اتر پردیش کی سیاست ایک بار پھر ذات پات کے پیچیدہ حساب کتاب کے گرد گھومتی دکھائی دے رہی ہے۔ ریاستی اسمبلی انتخابات 2027 کے قریب آتے ہی وزیرِ اعلیٰ یوگی آدتیہ ناتھ نے اپنی کابینہ میں توسیع کرتے ہوئے پسماندہ طبقات (OBC) اور دلت برادریوں کو نسبتاً زیادہ نمائندگی دی ہے، جسے سیاسی مبصرین بھارتیہ جنتا پارٹی کی انتخابی حکمتِ عملی میں ایک اہم تبدیلی قرار دے رہے ہیں۔

تازہ کابینہ توسیع کے بعد 60 رکنی وزارتی کونسل میں او بی سی اور دلت وزراء کی تعداد میں اضافہ ہوا ہے، جبکہ اعلیٰ ذاتوں کے نمائندوں کی تعداد پہلے کے مقابلے میں کم ہوئی ہے۔ اس کے باوجود برہمن اور ٹھاکر برادریاں اب بھی اپنی آبادی کے تناسب سے کہیں زیادہ سیاسی نمائندگی رکھتی ہیں۔

سیاسی تجزیہ کاروں کے مطابق یہ تبدیلی صرف سماجی توازن قائم کرنے کی کوشش نہیں بلکہ 2024 کے لوک سبھا انتخابات میں بی جے پی کو پیش آنے والے سیاسی دھچکوں کا ردِعمل بھی ہے۔ سماجوادی پارٹی کے سربراہ اکھلیش یادو نے "پی ڈی اے” (پچھڑا، دلت، اقلیت) کے نعرے کے تحت ایک وسیع سماجی اتحاد قائم کرنے کی کوشش کی ہے جس نے ریاست کی سیاسی بساط کو نئی شکل دی ہے۔

یوگی حکومت کی حالیہ کابینہ میں شامل چھ نئے وزراء میں سے پانچ کا تعلق او بی سی یا دلت برادریوں سے ہے۔ اس اقدام کو بی جے پی کی جانب سے ان طبقات کو یہ پیغام دینے کی کوشش سمجھا جا رہا ہے کہ اقتدار میں ان کی شراکت بڑھائی جا رہی ہے۔

تاہم ناقدین کا کہنا ہے کہ مسلمانوں کی نمائندگی اب بھی نہ ہونے کے برابر ہے۔ ریاست کی تقریباً بیس فیصد مسلم آبادی کے باوجود پوری کابینہ میں صرف ایک مسلم وزیر موجود ہے، جبکہ یادیو برادری، جو او بی سی آبادی کا ایک بڑا حصہ ہے، بھی محدود نمائندگی رکھتی ہے۔

سیاسی حلقوں میں یہ تاثر مضبوط ہو رہا ہے کہ 2027 کا انتخاب صرف ترقیاتی نعروں یا مذہبی سیاست کا امتحان نہیں ہوگا بلکہ سماجی نمائندگی، سیاسی شراکت اور ذات پات کے توازن کا بھی فیصلہ کن معرکہ ثابت ہوسکتا ہے۔ بی جے پی کی حالیہ کابینہ توسیع اس حقیقت کی غمازی کرتی ہے کہ ریاست کی سیاست میں دلت اور پسماندہ طبقات کی حمایت اب پہلے سے کہیں زیادہ اہم ہو چکی ہے۔

پیغامِ وقت:
جمہوریت میں صرف ووٹ کی طاقت کافی نہیں ہوتی، نمائندگی کا احساس بھی اتنا ہی اہم ہوتا ہے۔ جب مختلف طبقات خود کو اقتدار کے ایوانوں میں دیکھتے ہیں تو سیاسی نظام پر ان کا اعتماد مضبوط ہوتا ہے۔ اتر پردیش کی بدلتی سیاسی بساط اسی حقیقت کی ایک نئی تعبیر پیش کر رہی ہے۔

As the 2027 Uttar Pradesh Assembly elections draw closer, the ruling Bharatiya Janata Party (BJP) appears to be recalibrating its social and political strategy. Chief Minister Yogi Adityanath’s recent cabinet expansion has increased the representation of Other Backward Classes (OBCs) and Dalits, reflecting the growing importance of caste dynamics in India’s most populous state.

The expanded 60-member council of ministers now includes a larger share of OBC and Dalit leaders than during Adityanath’s first term. While upper-caste representation has slightly declined, Brahmins and Thakurs continue to enjoy influence and ministerial presence far exceeding their demographic share.

Political observers view this shift as more than an exercise in social balancing. It is widely seen as a response to the BJP’s setbacks in the 2024 parliamentary elections and the resurgence of the opposition, particularly the Samajwadi Party under Akhilesh Yadav.

Yadav’s “PDA” formula—uniting Backward Classes, Dalits and Minorities—has revived debates around social justice and proportional representation. In response, the BJP has sought to broaden its outreach among non-Yadav OBCs and non-Jatav Dalits, communities that have become increasingly crucial to electoral success.

Of the six ministers recently inducted into the Uttar Pradesh cabinet, five belong to OBC or Dalit communities. The move is being interpreted as an acknowledgment of the growing bargaining power and electoral significance of these groups.

Yet critics argue that significant imbalances remain. Muslims, who constitute nearly one-fifth of Uttar Pradesh’s population, continue to have minimal representation in the government. Similarly, the politically influential Yadav community remains underrepresented despite its demographic strength.

With less than a year left before the state goes to the polls, the cabinet reshuffle signals that the battle for Lucknow will not be fought solely on governance or ideology. Questions of representation, social justice, and caste arithmetic are once again emerging as decisive factors in the contest for power.
