Linking Voter ID to Welfare Benefits Is an Attack on People’s Rights, Says Rahul Gandhi

New Delhi, November 6, 2026

Congress leader and Leader of Opposition in the Lok Sabha Rahul Gandhi has accused the BJP-led central government of attempting to make voter identification a condition for accessing social welfare benefits, warning that the move could deprive millions of vulnerable citizens of their rights.

Reacting to Union Panchayati Raj Minister Rajiv Ranjan Singh’s announcement, Gandhi said the proposed requirement, combined with the ongoing Special Intensive Revision (SIR) of electoral rolls, could create serious difficulties for poor and marginalised people.

Under the announced arrangement, beneficiaries receiving financial assistance and welfare payments under schemes administered by the Ministry of Panchayati Raj will be required to provide their Elector’s Photo Identity Card (EPIC) number along with mandatory biometric authentication. The voter ID is being introduced in place of Aadhaar for beneficiary identification under these schemes.

In a post on X, Gandhi alleged that while millions of names were being removed from electoral rolls during the SIR exercise, the government was simultaneously seeking to link welfare entitlements to the same electoral records.

He questioned the implications of such a policy, arguing that people whose names were deleted from voter lists could potentially face difficulties in accessing essential government assistance. He also raised concerns over the impartiality of the Election Commission and alleged that political opponents of the BJP could be disproportionately affected. These remain allegations made by the Congress leader.

Gandhi further warned that the requirement could eventually affect access to other essential benefits, including ration supplies, pensions, MGNREGA employment, housing assistance, scholarships and reservation-related benefits.

Emphasising the distinction between democratic rights and social entitlements, Gandhi said that voting was a constitutional right and should never become a condition for receiving welfare assistance.

"A poor person’s pension should not be linked to their voter ID,” he argued, describing the proposed arrangement as not merely an issue of alleged electoral malpractice but an attempt to take away people’s wider rights.

The Congress had also criticised the Centre’s announcement on Thursday, alleging that the move could extend the consequences of electoral roll revisions beyond voting rights and into the delivery of essential welfare services.

The controversy has emerged amid growing political debate over the Special Intensive Revision of electoral rolls in several states. The key concern now is how the new identification requirement will be implemented and what safeguards will be available to eligible beneficiaries whose names may not appear on the electoral rolls.
