بھارت میں انتخابی فہرستوں کی خصوصی نظرثانی اور چیف الیکشن کمشنر گیانیش کمار کے کردار پر اٹھنے والے سوالات اب سڑکوں تک پہنچ گئے ہیں۔ جمعہ کے روز نئی دہلی کے جنتر منتر پر چیف الیکشن کمشنر کے خلاف احتجاج کے دوران متعدد مظاہرین کو پولیس نے حراست میں لے لیا، جبکہ دوسری جانب نوجوانوں کی ’کاکروچ جنتا پارٹی‘ نے گیانیش کمار کے استعفے کے لیے ۴۸ گھنٹے کی مہلت دیتے ہوئے ملک گیر احتجاج کا اعلان کر دیا ہے۔

جنتر منتر پر احتجاج آل انڈیا اسٹوڈنٹس ایسوسی ایشن اور شہری سماجی تنظیموں کی جانب سے منعقد کیا گیا تھا۔ احتجاج کی اپیل تنظیم کی صدر نیہا بورا نے کی تھی، جبکہ یوگیندر یادو سمیت متعدد سماجی کارکنوں اور عوامی شخصیات نے بھی تحریک کی حمایت کی۔ مظاہرین چیف الیکشن کمشنر سے استعفے اور انتخابی عمل میں جواب دہی کا مطالبہ کر رہے تھے۔

تاہم مظاہرین کو جنتر منتر کے مقررہ احتجاجی مقام میں داخل ہونے سے روک دیا گیا۔ پولیس کا کہنا تھا کہ مظاہرین کے پاس وہاں داخل ہونے کی اجازت نہیں تھی، جس کے بعد متعدد کارکنوں اور رہنماؤں کو حراست میں لے لیا گیا۔ حراست میں لیے جانے والوں میں نیہا بورا، یوگیندر یادو اور دیگر کارکن شامل تھے۔

یہ احتجاج ایسے وقت میں ہوا ہے جب دی انڈین ایکسپریس کی ایک حالیہ تحقیق نے الیکشن کمیشن کے اندرونی اختلافات کو نمایاں کیا ہے۔ رپورٹ کے مطابق الیکشن کمشنروں سکھبیر سنگھ سندھو اور وویک جوشی نے گزشتہ دس ماہ کے دوران کم از کم ۱۴ مرتبہ چیف الیکشن کمشنر کے تحت لیے گئے بعض فیصلوں اور احکامات پر باضابطہ اعتراضات ریکارڈ کرائے۔ یہ اعتراضات خصوصی نظرثانی، نئے ووٹروں کے اندراج، ووٹر فہرستوں سے نام حذف کرنے اور انتخابی اعداد و شمار تک رسائی جیسے معاملات سے متعلق تھے۔

رپورٹ کے مطابق دونوں کمشنروں نے بعض اقدامات کو ’’غیر مجاز‘‘ اور ’’غیر قانونی‘‘ قرار دیتے ہوئے اس خدشے کا اظہار بھی کیا کہ انتخابی اعداد و شمار اور ووٹر معلومات کے انتظام میں حد سے زیادہ مرکزیت پیدا ہو رہی ہے۔ یہ اعتراضات ایک ہی دن میں چار مرتبہ بھی ریکارڈ کیے گئے۔

ادھر نوجوانوں کی کاکروچ جنتا پارٹی نے بھی چیف الیکشن کمشنر کے استعفے کا مطالبہ کرتے ہوئے اعلان کیا ہے کہ اگر گیانیش کمار استعفیٰ نہیں دیتے تو ۲ اکتوبر، گاندھی جینتی کے روز، ممبئی سے ملک گیر احتجاج شروع کیا جائے گا۔ تحریک کے بانی ابھیجیت ڈپکے نے کہا ہے کہ احتجاج کو بعد ازاں ملک کے دوسرے شہروں تک پھیلایا جائے گا۔

یہ وہی نوجوان تحریک ہے جو رواں سال امتحانی پرچوں کے افشا کے خلاف احتجاج کے بعد قومی سطح پر نمایاں ہوئی تھی۔ جولائی میں اس کی قیادت میں ہونے والے احتجاج کے نتیجے میں اس وقت کے وزیر تعلیم دھرمیندر پردھان نے استعفیٰ دیا تھا، جسے تحریک نے اپنی بڑی کامیابی قرار دیا تھا۔

