Israel Election Produces No Clear Winner as Arab Parties Emerge as Potential Kingmakers

Tel Aviv, October 28, 2026

Israel’s pivotal general election has produced no clear winner, with exit polls suggesting that neither Prime Minister Benjamin Netanyahu’s right-wing coalition nor the opposition alliance led by former military chief Gadi Eisenkot has secured a parliamentary majority.

Projections by three major Israeli broadcasters placed Netanyahu’s Likud-led coalition at around 50 to 52 seats in the 120-member Knesset, while Eisenkot’s Yashar party and its opposition allies were projected to win approximately 49 to 53 seats. A government requires the support of at least 61 lawmakers.

The closely contested outcome has left the country’s political future uncertain and raised the prospect of prolonged negotiations to form a governing coalition.

Arab Parties Could Hold the Balance

Arab political parties have emerged as potentially decisive players. Exit polls projected that the United Arab List and the Joint List could collectively secure 18 or 19 seats, a significant showing that could influence which bloc succeeds in forming a government.

Arab citizens account for approximately one-fifth of Israel’s population, and many identify themselves as Palestinian citizens of Israel.

United Arab List leader Mansour Abbas expressed hope that his party could work with the Change Bloc to reach the 61-seat threshold required for a parliamentary majority. However, cooperation with Arab parties remains politically contentious, and not all opposition factions have openly supported such an arrangement.

Abbas’s party previously joined a coalition government led by Naftali Bennett and Yair Lapid following the 2021 election. That government lasted approximately a year before collapsing.

Record Turnout as Both Camps Claim Victory

Voter participation reached its highest level in decades. Israel’s Central Elections Committee reported turnout of 77.7% when polling stations closed at 10 p.m. local time on Tuesday, the highest figure recorded at that hour since 1999.

Initial exit polls prompted celebrations at Eisenkot’s campaign headquarters in Tel Aviv, where supporters chanted for Netanyahu to leave office. Eisenkot declared that his camp had made history and pledged to work towards forming a stable government.

Netanyahu’s Likud party, meanwhile, refused to concede defeat. The prime minister later claimed that his right-wing bloc had a strong majority and called for the formation of a strong national government.

The projections remained divided. Two broadcasters subsequently showed the rival blocs tied at 51 seats, while a third gave Netanyahu’s coalition 52 seats against 49 for Eisenkot’s alliance.

Around 600,000 absentee ballots, many cast by military personnel, were expected to be fully counted by Thursday. Their inclusion could alter the final distribution of seats.

Coalition Negotiations Could Take Weeks

Once the final results are confirmed, Israel’s president will consult political factions before inviting the leader considered best placed to command a parliamentary majority to form a government.

The coalition-building process could take several weeks. If no candidate succeeds, Israel could ultimately face another election.

The vote was the first general election since the Hamas-led attacks of October 7, 2023, and the subsequent wars involving Gaza, Lebanon and Iran. It was widely regarded as a consequential test of public confidence in Netanyahu’s leadership and the country’s political direction.

Major campaign issues included accountability for security failures surrounding the October 7 attacks, the conduct of regional wars, the growing burden of military service, judicial reforms and Israel’s international standing.

The final outcome could determine whether Israel continues along its current hard-line, religious-nationalist trajectory or opens the door to a different political course. With neither major bloc clearly ahead and Arab parties potentially holding the balance, the decisive phase of the election may now take place through coalition negotiations rather than at the ballot box.
