قومی سلامتی پر کسی مہذب معاشرے میں اختلاف نہیں ہو سکتا۔ سرحدیں محفوظ ہوں، دہشت گردی، دراندازی اور اسمگلنگ کا خاتمہ ہو، یہ ہر ہندوستانی کی خواہش ہے۔ لیکن قومی سلامتی کا تصور اسی وقت مضبوط ہوتا ہے جب اس کی بنیاد انصاف، مساوات اور آئین پر استوار ہو، نہ کہ ایسے اقدامات پر جن سے کسی ایک مذہبی طبقے کو نشانہ بنائے جانے کا تاثر پیدا ہو۔

راجستھان ہائی کورٹ نے ہند۔پاک سرحد کے قریب بعض مساجد، مدارس اور درگاہوں سے متعلق کارروائیوں کو قومی سلامتی کے تناظر میں برقرار رکھا ہے۔ عدالت کا فیصلہ اپنی جگہ قابل احترام ہے، لیکن جمہوریت میں سوال پوچھنا بھی آئینی حق ہے۔ اگر سرحدی علاقے میں غیر مجاز تعمیرات واقعی سلامتی کے لیے خطرہ ہیں تو کیا کارروائی ہر غیر مجاز تعمیر کے خلاف یکساں ہو رہی ہے؟ اگر وہاں مندر، دیگر مذہبی مقامات، تعلیمی ادارے، آر ایس ایس سے وابستہ اسکول، سرکاری عمارتیں یا بستیاں موجود ہیں تو کیا ان سب کا بھی اسی معیار پر جائزہ لیا جا رہا ہے؟ اگر جواب ہاں میں ہے تو حکومت کو شفاف اعداد و شمار عوام کے سامنے رکھنے چاہئیں تاکہ ہر قسم کا شبہ ختم ہو۔

ایک اور بنیادی سوال یہ بھی ہے کہ اگر چند عمارتیں ہی قومی سلامتی کے لیے خطرہ بن سکتی ہیں تو پھر ہماری جدید انٹیلی جنس، نگرانی کا نظام، بارڈر سکیورٹی فورس، پولیس، فوج اور دیگر حفاظتی اداروں کی مسلسل موجودگی کا مقصد کیا ہے؟ ایک مضبوط ریاست کی پہچان صرف انہدام نہیں بلکہ بروقت معلومات، مؤثر نگرانی اور درست کارروائی ہوتی ہے۔

قومی سلامتی اور آئینی مساوات ایک دوسرے کی مخالف نہیں بلکہ ایک دوسرے کی تکمیل ہیں۔ جب قانون سب پر یکساں نافذ ہوگا، شفافیت برقرار رہے گی اور ہر شہری کو مساوی انصاف ملے گا، تبھی ریاست بھی مضبوط ہوگی اور قوم کا اعتماد بھی۔

قومی سلامتی کا سب سے بڑا محافظ صرف ہتھیار نہیں بلکہ انصاف ہے، کیونکہ انصاف ہی وہ قوت ہے جو ہر شہری کو ریاست کے ساتھ کھڑا رکھتی ہے۔

National Security Must Stand on the Foundation of Equal Justice

No responsible citizen disputes the importance of national security. Protecting India’s borders from infiltration, smuggling, and terrorism is an unquestionable duty of the State. Yet, national security derives its greatest strength from constitutional fairness, transparency, and equal treatment before the law.

The Rajasthan High Court has upheld action concerning certain mosques, madrasas, and shrines located near the Indo–Pakistan border. While judicial decisions deserve respect, democratic societies also recognize the legitimacy of asking difficult questions. If unauthorized structures are considered a security concern, is the same legal standard being applied to every unauthorized structure in the border belt? If temples, other religious institutions, educational establishments, organizations affiliated with the RSS, government buildings, or civilian settlements exist in the same region, are they being examined with equal scrutiny? Publishing transparent data would strengthen public confidence and dispel any perception of selective enforcement.

Another important question deserves attention. If a handful of buildings alone can threaten national security, what does that imply about the effectiveness of modern intelligence gathering, border surveillance, the BSF, the police, the armed forces, and other security agencies? A strong nation is defined not merely by demolition but by timely intelligence, effective monitoring, and impartial enforcement of the law.

National security and constitutional equality are not competing values; they reinforce one another. When every citizen is treated equally and every institution is held to the same legal standard, both the State and public trust become stronger.

In the end, the strongest shield of national security is not force alone—it is justice applied equally to all.