دوسری جانب الیکشن کمیشن نے اپنے خلاف اٹھنے والے الزامات کو مسترد کرتے ہوئے کہا ہے کہ ادارے کے اندر مختلف آرا اور مشاہدات معمول کے ادارہ جاتی غوروفکر کا حصہ ہیں اور کمیشن کے تمام اقدامات قانون کے مطابق ہیں۔ بھارتیہ جنتا پارٹی نے بھی الیکشن کمیشن کا دفاع کرتے ہوئے اپوزیشن پر سیاسی مہم چلانے کا الزام عائد کیا ہے۔

یوں بھارت میں انتخابی فہرستوں کا تنازع محض ایک انتظامی معاملہ نہیں رہا بلکہ ووٹ، شہری حق، انتخابی شفافیت اور ادارہ جاتی جواب دہی کے وسیع تر سوال میں تبدیل ہو چکا ہے۔ ایک طرف انتخابی ادارہ اپنے اقدامات کو قانونی قرار دے رہا ہے، دوسری طرف کمیشن کے اندر سے سامنے آنے والے اختلافات اور سڑکوں پر بڑھتی ہوئی احتجاجی سرگرمیاں عوامی اعتماد کے سوال کو مزید نمایاں کر رہی ہیں۔

جمہوریت کی اصل طاقت صرف ووٹ ڈالنے میں نہیں، بلکہ اس یقین میں ہے کہ جس شہری کا حقِ رائے دہی قانون نے تسلیم کیا ہے، اس کی آواز کسی انتظامی فیصلے کی دھند میں گم نہیں ہوگی۔

India’s Electoral Roll Dispute Intensifies as Protesters Detained and Youth Movement Threatens Nationwide Agitation

India’s growing controversy over the revision of electoral rolls and the role of Chief Election Commissioner Gyanesh Kumar has moved from institutional corridors to the streets. Several protesters were detained in New Delhi on Friday during a demonstration at Jantar Mantar, while the youth-led Cockroach Janta Party (CJP) gave the Chief Election Commissioner 48 hours to resign, threatening nationwide protests if he refuses.

The Jantar Mantar protest was organised by the All India Students’ Association (AISA) along with civil society groups. AISA president Neha Bora had announced the demonstration, with activists and public figures including Yogendra Yadav backing the call for greater accountability from the Election Commission.

The protesters, however, were stopped from entering the designated protest area. Police said they did not have permission to enter Jantar Mantar, following which several activists and public figures were detained. Those detained included Neha Bora, Yogendra Yadav and other activists.

The protest comes against the backdrop of a major investigation by The Indian Express, which reported deepening disagreements within the Election Commission over the Special Intensive Revision of electoral rolls.

According to the investigation, Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi formally recorded objections at least 14 times over a period of 10 months to decisions and orders taken under Chief Election Commissioner Gyanesh Kumar. Their concerns reportedly involved the revision of electoral rolls, the addition of new voters, deletion of names and access to electoral databases.

The report said the two commissioners described certain steps as “unauthorised” and “illegal” and raised concerns over the increasing centralisation of electoral data. Their objections were recorded repeatedly, including four times on a single day, according to the investigation.

Meanwhile, the Cockroach Janta Party, a youth movement that emerged from social media earlier this year, has separately demanded Kumar’s resignation. Its founder, Abhijeet Dipke, said that if Kumar does not step down, the movement will begin a nationwide protest from Mumbai on October 2, Gandhi Jayanti, and subsequently take the campaign to other cities.

The movement first gained national attention during the youth-led protests over examination-paper leaks in July. Those demonstrations culminated in the resignation of then Education Minister Dharmendra Pradhan, which the movement regarded as a major achievement.

The Election Commission has rejected allegations of wrongdoing, maintaining that differences of opinion and observations are a normal part of institutional deliberation and that its actions have been lawful. The Bharatiya Janata Party has defended the commission and accused the opposition of conducting a political campaign against it.

The confrontation has now brought several questions into sharper focus: Who safeguards the voter’s name? Who answers when election officials themselves disagree? And how can public confidence in the electoral process be protected?

India’s electoral-roll dispute is therefore no longer confined to administrative procedures. It has become part of a wider public debate over the protection of voting rights, institutional accountability, transparency and trust in the machinery of democracy.

Because democracy is not simply about casting a vote. It is also about ensuring that every eligible citizen can remain visible in the electoral process and that every legitimate voice has a place in the nation’s democratic record.
