نئی دہلی: اپوزیشن کے شدید احتجاج اور نعرے بازی کے دوران لوک سبھا نے رجسٹریشن آف برتھس اینڈ ڈیتھس (ترمیمی) بل 2026 بغیر کسی بحث کے صوتی ووٹنگ کے ذریعے منظور کر لیا، جبکہ راجیہ سبھا میں ہنگامے کے باعث کوئی کارروائی نہیں ہو سکی۔

ایوان کی کارروائی دوپہر میں ایک گھنٹے کے التوا کے بعد دوبارہ شروع ہوئی تو بل کو اچانک منظوری کے لیے پیش کیا گیا۔ اپوزیشن ارکان نے اعتراض کیا کہ بل کی منظوری سے قبل مرکزی وزیر داخلہ امت شاہ کی موجودگی ضروری تھی، کیونکہ کارروائی کی فہرست میں ان ہی کے نام سے بل درج تھا۔ اس پر متعدد اپوزیشن ارکان ایوان کے وسط میں پہنچ گئے اور احتجاج شروع کر دیا۔

ہنگامے کے باوجود قائم مقام اسپیکر کی زیر صدارت بل کو صوتی ووٹنگ سے منظور کر لیا گیا۔ کانگریس کے رکن کے سی وینوگوپال سمیت کئی ارکان نے بغیر بحث کے بل کی منظوری پر سخت اعتراض کیا۔

ترمیمی بل کے تحت پیدائش یا وفات کے اندراج میں دو سال سے زیادہ تاخیر ہونے کی صورت میں رجسٹریشن کے لیے جوڈیشل مجسٹریٹ فرسٹ کلاس کے حکم کو لازمی قرار دیا گیا ہے۔ حکومت کا کہنا ہے کہ اس اقدام کا مقصد پیدائش اور اموات کے بروقت اندراج کو فروغ دینا اور رجسٹریشن کے نظام کو مزید مؤثر بنانا ہے۔

Lok Sabha Passes Births and Deaths Registration (Amendment) Bill, 2026 Amid Opposition Protests

New Delhi: The Lok Sabha on Friday passed the Registration of Births and Deaths (Amendment) Bill, 2026 by voice vote without a debate amid loud protests from opposition members, while the Rajya Sabha remained disrupted and failed to conduct any business.

The bill was taken up immediately after the House reconvened following a one-hour adjournment. Opposition MPs objected, demanding the presence of Union Home Minister Amit Shah, whose name appeared on the legislative agenda for moving the bill. Several members entered the well of the House and raised slogans in protest.

Despite the disruption, the Chair proceeded with the bill, which was passed by voice vote. Congress leader K.C. Venugopal and other opposition members criticised the government for approving the legislation without any discussion.

The amendment seeks to strengthen the provisions governing delayed registration of births and deaths. Under the proposed changes, registrations made more than two years after the event will require an order from a Judicial Magistrate First Class. The government says the measure is intended to encourage timely registration and improve the integrity of the civil registration system.
