غزہ میں جاری جنگ کے خاتمے کی جانب ایک اہم پیش رفت سامنے آئی ہے۔ حماس نے ایک ایسے مجوزہ معاہدے پر آمادگی ظاہر کی ہے جس کے تحت تنظیم مرحلہ وار اپنے ہتھیار غیر فعال کرے گی، جبکہ اس کے بدلے اسرائیلی افواج بھی بتدریج غزہ سے انخلا کریں گی۔

یہ اعلان امریکی صدر ڈونلڈ ٹرمپ کی سربراہی میں قائم بورڈ آف پیس کی جانب سے سامنے آیا، جس کے مطابق مصر، قطر، ترکی اور امریکہ کی ثالثی سے ایک نئی امن روڈ میپ تیار کی گئی ہے۔ تاہم اسرائیل نے تاحال اس معاہدے کی باضابطہ توثیق نہیں کی ہے۔

حماس کے مذاکراتی وفد کے رکن غازی حمد نے واضح کیا کہ تنظیم معاہدے پر اسی صورت عمل کرے گی جب اسرائیل بھی اپنی ذمہ داریوں، خصوصاً غزہ سے انخلا، کو عملی طور پر پورا کرے۔

مجوزہ منصوبے کے مطابق ایک فلسطینی قومی کمیٹی حماس کے ہتھیاروں کی فہرست سازی اور محفوظ رکھنے کی ذمہ دار ہوگی، جبکہ اس عمل کی نگرانی ایک بین الاقوامی تصدیقی کمیشن، بین الاقوامی استحکامی فورس اور نئی فلسطینی پولیس کرے گی۔ منصوبے میں یہ بھی کہا گیا ہے کہ ہتھیار اسرائیل یا کسی غیر فلسطینی فریق کے حوالے نہیں کیے جائیں گے۔

امن منصوبے کے تحت غزہ کی روزمرہ انتظامیہ ایک تکنیکی فلسطینی کمیٹی کے سپرد کی جائے گی، جبکہ تعمیر نو اور استحکام کے لیے بین الاقوامی ادارے نگرانی کریں گے۔

اگرچہ اس پیش رفت کو جنگ کے خاتمے کی امید کے طور پر دیکھا جا رہا ہے، تاہم فلسطینی عوام اور ماہرین نے اس پر محتاط ردِعمل ظاہر کیا ہے۔ ان کا کہنا ہے کہ ماضی میں بھی جنگ بندی اور امن معاہدوں پر مکمل عمل درآمد نہ ہونے کے باعث اعتماد شدید متاثر ہوا ہے۔

ماہرین کے مطابق اس منصوبے کی کامیابی کا انحصار اس بات پر ہوگا کہ آیا اسرائیل واقعی غزہ سے انخلا کرتا ہے، تمام متعلقہ فریق اپنی ذمہ داریاں پوری کرتے ہیں اور دیگر مسلح گروہ بھی معاہدے کی پابندی کرتے ہیں یا نہیں۔

Hamas Agrees to Phased Disarmament Under New Gaza Peace Roadmap

A significant development has emerged in efforts to end the war in Gaza, with Hamas agreeing in principle to a proposed roadmap that envisages the group’s phased disarmament in exchange for a gradual withdrawal of Israeli forces from the territory.

The announcement was made by the US-led Board of Peace, which said mediators from Egypt, Qatar, Türkiye and the United States had finalized a framework for the next phase of the ceasefire. Israel, however, has not yet publicly confirmed its acceptance of the proposal.

Hamas negotiator Ghazi Hamad stated that the movement would implement the agreement only if Israel fulfills its commitments, particularly the staged withdrawal of its forces from Gaza.

Under the proposed roadmap, a Palestinian National Committee would oversee the inventory and secure storage of Hamas’s weapons. The process would be monitored by an international verification commission, an International Stabilization Force and a newly established Palestinian police service. The plan specifies that weapons would not be transferred to Israel or any non-Palestinian party.

The roadmap also proposes that Gaza’s day-to-day administration be transferred to a technocratic Palestinian committee, while international bodies supervise stabilization and reconstruction efforts.

Despite the announcement raising hopes for a lasting ceasefire, many Palestinians and analysts remain cautious, citing repeated failures to fully implement previous ceasefire agreements.

Observers say the success of the initiative will ultimately depend on Israel’s willingness to withdraw from Gaza, reciprocal implementation by all parties, and whether other armed groups also comply with the proposed framework.
