نئی دہلی: روزنامہ دی ٹیلی گراف کی ایک تحقیقاتی رپورٹ میں انکشاف کیا گیا ہے کہ نیشنل کونسل آف ایجوکیشنل ریسرچ اینڈ ٹریننگ (NCERT) نے گزشتہ تین برس سے اسکولی نصابی کتب کی تیاری کے لیے 22 مشیروں (Consultants) پر مشتمل ایک پروگرام آفس قائم کر رکھا ہے، مگر اس کی تشکیل، اختیارات، ارکان اور تقرری کے طریقۂ کار سے متعلق معلومات فراہم کرنے سے گریز کیا جا رہا ہے۔
رپورٹ کے مطابق اس پروگرام آفس کی سربراہی گجانن لونڈھے کر رہے ہیں، جو اس سے قبل سموت ریسرچ فاؤنڈیشن کے ایگزیکٹو ڈائریکٹر رہ چکے ہیں۔ اس تنظیم کو رپورٹ میں آر ایس ایس سے منسلک قرار دیا گیا ہے اور اس کی ویب سائٹ پر آر ایس ایس کے عہدیداروں کے ساتھ متعدد ملاقاتوں کی تصاویر بھی موجود ہیں۔ یہ ادارہ "انڈین نالج سسٹم (IKS)” کے فروغ سے وابستہ ہے، جسے مرکزی وزارتِ تعلیم کی منظوری حاصل ہے۔
دی ٹیلی گراف کے مطابق گزشتہ چند برسوں میں این سی ای آر ٹی کی نصابی کتب میں انڈین نالج سسٹم (IKS) کے عنوان سے متعدد موضوعات شامل کیے گئے ہیں۔ بعض ماہرین نے ان میں موجود تاریخی دعوؤں پر اعتراض کرتے ہوئے کہا ہے کہ گیارہویں جماعت کی ایک کتاب میں آیوروید کی قدامت کے بارے میں ایسے دعوے کیے گئے ہیں جنہیں تاریخی شواہد مکمل طور پر ثابت نہیں کرتے۔
رپورٹ میں کہا گیا ہے کہ پروگرام آفس کے ارکان این سی ای آر ٹی کے مصنفین کے ساتھ مل کر نصابی مواد تیار کرتے ہیں، مسودوں کا جائزہ لیتے ہیں اور ترامیم تجویز کرتے ہیں۔ ایک سرکاری ذریعے کے مطابق یہ افراد نصاب سازی میں کلیدی کردار ادا کرتے ہیں، لیکن ان کے اختیارات اور جواب دہی کے نظام کے بارے میں واضح معلومات دستیاب نہیں ہیں۔
دی ٹیلی گراف نے حقِ اطلاعات (RTI) قانون کے تحت پروگرام آفس کے قیام کے سرکاری حکم نامے، اس کے مینڈیٹ، ارکان کے نام، تقرری کے طریقۂ کار اور تنخواہوں کی تفصیلات طلب کیں، لیکن این سی ای آر ٹی کے محکمۂ نصاب نے ہر سوال کے جواب میں یہی کہا کہ مطلوبہ معلومات ان کے دفتر کے ریکارڈ میں موجود نہیں ہیں۔ پہلی اپیل کے بعد بھی یہی موقف برقرار رکھا گیا۔
بعد ازاں، وزارتِ تعلیم کے تحت کام کرنے والے سرکاری ادارے EdCIL (India) Ltd نے ایک علیحدہ آر ٹی آئی درخواست کے جواب میں بتایا کہ اسی نے این سی ای آر ٹی کے ساتھ مفاہمتی یادداشت کے تحت ان 22 مشیروں کو تکنیکی معاونت کے لیے مقرر کیا تھا۔ ادارے نے ان تمام ارکان کے نام، عہدے اور ماہانہ اعزازیے بھی فراہم کیے۔
EdCIL کے مطابق:
EdCIL نے یہ بھی بتایا کہ ان مشیروں کا انتخاب این سی ای آر ٹی کی سفارشات کی بنیاد پر کیا گیا تھا، جس سے یہ سوال پیدا ہوتا ہے کہ اگر این سی ای آر ٹی نے خود ان افراد کی سفارش کی تھی تو اس کے پاس ان کی معلومات موجود کیوں نہیں تھیں۔
رپورٹ کے اختتام پر بتایا گیا ہے کہ دی ٹیلی گراف نے این سی ای آر ٹی کے ڈائریکٹر دنیش پرساد سکلانی سے بھی اس معاملے پر وضاحت طلب کی، تاہم خبر شائع ہونے تک ان کی جانب سے کوئی جواب موصول نہیں ہوا تھا۔
New Delhi: An investigative report published by The Telegraph claims that the National Council of Educational Research and Training (NCERT) has been operating a Programme Office with 22 consultants for the development of school textbooks over the past three years, while refusing to disclose details about its composition, mandate, and selection process under the Right to Information (RTI) Act.
According to the report, the Programme Office is headed by Gajanan Londhe, former Executive Director of the Samvit Research Foundation, a Bengaluru-based organisation described in the report as being linked to the RSS. Samvit identifies itself as an "Indian Knowledge System (IKS)” resource centre approved by the Union Ministry of Education, and its website reportedly features photographs of meetings with RSS office-bearers.
The Telegraph notes that recent NCERT textbooks have increasingly incorporated content under the banner of the Indian Knowledge System (IKS). Some academic experts have questioned certain historical claims in these textbooks, including references to the antiquity of Ayurveda, arguing that some assertions are not fully supported by available historical evidence.
The report states that members of the Programme Office work closely with NCERT’s textbook authors by contributing content, reviewing draft textbooks, and suggesting revisions. According to an official source quoted by the newspaper, these consultants perform crucial functions in textbook preparation despite limited public information regarding their accountability.
Seeking greater transparency, The Telegraph filed an RTI application requesting the government order establishing the Programme Office, its mandate, the names of its members, the selection procedure, and details of their remuneration. NCERT’s Public Information Officer responded that the requested information was "not available” in the department’s records, and the same position was maintained during the first appeal.
However, a separate RTI application filed with EdCIL (India) Ltd, a public sector enterprise under the Ministry of Education, produced additional information. EdCIL confirmed that it had engaged the 22 consultants under a memorandum of understanding with NCERT to provide technical support for developing the National Curriculum Framework (NCF).
EdCIL also disclosed the consultants’ names, designations, and monthly remuneration:
Importantly, EdCIL stated that these consultants were appointed based on NCERT’s recommendations, raising questions about why NCERT claimed not to possess information regarding appointments it had itself recommended.
The report concludes by noting that The Telegraph sought a response from NCERT Director Dinesh Prasad Saklani regarding the denial of information under the RTI Act, but no response had been received at the time of publication.
