Delhi Allows ‘Green’ Fireworks Amid Severe Pollution; Environmentalists Question Effectiveness of Court Order

New Delhi: Amid worsening air pollution in the national capital, the Supreme Court of India has granted limited permission for the use of environmentally friendlier ‘green’ firecrackers during Diwali celebrations. Under the court’s order, such fireworks can be used during specified three-hour windows on Saturday and Sunday, while conventional firecrackers remain prohibited.

In its ruling, the Supreme Court acknowledged the religious, social, psychological and emotional significance of Diwali, describing the festival as an occasion that promotes hope, prosperity and a positive atmosphere. The court also referred to the historical tradition of lighting lamps and fireworks during the festival of lights.

However, environmental activists have questioned the effectiveness of the decision. Vimlendu Jha, an environmentalist based in New Delhi, described the move as a form of ‘greenwashing’, arguing that similar court orders in previous years had failed because of inadequate enforcement.

He said the Supreme Court was aware that the government lacked the political will to ensure compliance with environmental restrictions on the ground.

Air quality in Delhi had already deteriorated sharply ahead of Diwali. On Thursday, the Commission for Air Quality Management (CAQM) described the significant rise in pollution levels as a matter of serious concern and introduced several preventive measures.

These included suspending demolition activities and directing employers to allow 50 per cent of their workforce to work from home until November 20.

Delhi’s pollution is driven by several factors, including vehicle emissions, construction dust and smoke from agricultural fires in neighbouring states, particularly Punjab. Unfavourable weather conditions and weak wind movement have prevented pollutants from dispersing, further worsening the situation.

According to official figures, more than 2,700 incidents of farm fires have been reported in Punjab so far this season. Farmers commonly burn crop residue to clear their fields before the next agricultural cycle.

Although vehicle emissions remain the primary contributor to the capital’s pollution, the seasonal burning of agricultural waste adds significantly to the toxic haze.

The Air Quality Index in parts of Delhi was hovering around 400 on Thursday. An AQI above 200 is already considered very unhealthy, highlighting the severity of the pollution crisis.

Meanwhile, residents remain divided over the restrictions. Some argue that firecrackers are used only once a year during Diwali and question why celebrations should be restricted when vehicle emissions remain a major source of pollution throughout the year.

Environmentalists, however, insist that meaningful action against pollution requires strict enforcement of regulations covering all major sources of emissions, rather than temporary restrictions limited to festival celebrations.

The Delhi government had imposed a comprehensive ban on the sale and use of all firecrackers in 2024. Following the Supreme Court’s temporary relaxation for the Diwali weekend, the full ban is scheduled to come back into force after Sunday.
