نصابِ تعلیم: اعتماد کی بنیاد شفافیت ہے

کسی بھی قوم کا نصابِ تعلیم صرف کتابوں کا مجموعہ نہیں ہوتا بلکہ وہ آنے والی نسلوں کے فکری، اخلاقی اور سماجی شعور کی تشکیل کا بنیادی ذریعہ ہوتا ہے۔ اسی لیے نصاب کی تیاری کا ہر مرحلہ عوامی اعتماد، علمی دیانت اور مکمل شفافیت کا متقاضی ہے۔ اگر اس عمل سے متعلق بنیادی معلومات ہی منظرِ عام پر نہ آئیں تو سوالات جنم لینا ایک فطری امر ہے۔

حالیہ اطلاعات کے مطابق این سی ای آر ٹی کے نصابی کتب کی تیاری سے وابستہ ایک پروگرام آفس گزشتہ تین برس سے سرگرمِ عمل ہے، جس میں بائیس مشیروں کی ایک ٹیم خدمات انجام دے رہی ہے۔ خبر کے مطابق اس ٹیم کی سربراہی ایک ایسے فرد کے پاس ہے جو ایک ایسی غیر سرکاری تنظیم سے وابستہ رہے ہیں جس کے روابط راشٹریہ سویم سیوک سنگھ (آر ایس ایس) سے جوڑے جاتے ہیں۔ مزید یہ کہ حقِ اطلاعات قانون کے تحت اس پروگرام آفس کی تشکیل، اس کے اختیارات، ارکان کے انتخاب اور دیگر تفصیلات طلب کیے جانے کے باوجود این سی ای آر ٹی نے مطلوبہ معلومات فراہم نہیں کیں، جبکہ ایک دوسرے سرکاری ادارے کی جانب سے انہی امور سے متعلق بعض تفصیلات مہیا کر دی گئیں۔

یہ معاملہ محض کسی ایک شخصیت یا ادارے کا نہیں بلکہ سرکاری اداروں کی جواب دہی اور عوامی اعتماد کا ہے۔ اگر نصاب سازی جیسے حساس اور قومی اہمیت کے حامل عمل میں شریک افراد، ان کی تقرری کے طریقۂ کار اور ان کے اختیارات کے بارے میں شفاف معلومات دستیاب نہ ہوں تو یہ صورتحال غیر ضروری شکوک و شبہات کو جنم دیتی ہے۔ ایسے خدشات کا خاتمہ صرف کھلے اور واضح طرزِ عمل سے ہی ممکن ہے۔

تعلیم کا مقصد کسی مخصوص نظریے کی ترویج نہیں بلکہ طلبہ میں تنقیدی فکر، سائنسی مزاج، تاریخی شعور اور آئینی اقدار کو فروغ دینا ہے۔ اس لیے نصاب سازی کے عمل کو ہر قسم کے سیاسی، نظریاتی یا تنظیمی اثرات سے بالاتر رکھنا اور اسے ماہرینِ تعلیم، سائنس دانوں، مورخین اور مختلف سماجی طبقات کی وسیع نمائندگی سے ہم آہنگ کرنا وقت کی اہم ضرورت ہے۔

الف نیوز کا ماننا ہے کہ سرکاری اداروں کی ساکھ معلومات چھپانے سے نہیں بلکہ معلومات فراہم کرنے سے مضبوط ہوتی ہے۔ اگر تمام تقرریاں اور فیصلے قانون کے مطابق ہوئے ہیں تو انہیں عوام کے سامنے رکھنے میں کوئی ہچکچاہٹ نہیں ہونی چاہیے۔ ایک جمہوری معاشرے میں شفافیت ہی اعتماد کو جنم دیتی ہے، اور اعتماد ہی تعلیم کو قوم سازی کا حقیقی ذریعہ بناتا ہے۔

Transparency Is the Foundation of Education

A nation’s school curriculum is far more than a collection of textbooks; it shapes the intellectual, moral, and civic character of future generations. For that reason, every stage of textbook development must be guided by transparency, academic integrity, and public accountability. When basic information about this process is withheld, legitimate questions are bound to arise.

Recent reports indicate that a 22-member Programme Office has been involved in the preparation of NCERT textbooks for the past three years. According to the report, the team is headed by an individual associated with an organisation linked to the RSS. It also states that when information regarding the Programme Office, its mandate, selection process, and members was sought under the Right to Information Act, NCERT declined to provide the requested details. However, another government agency reportedly supplied some of the same information, raising further concerns about transparency.

The central issue is not the identity of any individual or organisation alone; it is the accountability of public institutions. Curriculum development is a matter of national importance, and citizens have a legitimate expectation that those entrusted with shaping educational content are selected through transparent and credible procedures. Openness strengthens public confidence, while secrecy inevitably invites suspicion.

Education should nurture critical thinking, scientific temper, historical understanding, and constitutional values rather than becoming a vehicle for any particular ideological perspective. A robust curriculum must emerge from broad academic consultation, drawing upon educators, historians, scientists, and experts from diverse backgrounds.

If every appointment and decision has been made in accordance with established procedures, there should be no hesitation in placing the relevant facts before the public. In a democracy, transparency is not merely an administrative virtue—it is the cornerstone of public confidence and the safeguard of an independent education system.
