تین ماہ بعد مرکزی حکومت نے ووٹر فہرستوں سے ناموں کے اخراج پر اقوامِ متحدہ کے خصوصی نمائندوں کے خط کا اعتراف کیا

نئی دہلی: مرکزی حکومت نے پہلی مرتبہ پارلیمنٹ میں اس بات کی تصدیق کی ہے کہ اقوامِ متحدہ کے خصوصی نمائندوں (UN Special Rapporteurs) نے اسپیشل انٹینسیو ریویژن (SIR) کے دوران ووٹر فہرستوں سے بڑے پیمانے پر نام حذف کیے جانے کے معاملے پر حکومتِ ہند کو باضابطہ خط ارسال کیا تھا۔

راجیہ سبھا میں ایک تحریری جواب دیتے ہوئے مرکزی وزیر قانون و انصاف ارجن رام میگھوال نے کہا کہ اقوامِ متحدہ کے خصوصی نمائندوں نے مغربی بنگال سمیت بعض ریاستوں میں ووٹر فہرستوں سے بڑے پیمانے پر نام حذف کیے جانے، خصوصاً مسلم برادری پر اس کے ممکنہ اثرات، کے بارے میں تشویش ظاہر کی ہے۔

وزیر نے اپنے جواب میں کہا کہ سپریم کورٹ نے الیکشن کمیشن آف انڈیا (ECI) کے خصوصی نظرثانی کے اختیار کو برقرار رکھا ہے۔ ان کے مطابق تیز رفتار شہری ہجرت، ملازمت اور تعلیم کے باعث رہائش کی تبدیلی اور ایک ہی ووٹر کے مختلف حلقوں میں اندراج جیسے مسائل کو دور کرنے کے لیے خصوصی نظرثانی کی جاتی ہے، اور یہ عمل قانون کے مطابق کسی بھی برادری کے ساتھ امتیاز کے بغیر انجام دیا جاتا ہے۔

دوسری جانب اقوامِ متحدہ کے تین خصوصی نمائندوں نے اپنے خط میں خدشہ ظاہر کیا تھا کہ معمولی املا کی غلطیوں یا دستاویزی تضادات کو بنیاد بنا کر ووٹروں کے نام حذف کیے جا رہے ہیں۔ انہوں نے ووٹر ڈیٹا میں مبینہ بے ضابطگیوں کی نشاندہی کے لیے مصنوعی ذہانت (AI) کے استعمال پر بھی شفافیت، ممکنہ غلطیوں اور جانبداری کے خدشات کا اظہار کیا۔

خط میں یہ بھی کہا گیا کہ بعض سیاسی رہنماؤں کے بیانات مسلمانوں، بنگالی نژاد افراد اور دیگر اقلیتوں کے خلاف امتیازی ماحول کو تقویت دیتے دکھائی دیتے ہیں۔ خصوصی نمائندوں نے حکومت سے مطالبہ کیا کہ وہ واضح کرے کہ ووٹر نظرثانی کا عمل بین الاقوامی انسانی حقوق کے معیارات کے مطابق کس طرح انجام دیا جا رہا ہے اور اقلیتوں کے حقِ رائے دہی کے تحفظ کے لیے کیا اقدامات کیے گئے ہیں۔

حکومت نے اپنے جواب میں کہا کہ الیکشن کمیشن ہر مرحلے پر داخلی جانچ کا نظام رکھتا ہے، دعووں اور اعتراضات کا جائزہ لیا جاتا ہے، اور اگر کسی شہری کو اعتراض ہو تو وہ متعلقہ ضلعی مجسٹریٹ اور بعد ازاں چیف الیکٹورل آفیسر کے سامنے اپیل بھی کر سکتا ہے۔

Union Government Acknowledges UN Rapporteurs’ Letter on Mass Voter Deletions After Three Months

New Delhi: The Union Government has, for the first time, officially acknowledged in Parliament that United Nations Special Rapporteurs had written to India regarding large-scale deletions of names from electoral rolls during the Special Intensive Revision (SIR) process.

In a written reply in the Rajya Sabha, Union Law and Justice Minister Arjun Ram Meghwal said the UN Special Rapporteurs had raised concerns over large-scale voter deletions, particularly in West Bengal, and highlighted the possible impact on the Muslim community.

The minister stated that the Supreme Court has upheld the Election Commission of India’s authority to conduct the SIR exercise. According to the government, the revision is intended to remove duplicate or incorrect entries arising from migration, changes of residence, and other socio-economic factors, and is carried out in accordance with the law without discrimination against any community.

The joint communication from three UN Special Rapporteurs, however, questioned the deletion of voters’ names over minor spelling discrepancies and documentation inconsistencies. It also expressed concern over the Election Commission’s reported use of Artificial Intelligence (AI) to identify irregularities, warning of possible transparency issues, errors, and algorithmic bias.

The UN experts further noted that statements by certain political leaders appeared to reinforce discriminatory rhetoric against Muslims, people of Bengali descent, and other minority communities. They sought clarification from the Union Government on the measures taken to ensure that the SIR process complies with India’s international human rights obligations and adequately safeguards the voting rights of minorities.

Responding to these concerns, the government said the Election Commission conducts internal quality checks throughout the revision process, examines all claims and objections, and provides a statutory appellate mechanism through the District Magistrate and the Chief Electoral Officer for aggrieved voters.
