جماعتوں نے بھی ایس آئی آر روکنے، انتخابی فہرستوں کی شفاف جانچ اور کمیشن کے کردار کی آزادانہ تحقیقات کا مطالبہ کیا ہے۔

دوسری طرف الیکشن کمیشن کا کہنا ہے کہ مختلف آرا اور داخلی اختلافات کسی بھی ادارے میں فیصلہ سازی کا معمول کا حصہ ہیں اور اس کی تمام کارروائیاں قانون اور کمیشن کی ہدایات کے مطابق ہوئی ہیں۔ بھارتیہ جنتا پارٹی نے بھی کمشنروں کے درمیان اختلافِ رائے کو جمہوری عمل کا حصہ قرار دیتے ہوئے اپوزیشن کے الزامات مسترد کیے ہیں۔

اصل سوال سیاسی الزام اور جوابی الزام سے کہیں آگے ہے۔ اگر کسی اہل ووٹر کا نام انتخابی فہرست سے حذف ہوتا ہے تو اسے اپنی رائے دہی کا حق واپس حاصل کرنے کا واضح راستہ ملنا چاہیے۔ اسی طرح انتخابی فہرستوں کی تیاری میں استعمال ہونے والے نظام، فیصلوں کے طریقۂ کار اور اعتراضات کے ازالے کی تفصیلات بھی مناسب حد تک شفاف ہونی چاہئیں۔

کیونکہ انتخابات میں اعتماد صرف نتائج سے پیدا نہیں ہوتا؛ اعتماد اس پورے عمل سے پیدا ہوتا ہے جو ووٹر کے نام سے شروع ہو کر اس کے ووٹ تک پہنچتا ہے۔

موجودہ تنازع کا سب سے اہم امتحان یہی ہے کہ سیاسی شور کے درمیان کیا انتخابی ادارہ اتنی شفافیت فراہم کر سکتا ہے کہ عام شہری کو اپنے ووٹ کے تحفظ پر اطمینان رہے؟

Dissent Inside the Election Commission: The Question Goes Beyond One Office

Differences reported within India’s Election Commission during the Special Intensive Revision of electoral rolls have opened a wider debate about transparency and institutional accountability.

According to reports, Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi recorded objections on at least 14 occasions over the past ten months. The reported disagreements included concerns over certain decisions allegedly taken in the name of the full Commission without their knowledge or approval.

Leader of Opposition Rahul Gandhi has used the controversy to demand the immediate resignation of Chief Election Commissioner Gyanesh Kumar. He has also accused Prime Minister Narendra Modi and Home Minister Amit Shah of involvement in what he describes as “vote theft” and called for investigations. Other opposition parties have demanded greater transparency in the SIR process and independent scrutiny of electoral-roll decisions.

The Election Commission, however, maintains that differences of opinion are a normal part of institutional deliberation and that its actions have been taken in accordance with law and Commission instructions. The BJP has similarly rejected the opposition’s allegations and described internal disagreement among Election Commissioners as part of democratic functioning.

The central issue therefore goes beyond competing political claims. If an eligible voter is removed from an electoral roll, there must be a clear mechanism to challenge and correct the decision. The systems used to prepare electoral rolls, the basis of important decisions and the process for resolving objections must also inspire public confidence.

Because electoral trust is not created by the result alone. It is created by the process that begins with a citizen’s name on the electoral roll and ends with that citizen’s vote being counted.

The real test of the present controversy is whether the electoral system can provide enough transparency for an ordinary voter to remain confident that their voice is protected.
