میں ربر اسٹیمپ نہیں بن سکتا، انتخابی عمل محض ایک مذاق بن چکا ہے: راہل گاندھی

نئی دہلی: لوک سبھا میں قائدِ حزبِ اختلاف Rahul Gandhi نے منگل کے روز سی بی آئی ڈائریکٹر کے انتخابی عمل پر سخت اعتراض کرتے ہوئے ایک اختلافی نوٹ (Dissent Note) جمع کرایا۔ انہوں نے کہا کہ وہ کسی “ربڑ اسٹیمپ” کی طرح محض رسمی منظوری دینے کے لیے موجود نہیں ہیں اور موجودہ عمل کو اس انداز میں ترتیب دیا گیا ہے کہ پہلے سے طے شدہ امیدوار ہی منتخب ہو۔

سی بی آئی ڈائریکٹر کے تقرر کے لیے قائم سلیکشن کمیٹی کا اجلاس نئی دہلی میں منعقد ہوا، جس میں وزیر اعظم Narendra Modi، مرکزی وزیر داخلہ Amit Shah اور راہل گاندھی شریک تھے۔ اپنے اختلافی نوٹ میں راہل گاندھی نے الزام عائد کیا کہ انہیں اہل امیدواروں کی “360 ڈگری رپورٹس” اور خود تشخیصی دستاویزات پیشگی فراہم نہیں کی گئیں، جبکہ اجلاس کے دوران اچانک 69 امیدواروں کی تفصیلات ان کے سامنے رکھ دی گئیں۔

انہوں نے کہا کہ امیدواروں کی کارکردگی، دیانت اور پیشہ ورانہ تاریخ کا جائزہ لینے کے لیے ان رپورٹس کا مطالعہ ناگزیر تھا، مگر معلومات کو دانستہ طور پر روک کر پورے انتخابی عمل کو غیر شفاف بنا دیا گیا۔

راہل گاندھی نے اپنے نوٹ میں لکھا کہ:
“مجھے 360 ڈگری رپورٹس مکمل طور پر دینے سے انکار کیا گیا۔ ان ریکارڈز کا تفصیلی جائزہ ہر امیدوار کی تاریخ اور کارکردگی کو سمجھنے کے لیے ضروری تھا۔ معلومات کی یہ دانستہ عدم فراہمی، بغیر کسی قانونی جواز کے، انتخابی عمل کو مذاق بنا دیتی ہے اور اس بات کو یقینی بناتی ہے کہ صرف پہلے سے طے شدہ امیدوار ہی منتخب ہو۔”

انہوں نے مزید کہا کہ وہ اس “متعصبانہ عمل” کا حصہ بن کر اپنی آئینی ذمہ داری سے دستبردار نہیں ہو سکتے۔ راہل گاندھی نے یاد دلایا کہ وہ گزشتہ برس 5 مئی کے اجلاس میں بھی اپنا اختلاف ریکارڈ کرا چکے ہیں اور 21 اکتوبر کو ایک شفاف انتخابی عمل کے لیے تجاویز بھی پیش کی تھیں، مگر ان پر کوئی جواب نہیں دیا گیا۔

“I Am Not a Rubber Stamp; The Process Has Become a Mockery”

New Delhi: Leader of Opposition in the Lok Sabha Rahul Gandhi on Tuesday submitted a dissent note objecting to the process of selecting the Director of the Central Bureau of Investigation (CBI), stating that he could not act as a “rubber stamp” in what he described as a biased and predetermined exercise.

The selection committee meeting, held in New Delhi, was attended by Prime Minister Narendra Modi, Union Home Minister Amit Shah and Rahul Gandhi. In his dissent note, Gandhi alleged that despite repeated written requests, he was denied access to the self-appraisal and “360-degree” reports of eligible candidates before the meeting. Instead, details of 69 candidates were presented to him during the session itself.

Gandhi argued that a detailed review of these records was essential to assess the integrity, professional history and performance of each candidate. He accused the authorities of deliberately withholding information in order to ensure the selection of a “pre-decided candidate.”

In his note, Gandhi wrote:
“The 360-degree reports were denied to me outright. A detailed review of these records is crucial to assess each candidate’s history and performance. This deliberate denial of information, without any legal basis, makes a mockery of the selection process and ensures that only your pre-decided candidate is selected.”

He further stated that he could not participate in such a “biased exercise” and thereby abdicate his constitutional duty. Gandhi also recalled that he had recorded his dissent during the previous committee meeting held on May 5 last year and had written to the committee on October 21 proposing measures for a more transparent selection process, but received no response.
