کولکاتا کی ریڈ روڈ پر دوہرا معیار؟

مغربی بنگال کے دارالحکومت کولکاتا میں ریڈ روڈ کی بندش سے متعلق ایک انتظامی فیصلے نے برابری، انصاف اور یکساں معیار کے حوالے سے نئی بحث چھیڑ دی ہے۔

گزشتہ تقریباً پچھتر برسوں سے کولکاتا میں عیدالفطر اور عیدالاضحیٰ کے موقع پر سال میں صرف دو مرتبہ چند گھنٹوں کے لیے ریڈ روڈ کو بند کرکے اجتماعی نمازِ عید کا اہتمام کیا جاتا رہا ہے۔ نماز کے اختتام کے فوراً بعد سڑک عام ٹریفک کے لیے کھول دی جاتی تھی اور شہری زندگی معمول کے مطابق جاری رہتی تھی۔

رواں سال عیدالاضحیٰ سے قبل ریاستی انتظامیہ نے ریڈ روڈ پر نماز کی اجازت دینے سے انکار کرتے ہوئے مؤقف اختیار کیا کہ یہ شہر کی ایک اہم شاہراہ ہے اور اسے بند کرنے سے ٹریفک کا نظام متاثر ہوگا اور عام شہریوں کو دشواری پیش آئے گی۔ اس فیصلے کے بعد مسلمانوں نے انتظامیہ کے فیصلے کو قبول کرتے ہوئے بریگیڈ پریڈ گراؤنڈ میں عیدالاضحیٰ کی نماز ادا کی۔

تاہم اس فیصلے کے چند ہی روز بعد حکومت کی جانب سے اعلان کیا گیا کہ بین الاقوامی یومِ یوگا کی مرکزی تقریب اور اس کی تیاریوں کے پیشِ نظر ریڈ روڈ کو 14 جون 2026 کی رات 10 بجے سے 21 جون 2026 تک، یعنی تقریب کے اختتام تک، مکمل طور پر بند رکھا جائے گا۔ اس دوران نہ صرف عام ٹریفک بلکہ پیدل چلنے والوں کی آمد و رفت پر بھی پابندی عائد رہی اور ٹریفک کو متبادل راستوں پر منتقل کیا گیا۔

اس صورتحال کے بعد مختلف سماجی حلقوں، شہری تنظیموں اور سوشل میڈیا پر یہ سوال اٹھایا جا رہا ہے کہ اگر سال میں صرف دو مرتبہ چند گھنٹوں کے لیے عید کی نماز کی خاطر سڑک بند کرنا عوامی مفاد کے خلاف سمجھا گیا تھا تو پھر ایک سرکاری تقریب کے لیے مسلسل ایک ہفتے تک اسی شاہراہ کی بندش کو کس بنیاد پر مناسب قرار دیا گیا؟

ناقدین کا کہنا ہے کہ اصل مسئلہ کسی ایک تقریب یا مذہبی اجتماع کا نہیں بلکہ انتظامی فیصلوں میں یکسانیت کا ہے۔ ان کے مطابق اگر ٹریفک اور عوامی سہولت کو بنیاد بنایا گیا تھا تو یہی اصول ہر موقع پر یکساں طور پر لاگو ہونا چاہیے۔

کئی مسلم شہریوں نے اس معاملے پر افسوس کا اظہار کرتے ہوئے کہا ہے کہ ایسے فیصلے عوام کے ذہنوں میں دوہرے معیار کا تاثر پیدا کرتے ہیں۔ ان کا کہنا ہے کہ آئین، قانون اور انصاف کی اصل روح یہی ہے کہ تمام شہریوں اور تمام طبقات کے ساتھ یکساں برتاؤ کیا جائے۔

An administrative decision regarding the use of Kolkata’s Red Road has sparked a debate on equality, fairness, and consistency in public policy.

For nearly seventy-five years, Red Road had traditionally been used twice a year for Eid-ul-Fitr and Eid-ul-Adha congregational prayers. The road would remain closed only for a few hours and would be reopened immediately after the prayers, allowing normal traffic to resume.

Ahead of Eid-ul-Adha this year, the state administration declined permission for prayers on Red Road, arguing that it is a major arterial route and that its closure would disrupt traffic and inconvenience the public. Following the decision, members of the Muslim community accepted the arrangement and offered Eid prayers at Brigade Parade Ground instead.

However, only days later, the government announced that Red Road would remain completely closed from 10 p.m. on June 14, 2026, until the conclusion of the International Yoga Day celebrations on June 21, 2026. During this period, both vehicular and pedestrian movement on the stretch was restricted, while traffic was diverted to alternative routes.

The development has prompted questions from several sections of society. Critics ask whether the standards applied by the administration were consistent. If closing the road for a few hours twice a year for Eid prayers was considered an inconvenience to the public, they argue, how can a week-long closure for another event be justified under the same reasoning?

Observers maintain that the issue is not about one particular event or community but about the uniform application of administrative principles. If public convenience and traffic management were the deciding factors, they say, those principles should be applied equally in all cases.

Many citizens have expressed concern that differing standards for similar situations can create a perception of unequal treatment. They argue that constitutional values, rule of law, and genuine secularism require equal consideration for all communities.

The credibility of democratic governance depends not only on the enforcement of laws but also on their consistent application. When different standards appear to be used in comparable situations, questions naturally arise. Such concerns can only be addressed through transparency, clarity, and equal treatment. Justice must not only be done; it must also be seen to be done.
