اتر پردیش میں ایک مسلم سیاسی رہنما کی جانب سے اپنے خون سے وزیر اعظم کو خط لکھ کر گائے کو "راشٹر ماتا” قرار دینے کا مطالبہ بظاہر ایک غیر معمولی واقعہ ہے، لیکن اس کے سیاسی اور سماجی مضمرات بہت گہرے ہیں۔ یہ مطالبہ ایسے وقت سامنے آیا ہے جب گائے کا مسئلہ برسوں سے مذہبی جذبات، انتخابی سیاست اور سماجی کشیدگی کا محور بنا ہوا ہے۔

یہ سوال اپنی جگہ اہم ہے کہ اگر حکومت واقعی گائے کو "راشٹر ماتا” کا درجہ دے دے تو کیا اس سے یہ تنازعہ ہمیشہ کے لیے ختم ہو جائے گا؟

اصولی طور پر اس کا جواب "ہاں” بھی ہو سکتا ہے، مگر صرف ایک شرط پر: اگر حکومت اس اعلان کے تمام منطقی اور اخلاقی تقاضے پورے کرنے کے لیے تیار ہو۔

اگر گائے واقعی "راشٹر ماتا” ہے تو پھر اس کے ساتھ معاشی شے جیسا برتاؤ کیوں؟ بھارت دنیا کے بڑے بیف برآمد کنندگان میں شمار ہوتا رہا ہے، اگرچہ اس برآمدات کا بڑا حصہ بھینس کے گوشت پر مشتمل ہوتا ہے، لیکن گائے سے متعلق تجارتی سرگرمیوں، چمڑے کی صنعت، مویشیوں کی خرید و فروخت اور دیگر کاروبار بھی ایک بڑی معاشی زنجیر کا حصہ ہیں۔ اس صورت میں حکومت کو سب سے پہلے یہ فیصلہ کرنا ہوگا کہ کیا وہ گائے سے وابستہ تمام تجارتی مفادات، خصوصاً گوشت کی برآمدات اور اس صنعت سے وابستہ معاشی مفادات پر نظرِ ثانی کرنے کے لیے تیار ہے؟

یہیں اصل امتحان شروع ہوتا ہے۔

اگر "راشٹر ماتا” کا تصور صرف جذباتی یا انتخابی نعرہ بن کر رہ جائے، جبکہ دوسری طرف معاشی مفادات اپنی جگہ برقرار رہیں، تو یہ اعلان تنازعہ ختم کرنے کے بجائے نئے سوالات کو جنم دے گا۔ لوگ پوچھیں گے کہ جسے قومی ماں کہا جا رہا ہے، کیا اس کے نام پر تجارت اخلاقی طور پر درست ہے؟

دوسری طرف اگر حکومت واقعی اس اعلان کے تمام عملی تقاضے پورے کرتی ہے تو اسے اربوں روپے کی صنعت، لاکھوں افراد کے روزگار اور برآمدی مفادات پر بھی اثرات قبول کرنے ہوں گے۔ یہ ایک آسان فیصلہ نہیں ہوگا۔

بھارت جیسے کثیر مذہبی اور کثیر الثقافتی ملک میں پائیدار حل نعروں سے نہیں بلکہ یکساں اصولوں، آئینی مساوات اور عملی دیانت سے نکلتے ہیں۔ اگر گائے کے احترام کو قومی پالیسی کا حصہ بنایا جائے تو اس کے اطلاق میں بھی مکمل سنجیدگی، شفافیت اور یکسانیت ضروری ہوگی، ورنہ یہ معاملہ سیاسی فائدے کے لیے استعمال ہوتا رہے گا اور معاشرے میں اعتماد کی فضا قائم نہیں ہو سکے گی۔

اصل سوال گائے کا نہیں، پالیسی کی سچائی کا ہے۔ اگر ریاست اپنے اعلان کے تمام نتائج قبول کرنے کو تیار ہے تو شاید ایک دیرینہ تنازعہ واقعی ختم ہونے کی طرف بڑھ سکے۔ لیکن اگر علامت اور عمل میں فرق برقرار رہا تو یہ بحث آنے والے برسوں تک اسی شدت سے جاری رہے گی۔

Would Declaring the Cow as "Rashtra Mata” End the Controversy?

The recent gesture by a Muslim leader of the Samajwadi Party in Uttar Pradesh, who reportedly wrote to Prime Minister Narendra Modi in his own blood urging that the cow be declared "Rashtra Mata” (Mother of the Nation), is more than an unusual political act. It has reopened a debate that has shaped Indian politics and society for decades.

The central question is simple: If the government were to grant the cow the status of "Rashtra Mata,” would this finally put an end to the long-standing controversy surrounding it?

In principle, the answer could be yes—but only if the government is prepared to uphold the full moral, legal, and practical implications of such a declaration.

If the cow is to be regarded as the "Mother of the Nation,” then it cannot continue to be treated merely as an economic commodity. India has long been among the world’s major exporters of bovine meat, although a substantial portion of those exports consists of buffalo meat rather than cow meat. At the same time, industries linked to cattle—including leather, livestock trade, and related businesses—remain an important part of the country’s economy. Any decision to elevate the cow to a national symbol would inevitably raise difficult questions about these commercial interests.

This is where the real test begins.

If the title of "Rashtra Mata” is intended as a genuine national commitment rather than a symbolic political slogan, then the government would have to reconsider policies related to cattle-based commerce, including exports and other economic activities associated with cows. Otherwise, the declaration would invite a fundamental question: Can an animal officially revered as the Mother of the Nation simultaneously remain part of commercial trade?

Such a decision would not be easy. It would affect industries worth billions of rupees, the livelihoods of countless workers, and India’s trade interests. These are significant economic realities that no government can ignore.

In a diverse and pluralistic democracy like India, lasting solutions are achieved not through slogans but through consistency, constitutional values, and policy integrity. If the cow is to be accorded a unique national status, the principles governing that status must be applied transparently and consistently. Otherwise, the issue will continue to be shaped more by political expediency than by genuine national consensus.

Ultimately, the debate is not only about the cow—it is about the credibility of public policy. If the State is willing to bear the full consequences of such a declaration, it may indeed help resolve a decades-old dispute. If not, the controversy is unlikely to disappear, regardless of the symbolism employed.
