جمہوریت کے ایوان میں خاموشی کا سوال
نئی دہلی: منگل، 3 فروری کو، قائدِ حزبِ اختلاف Rahul Gandhi نے لوک سبھا کے اسپیکر Om Birla کے نام ایک سخت مگر شائستہ خط تحریر کیا، جس میں انہوں نے پارلیمانی تاریخ کے ایک “غیر معمولی” لمحے کی نشاندہی کرتے ہوئے کہا کہ صدرِ جمہوریہ کے خطبے پر اظہارِ خیال سے قائدِ حزبِ اختلاف کو روکنا جمہوریت کے دامن پر ایک سیاہ دھبہ ہے۔
راہل گاندھی کے مطابق، یہ پہلا موقع ہے کہ پارلیمنٹ کی تاریخ میں قائدِ حزبِ اختلاف کو صدر کے خطبے پر بولنے سے محروم رکھا گیا۔ انہوں نے الزام عائد کیا کہ حکومت کے اشارے پر اسپیکر کو اس امر پر مجبور کیا گیا، جبکہ قومی سلامتی جیسے نازک معاملات پر ان کی آواز کو دبانے کی “دانستہ کوشش” کی گئی۔
یہ خط اُس ہنگامہ خیز دن کے چند ہی گھنٹوں بعد سامنے آیا جب راہل گاندھی نے صدر کے خطبے پر شکریہ کی تحریک پر بحث کے دوران اپنی بات دوبارہ شروع کرنے کی کوشش کی۔ انہوں نے بتایا کہ انہوں نے رسالہ The Caravan میں شائع ہونے والے اس مضمون کی توثیق کی ہے جس میں سابق آرمی چیف جنرل M.M. Naravane کی غیر شائع شدہ یادداشتوں کے اقتباسات شامل ہیں، اور جن میں سنہ 2020 میں چینی فوج کی نقل و حرکت کا ذکر کیا گیا ہے۔
پیر کے روز انہی اقتباسات کو ایوان میں پڑھنے کی کوشش پر حکمراں بنچوں کی جانب سے شدید شور شرابا ہوا، جس کے بعد اسپیکر نے قواعد کی شق 349 کا حوالہ دیتے ہوئے انہیں اقتباسات پیش کرنے سے روک دیا۔ منگل کو اگرچہ راہل گاندھی نے مضمون کا براہِ راست حوالہ دیے بغیر بات کرنے کی کوشش کی، مگر اجلاس کی صدارت کرنے والے تیلگو دیشم پارٹی کے رکن Krishna Prasad Tenneti نے اعتراض کیا اور اگلے مقرر کو طلب کر لیا۔
احتجاج کے دوران ایوان میں نعرے بازی اور کاغذات اچھالے جانے کے مناظر دیکھنے میں آئے، جس کے بعد کارروائی سہ پہر تین بجے تک ملتوی کر دی گئی۔ اجلاس دوبارہ شروع ہونے پر آٹھ اپوزیشن ارکان کو معطل کیا گیا اور بالآخر پورے دن کے لیے کارروائی ملتوی کر دی گئی۔
اپنے خط میں راہل گاندھی نے یاد دلایا کہ پارلیمانی روایت کے مطابق اگر کوئی رکن کسی دستاویز کا حوالہ دینا چاہے تو اس کی توثیق لازم ہوتی ہے، اور اس ذمہ داری کے بعد اسپیکر کو حوالہ دینے کی اجازت دینی ہوتی ہے—یہ روایت ماضی کے کئی فیصلوں سے ثابت ہے۔
یہ صرف ایک تقریر کا معاملہ نہیں، بلکہ سوال یہ ہے کہ ایوان میں آواز کا حق کس کا ہے—اور خاموشی کس پر مسلط کی جا رہی ہے؟

New Delhi: On Tuesday, February 3, Leader of the Opposition Rahul Gandhi wrote a pointed letter to Lok Sabha Speaker Om Birla, describing an “unprecedented” moment in India’s parliamentary history. He said that preventing the Leader of the Opposition from speaking on the President’s Address marked a dark stain on the fabric of democracy.
Gandhi asserted that never before had a Leader of the Opposition been denied the opportunity to speak on the President’s Address. He alleged that, at the government’s behest, the Speaker was compelled to stop him, while a “deliberate attempt” was underway to silence his voice on matters of national security.
The letter followed dramatic scenes in the House earlier the same day, when Gandhi sought to resume his speech during the discussion on the Motion of Thanks to the President’s Address. He stated that he had formally authenticated an article published by The Caravan, which carried excerpts from the unpublished memoir of former Army Chief M.M. Naravane, referring to Chinese troop movements in 2020.
On Monday, his attempt to read excerpts from the article had triggered loud protests from the Treasury benches, prompting the Speaker to invoke Rule 349 and bar him from quoting it. On Tuesday, even as Gandhi tried to speak without directly citing the article, the Chair—occupied by Telugu Desam Party MP Krishna Prasad Tenneti—objected and moved on to the next speaker.
The House soon descended into chaos, with opposition members raising slogans and throwing papers, leading to an adjournment till 3 pm. When proceedings resumed, eight opposition MPs were suspended, and the House was adjourned for the remainder of the day.
In his letter, Gandhi emphasized that longstanding parliamentary convention requires a member wishing to refer to a document to authenticate it and take responsibility for it—after which, past rulings clearly establish, the Speaker permits its reference. In denying this convention, he argued, the spirit of Parliament itself stood diminished.
