پابندیوں کی زد میں ہندو ڈیری کسان, ہزاروں خاندان بے روزگاری کا شکار ہوسکتے ہیں

مغربی بنگال میں عید الاضحیٰ سے قبل جاری کیے گئے نئے سرکاری نوٹیفکیشن نے ریاست کے دیہی علاقوں میں بے چینی، سیاسی بحث اور مذہبی حساسیت کو ایک بار پھر بھڑکا دیا ہے۔ ریاستی حکومت نے گائے کے ذبیحہ، مویشیوں کی نقل و حمل، اور قربانی کے مراکز پر نگرانی سخت کرنے کے احکامات جاری کیے ہیں، جس کے بعد نہ صرف مسلم تنظیموں بلکہ ہندو ڈیری فارمرز نے بھی شدید تشویش ظاہر کی ہے۔

رپورٹس کے مطابق نوٹیفکیشن میں واضح کیا گیا ہے کہ بغیر مجاز سرٹیفکیٹ، ویٹرنری منظوری اور قانونی دستاویزات کے کسی بھی مویشی کی خرید و فروخت یا ذبیحہ کی اجازت نہیں ہوگی۔ سرحدی اضلاع اور دیہی منڈیوں میں پولیس اور انتظامیہ کی نگرانی بڑھا دی گئی ہے، جبکہ مویشیوں کی نقل و حرکت پر خصوصی نظر رکھنے کے احکامات بھی جاری کیے گئے ہیں۔

حیرت انگیز طور پر اس فیصلے کے خلاف آواز صرف مسلمانوں کی جانب سے نہیں اٹھی بلکہ متعدد ہندو کسان اور ڈیری مالکان بھی میدان میں آگئے ہیں۔ ان کا کہنا ہے کہ بوڑھی، بیمار یا دودھ نہ دینے والی گایوں کی فروخت ان کی معیشت کا ایک اہم ذریعہ ہے، اور عید کے موقع پر یہی تجارت انہیں سال بھر کے خسارے سے بچاتی ہے۔ کسانوں کے مطابق اگر سخت پابندیاں نافذ رہیں تو ہزاروں خاندان معاشی بحران کا شکار ہوسکتے ہیں۔

کئی مقامی تاجروں نے دعویٰ کیا کہ خوف اور انتظامی دباؤ کی وجہ سے مویشی منڈیوں میں کاروبار پہلے ہی کم ہوگیا ہے۔ بعض علاقوں میں بیوپاریوں نے یہ بھی الزام لگایا کہ پولیس پوچھ گچھ اور کاغذی کارروائی کے نام پر غیر ضروری ہراسانی کی جا رہی ہے۔

سیاسی حلقوں میں اس معاملے کو آئندہ انتخابی سیاست سے بھی جوڑا جا رہا ہے۔ ناقدین کا کہنا ہے کہ بنگال، جہاں برسوں سے مذہبی ہم آہنگی اور تہذیبی تنوع کی روایت رہی ہے، اب ملک کی دوسری ریاستوں کی طرح گائے سیاست کے دباؤ میں آتا دکھائی دے رہا ہے۔

انسانی حقوق کے کارکنوں نے خبردار کیا ہے کہ اگر معاشی مسائل کو مذہبی عینک سے دیکھا گیا تو اس کے اثرات صرف قربانی یا تجارت تک محدود نہیں رہیں گے بلکہ سماجی اعتماد اور فرقہ وارانہ ہم آہنگی بھی متاثر ہوسکتی ہے۔ ان کا کہنا ہے کہ قانون کی عملداری ضروری ہے، مگر ایسا ماحول پیدا کرنا بھی equally ضروری ہے جس میں کسی برادری یا طبقے کو یہ محسوس نہ ہو کہ اس کی روزی روٹی یا مذہبی روایت مشکوک بنا دی گئی ہے۔

سیاسی مبصرین کے مطابق بنگال کی حکومت ایک مشکل توازن میں پھنس گئی ہے۔ ایک طرف مذہبی جذبات اور قومی سطح پر بڑھتی گائے سیاست کا دباؤ، تو دوسری طرف دیہی معیشت اور کسانوں کی ناراضی۔ یہی وجہ ہے کہ اب یہ معاملہ صرف قربانی یا مذہبی آزادی تک محدود نہیں رہا بلکہ حکومت کی معاشی پالیسی اور سیاسی حکمت عملی پر بھی سوالات اٹھنے لگے ہیں۔

A fresh government notification issued ahead of Eid al-Adha has triggered political tension and social anxiety across West Bengal, as stricter restrictions on cow slaughter, cattle transportation, and livestock trade begin to affect both Muslim communities and Hindu dairy farmers alike.

The state administration says the measures are intended to enforce existing laws and prevent illegal slaughter practices. However, the notification reportedly mandates tighter veterinary certification, transport documentation, and official permissions for cattle trade and slaughter activities, especially during the Eid season.

Police monitoring has reportedly intensified in border districts and rural livestock markets, with local authorities instructed to closely track cattle movement. Traders and transporters claim that the increased scrutiny has already reduced business activity in several cattle markets.

What has made the controversy politically sensitive is the growing backlash from Hindu dairy farmers, many of whom argue that selling old, sick, or non-milking cows during Eid season forms a crucial part of their rural economy. Farmers warn that excessive restrictions could push thousands of small families into financial distress.

Several livestock traders have alleged that fear, paperwork inspections, and administrative pressure are discouraging buyers and sellers from participating openly in cattle markets. Some even claim that routine police questioning has created an atmosphere of intimidation.

Political observers believe the issue reflects a broader shift in Bengal’s social climate. A state long associated with pluralism and cultural coexistence now appears increasingly drawn into the larger national politics surrounding cow protection and religious identity. Analysts suggest the government is attempting to balance minority sensitivities with mounting pressure from majoritarian narratives.

Rights activists have warned that turning economic and livelihood issues into communal flashpoints could damage social trust and deepen polarization. They argue that while regulation and law enforcement are necessary, governments must also ensure that no community feels economically targeted or culturally criminalized in the process.

Observers believe the controversy has moved beyond religious symbolism and entered the realm of economic anxiety and political risk. The government now appears caught between rising national pressure around “cow politics” and the growing frustration of rural communities whose livelihoods depend on the cattle trade.
