دنیا کی سیاست میں بعض جنگیں سرحدوں پر لڑی جاتی ہیں، اور بعض ذہنوں کے اندر۔
ہندوستان میں اقلیتوں کے خلاف بڑھتی ہوئی نفرت، تشدد اور سیاسی کشیدگی کے درمیان اب ایک نئی مہم نے جنم لیا ہے — “شبیہ کی سفارت کاری”۔
راشٹریہ سویم سیوک سنگھ (آر ایس ایس)، جسے بھارت میں ہندوتوا نظریے کا سب سے طاقتور فکری مرکز سمجھا جاتا ہے، اب امریکہ، برطانیہ اور یورپ میں اپنے تصورِ قومیت کا دفاع کرنے نکل پڑی ہے۔
تنظیم کے رہنماؤں کا کہنا ہے کہ مغربی دنیا میں آر ایس ایس کے بارے میں “غلط فہمیاں” پھیلائی گئی ہیں، جنہیں دور کرنا ضروری ہے۔
مگر ناقدین کے مطابق یہ محض وضاحت نہیں بلکہ “ڈیمیج کنٹرول” کی ایک عالمی مہم ہے۔
حالیہ برسوں میں ہندوستان میں مسلمانوں اور عیسائیوں کے خلاف نفرت انگیز تقاریر، ہجوم کے تشدد، عبادت گاہوں پر حملوں اور امتیازی پالیسیوں میں اضافے کی متعدد رپورٹیں سامنے آئی ہیں۔
بین الاقوامی انسانی حقوق تنظیموں اور امریکی اداروں نے بھی ان خدشات کا اظہار کیا ہے کہ مذہبی اقلیتیں بڑھتے ہوئے دباؤ اور عدم تحفظ کا سامنا کر رہی ہیں۔
ایسے وقت میں آر ایس ایس کے اعلیٰ رہنما دتاتریہ ہوسبالے نے مغربی ممالک کے دورے شروع کیے ہیں، جہاں وہ تھنک ٹینکس، جامعات، سیاست دانوں اور تارکینِ وطن بھارتی برادری سے ملاقاتیں کر رہے ہیں۔
ان ملاقاتوں کا مقصد بظاہر یہ باور کرانا ہے کہ آر ایس ایس کوئی عسکری یا نفرت پر مبنی تنظیم نہیں بلکہ ایک “ثقافتی و تہذیبی تحریک” ہے۔
مگر سوال یہ ہے کہ اگر زمینی حقیقتیں خود بول رہی ہوں تو کیا بیانیے بدل دینے سے تاریخ بدل جاتی ہے؟
تجزیہ نگاروں کا کہنا ہے کہ آر ایس ایس کو سب سے بڑا خوف ممکنہ بین الاقوامی پابندیوں اور عالمی تنہائی کا ہے۔
امریکی کمیشن برائے بین الاقوامی مذہبی آزادی (USCIRF) کی حالیہ رپورٹ نے آر ایس ایس پر اقلیتوں کے خلاف دہائیوں سے جاری تشدد اور عدم برداشت میں ملوث ہونے کے الزامات عائد کیے تھے۔
مبصرین کے مطابق بیرونِ ملک مقیم خوشحال بھارتی حلقے اس نظریاتی نیٹ ورک کی مالی اور فکری طاقت کا اہم حصہ ہیں، اور یہی وجہ ہے کہ مغربی دنیا میں “نرم شبیہ” پیش کرنا اب تنظیم کی ترجیح بنتی جا رہی ہے۔
یہ بحث صرف ایک تنظیم کی نہیں، بلکہ اُس سوال کی ہے جو آج کی دنیا بار بار پوچھ رہی ہے:
کیا قومیت انسانوں کو جوڑنے کے لیے ہوتی ہے یا اُنہیں شناخت کی بنیاد پر تقسیم کرنے کے لیے؟
Some battles are fought on borders.
Others are fought in the realm of perception, narrative, and identity.
At a time when concerns over minority rights in India are drawing increasing international attention, the Rashtriya Swayamsevak Sangh (RSS) — widely regarded as the ideological core of Hindu nationalism — has launched a new outreach campaign aimed at reshaping its image in the West.
RSS leaders have begun engaging with policymakers, academics, think tanks, and diaspora communities in the United States, the United Kingdom, and Europe, arguing that the organisation has been misunderstood internationally.
According to the RSS leadership, allegations portraying the group as extremist or anti-minority are “misconceptions” that need correction.
Critics, however, see the initiative as something else entirely: a carefully timed global damage-control exercise.
In recent years, India has witnessed a visible rise in hate speech, communal polarisation, mob violence, and attacks targeting Muslims and Christians. International human rights organisations and policy groups have repeatedly raised alarms about shrinking civic space and growing insecurity among minorities.
Against this backdrop, RSS General Secretary Dattatreya Hosabale has travelled across Western capitals meeting strategic institutions and influential networks. The organisation presents itself abroad as a cultural and civilisational movement dedicated to national unity and social service.
Yet for many observers, the deeper issue lies not in branding but in lived realities on the ground.
Analysts say the outreach gained urgency after international reports — including those from the US Commission on International Religious Freedom (USCIRF) — accused the RSS and affiliated networks of contributing to a climate of intolerance and persecution against minorities.
The possibility of future sanctions or diplomatic isolation has added new pressure.
Observers note that diaspora communities in the West have long played an important role in financially and ideologically sustaining Hindu nationalist organisations, making international perception increasingly significant.
At its heart, the debate is larger than one organisation or one country.
It reflects a global struggle over the meaning of nationalism itself:
Can national identity coexist with pluralism and equal citizenship — or does ideological majoritarianism inevitably push minorities to the margins?
As the RSS seeks to redefine its image abroad, the world continues to watch not only its words, but the realities unfolding within India itself.
