خواتین کی نمائندگی کا بل: انتخابات سے قبل خواتین کر رجھانے کی حکمتِ عملی

بھارتی سیاست کے افق پر ایک نئی بحث نے جنم لیا ہے، جہاں خواتین کی نمائندگی کا خواب اور انتخابی حکمتِ عملی ایک دوسرے سے گتھم گتھا دکھائی دیتے ہیں۔ Narendra Modi کی قیادت میں حکومت نے خواتین ریزرویشن بل کو دوبارہ مرکزِ نگاہ بنایا ہے—ایک ایسا قدم جو بظاہر صنفی مساوات کی جانب پیش رفت ہے، مگر اس کے پسِ پردہ سیاسی بساط بھی صاف دکھائی دیتی ہے۔

گزشتہ دہائی میں خواتین ووٹرز نے بھارتی انتخابات میں ایک فیصلہ کن قوت کی حیثیت اختیار کر لی ہے۔ یہی وجہ ہے کہ اس بل کے ذریعے حکومت خود کو خواتین کی سیاسی بااختیاری کا علمبردار ثابت کرنا چاہتی ہے۔ اگرچہ اس قانون کا عملی نفاذ 2029 کے بعد متوقع ہے، لیکن اس کی سیاسی گونج آج کے انتخابات میں سنائی دے رہی ہے۔

حکومت کی یہ حکمتِ عملی محض ایک اصلاحی قدم نہیں بلکہ بیانیے کی تشکیل بھی ہے—جہاں وہ خود کو ایک ایسے نظام کے معمار کے طور پر پیش کر رہی ہے جو خواتین کو اقتدار کے ایوانوں میں جگہ دیتا ہے۔ اس کے برعکس اپوزیشن ایک نازک مخمصے میں گرفتار ہے: مخالفت کرے تو خواتین دشمن قرار پانے کا خطرہ، اور حمایت کرے تو سیاسی کریڈٹ کھونے کا اندیشہ۔

اس بحث کا دوسرا اور زیادہ پیچیدہ پہلو حد بندی (Delimitation) ہے۔ جنوبی ریاستیں، خصوصاً Tamil Nadu، اس خدشے کا اظہار کر رہی ہیں کہ آبادی کی بنیاد پر نئی حد بندی ان کے سیاسی وزن کو کم کر سکتی ہے۔ اگرچہ نشستوں میں مجموعی اضافہ متوقع ہے، مگر اصل سوال طاقت کے توازن کا ہے—کیا جنوبی ریاستیں عددی اضافے کے باوجود اثر و رسوخ کھو دیں گی؟

اسی نکتے کو بنیاد بنا کر علاقائی جماعتیں، خصوصاً Dravida Munnetra Kazhagam، اس معاملے کو وفاقی انصاف اور ریاستی خودمختاری کے تناظر میں پیش کر رہی ہیں۔ ان کے نزدیک یہ صرف نشستوں کی تقسیم نہیں بلکہ طاقت کی نئی تعریف ہے۔

مغربی بنگال میں یہ معاملہ ایک اور زاویہ اختیار کرتا ہے، جہاں خواتین پر مبنی فلاحی سیاست پہلے ہی مضبوط ہے۔ ایسے میں مرکزی حکومت کی یہ پیش قدمی ایک سیاسی مقابلہ بھی بن جاتی ہے—کہ کون خواتین کے دلوں میں زیادہ جگہ بنا سکتا ہے۔

بالآخر، یہ کشمکش صرف قانون سازی کی نہیں بلکہ بیانیے کی جنگ ہے:
ایک طرف وسعت، نمائندگی اور اصلاح کا دعویٰ، اور دوسری طرف توازن، انصاف اور وفاقی ہم آہنگی کا سوال۔

Political Landscape: Representation or Strategy?

A new political debate has emerged on India’s horizon, where the promise of women’s representation intersects with strategic electoral calculations. The government led by Narendra Modi has once again foregrounded the Women’s Reservation Bill—an initiative that appears as a step toward gender equality, yet carries deeper political undertones.

Over the past decade, women voters have become one of the most decisive electoral blocs in India. By advancing this bill, the government positions itself as the architect of structural empowerment for women. Even though its actual implementation is expected after 2029, its political impact is immediate and far-reaching.

This move is not merely legislative—it is narrative-building. The ruling party seeks to frame itself as the force that institutionalizes women’s participation in governance. Meanwhile, the opposition finds itself in a dilemma: opposing the bill risks being labeled anti-women, while supporting it may concede political credit.

The second, more intricate layer of this debate is delimitation. Southern states, particularly Tamil Nadu, fear that a population-based redistribution of seats could reduce their relative influence in Parliament. Although the total number of seats may increase, the real concern lies in shifting power dynamics rather than absolute gains.

Regional forces like Dravida Munnetra Kazhagam are framing this issue as one of federal balance and state autonomy. For them, this is not merely about numbers—it is about the evolving structure of power within the Indian Union.

In West Bengal, the issue takes yet another dimension, where women-centric welfare politics already plays a crucial role. Here, the bill becomes part of a broader political contest over who can better represent and empower women.

Ultimately, this is more than a policy debate—it is a battle of narratives:
one that speaks of expansion, inclusion, and reform, and another that questions balance, fairness, and federal integrity.
