ملک میں مختلف قومی اور ریاستی امتحانات میں بار بار سامنے آنے والے پیپر لیک کے واقعات کے درمیان مرکزی وزیرِ تعلیم Dharmendra Pradhan کے استعفے کا مطالبہ ایک مرتبہ پھر زور پکڑ گیا ہے۔ تاہم اتر پردیش کے وزیرِ تعلیم Yogendra Upadhyay نے دھرمیندر پردھان کا دفاع کرتے ہوئے کہا ہے کہ پیپر لیک کے لیے براہِ راست وزیر کو ذمہ دار قرار دینا درست نہیں۔

صحافیوں سے گفتگو میں انہوں نے کہا کہ "وزیر جی کا استعفیٰ کیوں ہو؟ پیپر لیک کے لیے وزیر جی ذمہ دار نہیں ہیں۔” انہوں نے ایک عوامی محاورہ استعمال کرتے ہوئے کہا کہ "یہ نہیں چلے گا کہ داڑھی والا قتل کرے اور مونچھ والا پکڑا جائے۔”

اس بیان کے بعد سیاسی حلقوں میں نئی بحث شروع ہو گئی ہے۔ اپوزیشن جماعتوں کا مؤقف ہے کہ اگرچہ پیپر لیک میں براہِ راست ملوث افراد الگ ہوتے ہیں، لیکن امتحانی نظام کی نگرانی اور جوابدہی بالآخر حکومت اور متعلقہ وزارت کی ذمہ داری ہے۔

تجزیہ: کیا مرکزی وزیرِ تعلیم ذمہ دار ہیں؟

اس سوال کا جواب دو مختلف زاویوں سے دیکھا جا سکتا ہے:

قانونی ذمہ داری:
پیپر لیک عام طور پر امتحانی اداروں، پرنٹنگ ایجنسیوں، تکنیکی عملے یا مجرمانہ گروہوں کی غفلت یا بدعنوانی کا نتیجہ ہوتا ہے۔ اس لیے قانونی طور پر وزیرِ تعلیم کو براہِ راست مجرم قرار نہیں دیا جا سکتا جب تک ان کے خلاف کسی قسم کی شمولیت یا لاپرواہی کا ثبوت موجود نہ ہو۔

سیاسی اور انتظامی ذمہ داری:
جمہوری نظام میں وزارت کا سربراہ اپنے محکمے کی مجموعی کارکردگی کے لیے جوابدہ سمجھا جاتا ہے۔ اگر ایک ہی وزارت کے تحت بار بار امتحانی نظام ناکام ہو، لاکھوں طلبہ متاثر ہوں اور پیپر لیک مسلسل ہوتے رہیں، تو سیاسی طور پر وزیر سے جواب طلبی اور بعض اوقات استعفے کا مطالبہ ایک فطری عمل سمجھا جاتا ہے۔

لہٰذا یہ کہنا درست ہوگا کہ:

• پیپر لیک کے مجرم وزیرِ تعلیم نہیں ہوتے؛
• لیکن امتحانی نظام کی ناکامی پر سیاسی اور اخلاقی جوابدہی وزارتِ تعلیم سے ضرور وابستہ ہوتی ہے۔
• انسانی زاویہ:
  پیپر لیک صرف ایک انتظامی خرابی نہیں بلکہ لاکھوں نوجوانوں کے خوابوں، محنت اور مستقبل پر ضرب ہے۔ جب امتحان کی ساکھ مجروح ہوتی ہے تو سب سے زیادہ نقصان ان طلبہ کو پہنچتا ہے جو دیانت داری سے اپنی کامیابی کے لیے جدوجہد کرتے ہیں۔ جمہوری نظام میں اصل سوال صرف "قصوروار کون ہے؟” نہیں بلکہ "جوابدہ کون ہے؟” بھی ہوتا ہے۔

Demand for Education Minister’s Resignation Revives Amid Paper Leak Row; UP Minister Comes to His Defence

The demand for the resignation of Union Education Minister Dharmendra Pradhan has resurfaced amid recurring paper leak controversies in several national and state-level examinations. Defending the minister, Uttar Pradesh Education Minister Yogendra Upadhyay stated that it would be unfair to hold the minister personally responsible for paper leaks.

Responding to reporters, he said, “Why should the minister resign? He is not responsible for the paper leak.” He further used a popular expression to argue that the real culprits, not uninvolved individuals, should be held accountable.

The statement has reignited a political debate. Opposition parties argue that while the actual leak may be carried out by officials, agencies, or criminal networks, accountability for the integrity of the examination system ultimately rests with the government and the ministry overseeing it.

Analysis: Is the Union Education Minister Responsible?

Paper leaks are generally caused by failures or misconduct within examination agencies, printing units, technical teams, or criminal syndicates. Legally, a minister cannot be held directly culpable unless there is evidence of involvement, negligence, or misconduct on his part.

In a parliamentary democracy, the head of a ministry is expected to take responsibility for the overall performance of the department. If repeated paper leaks occur under the same administrative framework, affecting millions of students, public scrutiny and demands for accountability naturally extend to the minister in charge.

Therefore, a balanced conclusion would be:

• The Education Minister may not be the direct perpetrator of a paper leak;
• However, the ministry remains politically and administratively accountable for repeated systemic failures in the examination process.
