چنئی، 5 مارچ — تمل ناڈو حکومت نے نجی اسکولوں کے احاطوں میں سیاسی، نظریاتی، فرقہ وارانہ یا تفرقہ انگیز نوعیت کے پروگراموں کے انعقاد پر پابندی عائد کر دی ہے۔ اس مقصد کے لیے حکومت نے تمل ناڈو پرائیویٹ اسکولز (ریگولیشن) رولز 2023 میں ترمیم کرتے ہوئے نئی شقیں شامل کی ہیں۔
نئے قواعد کے مطابق کسی بھی اسکول کے احاطے کو، چاہے وہ اسکول کے اوقات میں ہو یا اس کے بعد، کسی بیرونی فرد، تنظیم یا انجمن کے ذریعے ایسے پروگرام، اجلاس، مہم یا سرگرمی کے لیے استعمال نہیں کیا جا سکے گا جو:
- سیاسی یا نظریاتی نوعیت کی ہو
- فرقہ وارانہ یا تفرقہ انگیز ہو
- یا اسکول کے تعلیمی مقاصد سے غیر متعلق ہو
حکومت کی جانب سے جاری کردہ حکم نامے میں واضح کیا گیا ہے کہ اسکولوں کی زمین، عمارتیں اور سہولیات بنیادی طور پر تعلیمی سرگرمیوں، ہم نصابی و غیر نصابی پروگراموں، طلبہ کی فلاحی سرگرمیوں اور اسکول کی سرکاری تقریبات کے لیے استعمال کی جائیں گی۔
البتہ ثقافتی تقریبات، سماجی خدمت کے پروگرام، خون کے عطیے کی مہمات یا یادگاری تقریبات کی اجازت ہوگی، بشرطیکہ وہ غیر سیاسی اور غیر فرقہ وارانہ ہوں اور انہیں اسکول انتظامیہ کی نگرانی میں متعلقہ حکام کی پیشگی اجازت کے ساتھ منعقد کیا جائے۔
حکومت نے وضاحت کی ہے کہ “فرقہ وارانہ یا تفرقہ انگیز سرگرمی” سے مراد وہ عمل ہے جو طلبہ کے درمیان مذہب، ذات، زبان، نسل یا نظریات کی بنیاد پر نفرت، دشمنی یا بداعتمادی کو فروغ دے یا اسکول کے جامع اور ہم آہنگ تعلیمی ماحول کو نقصان پہنچائے۔
Tamil Nadu Bars Political and Communal Activities in Private Schools
Chennai, March 5 — The Tamil Nadu government has barred private schools from hosting programmes that are political, ideological, communal, or divisive in nature. The move comes after amendments were made to the Tamil Nadu Private Schools (Regulation) Rules, 2023, introducing new clauses regulating activities conducted on school premises.
Under the amended rules, school campuses cannot be used — either during school hours or after — for organising meetings, campaigns, training sessions, or any activity by an external individual, association, or organisation if it is:
- Political or ideological in nature
- Communal or divisive
- Unrelated to the educational objectives of the institution
The government order states that the land, buildings, and facilities of recognised private schools must primarily be used for academic instruction, co-curricular and extracurricular activities, student welfare programmes, and official school functions.
However, cultural programmes, social service initiatives, blood donation camps, and commemorative events may be allowed, provided they remain non-political and non-sectarian and are conducted under the direct supervision of the school administration with prior approval from the competent authorities.
The government further clarified that a “communal or divisive activity” refers to any action intended or likely to promote hatred, disharmony, or ill-will among students based on religion, caste, race, language, community, or ideology, thereby undermining the inclusive character and educational purpose of schools.
