ہندوستانی جمہوریت کی باریک مگر مضبوط ساخت میں کبھی کبھی ایک حرف کی لغزش بھی بحث کا موضوع بن جاتی ہے—مگر اس بار الیکشن کمیشن آف انڈیا نے وضاحت اور وقار کے ساتھ اس ابہام کا ازالہ کر دیا۔
نوبل انعام یافتہ ماہرِ معاشیات Amartya Sen کے ووٹر ریکارڈ میں نام کی املا سے متعلق سامنے آنے والی خبر پر الیکشن کمیشن آف انڈیا نے صاف الفاظ میں کہا ہے کہ
امرتیہ سین کو کسی بھی قسم کی سماعت (SIR hearing) میں پیش ہونے کی ضرورت نہیں۔
کمیشن کے مطابق ووٹر لسٹ میں نام کی معمولی اغلاط—بالخصوص املا کی خامیاں—نہ تو ووٹر کی اہلیت کو متاثر کرتی ہیں اور نہ ہی اس کے شہری حق کو۔ ایسے معاملات کو مقامی سطح پر بوتھ لیول آفیسر (BLO) انتظامی طور پر درست کرنے کے مجاز ہیں۔
📌 غلط فہمی کی جڑ اور وضاحت
اس سے قبل ترنمول کانگریس کے رہنما Abhishek Banerjee نے دعویٰ کیا تھا کہ پروفیسر سین کو الیکشن کمیشن کی جانب سے SIR سماعت کا نوٹس موصول ہوا ہے۔ تاہم، پروفیسر سین کے اہلِ خانہ نے اس کی تردید کرتے ہوئے بتایا کہ انہیں تاحال ایسا کوئی نوٹس موصول نہیں ہوا۔
الیکشن کمیشن کے ایک عہدیدار نے واضح کیا:
“یہ محض ایک تکنیکی مسئلہ ہے، جس کا ووٹر کی شہریت یا اہلیت سے کوئی تعلق نہیں۔ ایسے معاملات کو غیر ضروری تنازع بنانے سے سختی سے روکا گیا ہے۔”
🗂️ SIR عمل اور کمیشن کی ہدایات
ادھر اسپیشل انٹینسیو ریویژن (SIR) کے تحت ووٹر لسٹ کی جانچ کا عمل جاری ہے۔
- ابتدائی مرحلے میں 1.36 کروڑ ووٹروں کے ڈیٹا میں منطقی تضادات سامنے آئے تھے۔
- تصدیق اور اصلاح کے بعد یہ تعداد کم ہو کر 59 لاکھ رہ گئی ہے۔
الیکشن کمیشن نے تمام ریاستی و ضلعی انتخابی افسران کو ہدایت دی ہے کہ:
- تمام نوٹس فوراً ڈاؤن لوڈ کر کے
- چار تا پانچ دن کے اندر متعلقہ ووٹروں تک پہنچائے جائیں
- اور یومیہ بنیاد پر رپورٹ پیش کی جائے
اہم اجلاس
کمیشن نے اعلان کیا ہے کہ چیف الیکشن کمشنر Gyanesh Kumar کی صدارت میں
8 جنوری، صبح 10 بجے، نئی دہلی میں
تمام ریاستوں اور مرکز کے زیرِ انتظام علاقوں کے چیف الیکشن آفیسرز کا ایک ہنگامی اجلاس منعقد ہوگا، جس میں:
- SIR عمل
- انتخابی تیاری
- اور قانون و نظم و ضبط سے متعلق امور زیرِ بحث آئیں گے۔

In a moment where a single letter briefly stirred public discourse, the Election Commission of India (ECI) restored clarity and calm.
The ECI on Tuesday clarified that Nobel laureate economist Amartya Sen is not required to appear for any hearing under the Special Intensive Revision (SIR) process, following reports of a spelling discrepancy in his name on the electoral roll.
The Commission stated that minor spelling errors in voter names do not affect voter eligibility or rights and are routinely corrected at the administrative level by Booth Level Officers (BLOs).
Clarifying the Confusion
Earlier in the day, TMC leader Abhishek Banerjee had claimed that Mr. Sen was served an SIR hearing notice. However, a family member of the economist told PTI that no such notice had been received.
An ECI official said:
“The issue is purely technical and has no bearing on the voter’s eligibility. Officials have been instructed to resolve such matters administratively and avoid unnecessary public controversy.”
SIR Progress and Instructions
During the first phase of the ongoing SIR exercise:
- Around 13.6 million voters were identified with logical data inconsistencies
- After verification and corrections, the number has now reduced to 5.9 million
The ECI has issued strict instructions to:
- Immediately download and deliver all discrepancy notices
- Ensure delivery within four to five days
- Submit daily constituency-wise reports to the State CEO
High-Level Meeting Ahead
The Commission will convene an emergency meeting of Chief Electoral Officers of all States and Union Territories on January 8 at 10 a.m. in New Delhi, chaired by Chief Election Commissioner Gyanesh Kumar.
The meeting is expected to focus on:
- The ongoing SIR process
- Poll preparedness
- Law and order considerations
