جمہوریت کی سانسیں اور جنتَر منتر کی خاموش چیخ

نئی دہلی کے جنتر منتر پر پیش آنے والے حالیہ واقعات نے ملک میں اظہارِ رائے، پرامن احتجاج اور جمہوری اقدار کے بارے میں ایک نئی بحث چھیڑ دی ہے۔ ماحولیاتی کارکن، موجد اور ماہرِ تعلیم سونم وانگچک، جو گزشتہ اکیس دن سے بھوک ہڑتال پر تھے، ہفتہ کی صبح طبی نگرانی کے لیے اسپتال منتقل کیے گئے۔ تاہم عینی شاہدین اور احتجاج میں شریک افراد کا دعویٰ ہے کہ انہیں ان کی مرضی کے بغیر وہاں سے ہٹایا گیا تھا. دی وائر نے اس پورے واقعے کی رپورٹنگ کرتے ہوئے عینی شاہدین کے حوالے سے لکھا ہے کہ وانگچک کو ایک سفید چادر میں کر انہیں گھسیٹے ہوئے بغیر وردی والی پولیس وہاں سے اٹھا کر ایک ایمبولینس میں ڈال کر لے گئی تھی. یہ بھی بتایا گیا کہ ایک نے سونم وانگچک سے یہ نازیبا الفاظ ھی کہے تھے کہ "اٹھ بے سالے تیری بھوک ہڑتال ختم ہوگئی ",  جس کے بعد احتجاجی مقام پر شدید بے چینی ، غم و غصہ اور مزید احتجاج دیکھنے میں آیا۔

اس واقعے کے بعد متعدد طلبہ، سماجی کارکنوں اور مختلف تنظیموں نے حکومت کے طرزِ عمل پر سوالات اٹھائے۔ احتجاجی قیادت نے اعلان کیا کہ تحریک جاری رہے گی اور بھوک ہڑتال بھی ختم نہیں کی جائے گی۔ دوسری جانب حکام کا مؤقف یہ ہے کہ وانگچک کی صحت کے پیشِ نظر طبی مداخلت ضروری تھی۔ اس معاملے پر مختلف بیانات سامنے آ رہے ہیں اور عوامی بحث مسلسل جاری ہے۔

جمہوریت صرف انتخابات کا نام نہیں بلکہ اختلافِ رائے کو برداشت کرنے، پرامن احتجاج کے حق کا احترام کرنے اور عوام کے اعتماد کو برقرار رکھنے کا بھی نام ہے۔ جب کوئی احتجاج اس نہج پر پہنچ جائے کہ اس کے طریقۂ کار پر ہی سوالات اٹھنے لگیں، تو ضرورت طاقت کے اظہار سے زیادہ اعتماد سازی، شفافیت اور مکالمے کی ہوتی ہے۔

تعلیم، ماحولیات اور نوجوانوں کے مستقبل جیسے موضوعات کسی ایک جماعت یا نظریے کی میراث نہیں بلکہ پورے معاشرے کی مشترکہ ذمہ داری ہیں۔ اگر طلبہ اور سماجی کارکن اپنے مطالبات کے لیے پرامن راستہ اختیار کرتے ہیں تو ریاست کی ذمہ داری ہے کہ وہ قانون کے دائرے میں رہتے ہوئے ان کے بنیادی حقوق کا تحفظ کرے اور کسی بھی کارروائی کو اس انداز میں انجام دے کہ شکوک و شبہات جنم نہ لیں۔

قرآنِ مجید فرماتا ہے:

"وَأَمْرُهُمْ شُورَىٰ بَيْنَهُمْ”
"اور ان کے معاملات باہمی مشورے سے طے پاتے ہیں۔”
(سورۂ الشوریٰ: 38)

یہ آیت یاد دلاتی ہے کہ اختلاف کا بہترین جواب مکالمہ اور مشاورت ہے، نہ کہ فاصلے اور بداعتمادی۔

الف نیوز کا ماننا ہے کہ ہر اختلاف کو آئین، قانون اور انسانی وقار کے دائرے میں رہ کر حل کیا جانا چاہیے۔ جمہوریت کی اصل طاقت مخالف آوازوں کو خاموش کرنے میں نہیں بلکہ انہیں سننے، سمجھنے اور آئینی طریقے سے جواب دینے میں ہے۔ یہی وہ راستہ ہے جو ریاست اور عوام کے درمیان اعتماد کو مضبوط کرتا ہے اور ایک بالغ جمہوری معاشرے کی بنیاد بنتا ہے۔

Democracy Must Listen Before It Responds

The developments at New Delhi’s Jantar Mantar have once again brought into focus the delicate balance between state authority, public order, and the democratic right to peaceful protest. Climate activist, innovator and educator Sonam Wangchuk, who had been on a 21-day hunger strike, was shifted to a hospital for medical supervision. However, eyewitnesses and protesters allege that he was removed against his will, triggering widespread anger and renewed demonstrations at the protest site.

Following the incident, students, civil society groups and activists expressed concern over the manner in which the operation was carried out.

According to The Wire,

a volunteer who was present at the time and saw it all said, “What happened today was really wrong. They descended on Sonam sir like jackals. They even swore at him saying, ‘Utthh be saale, tera hunger strike ho gaya hai.’

After that, Protest leaders announced that their movement would continue, while authorities have maintained that the transfer was necessary because of concerns about Wangchuk’s health. As the matter continues to unfold, competing narratives have intensified public debate.

A democracy is measured not only by the elections it conducts but also by how it treats dissent. Peaceful protest is an essential democratic instrument, and whenever the exercise of state power raises questions of transparency or proportionality, those concerns deserve careful and independent scrutiny.

Issues relating to education, environmental sustainability and the future of young people transcend political divisions. Governments have a responsibility to protect public health and maintain order, but they also carry an equally important obligation to uphold constitutional freedoms, communicate transparently and build public trust.

The Holy Qur’an reminds us:

"And whose affairs are conducted by mutual consultation among themselves.”
(Qur’an 42:38)

Dialogue has always been stronger than distrust, and consultation has always been wiser than confrontation.

Alif News believes that every disagreement in a democratic society should be addressed through constitutional means, transparency and meaningful dialogue. The strength of democracy lies not in silencing dissent but in engaging with it respectfully, lawfully and with dignity. Only then can public confidence in democratic institutions continue to flourish.
