نئی دہلی، الف نیوز: نئی دہلی میں منعقدہ 18ویں برکس سربراہ اجلاس میں رکن ممالک نے متفقہ طور پر ’’نئی دہلی اعلامیہ‘‘ منظور کرتے ہوئے یورپی یونین کے کاربن بارڈر ایڈجسٹمنٹ میکانزم (CBAM) اور اس نوعیت کے دیگر یک طرفہ کاربن محصولات کی سخت مخالفت کی ہے۔ برکس ممالک نے ایسے اقدامات کو یک طرفہ، تعزیری، امتیازی اور تحفظ پسندانہ قرار دیتے ہوئے خبردار کیا کہ ماحولیاتی تحفظ کے نام پر ترقی پذیر ممالک پر اضافی تجارتی بوجھ ڈالنا عالمی جنوب کی معاشی ترقی اور ماحولیاتی کوششوں، دونوں کو نقصان پہنچا سکتا ہے۔

اعلامیے میں اس مؤقف پر زور دیا گیا کہ ترقی یافتہ ممالک اپنی ماحولیاتی پالیسیوں کی قیمت ترقی پذیر معیشتوں سے وصول نہیں کرسکتے۔ برکس رہنماؤں کے مطابق کاربن بارڈر ٹیکس جیسے اقدامات عالمی رسدی زنجیروں کو متاثر کرنے کے ساتھ ترقی پذیر ممالک کی صنعتی ترقی، موسمیاتی تبدیلی سے ہم آہنگ ہونے کی صلاحیت اور ماحولیاتی تحفظ کے لیے درکار وسائل کو بھی محدود کرسکتے ہیں۔

برکس نے توانائی کے مسئلے پر بھی ترقی پذیر دنیا کے لیے الگ زمینی حقائق کی طرف توجہ دلائی۔ اعلامیے میں تسلیم کیا گیا کہ فوسل فیول فی الحال ترقی پذیر ممالک کے توانائی کے مجموعے میں اہم کردار ادا کرتے رہیں گے اور ہر ملک کو اپنی قومی ضروریات، ترقی کے مرحلے اور دستیاب وسائل کے مطابق توانائی کی منتقلی کا راستہ طے کرنے کا حق حاصل ہونا چاہیے۔

تاہم برکس نے محض مغربی کاربن پالیسیوں کی مخالفت پر اکتفا نہیں کیا بلکہ متبادل تعاون کا خاکہ بھی پیش کیا۔ رکن ممالک نے BRICS Carbon Markets Partnership کو آگے بڑھانے، کاربن منڈیوں میں باہمی تعاون بڑھانے اور ماحول دوست ترقی کے لیے وسائل اور تجربات کے تبادلے پر اتفاق کیا۔

اجلاس نے ترقی یافتہ ممالک سے یہ مطالبہ بھی دہرایا کہ وہ پیرس موسمیاتی معاہدے کے تحت اپنی ذمہ داریاں پوری کریں اور ترقی پذیر ممالک کو قابلِ پیش گوئی اور آسانی سے دستیاب مالی وسائل کے ساتھ جدید ماحول دوست ٹیکنالوجی کی منتقلی یقینی بنائیں۔

بھارت کی صدارت میں منعقد ہونے والے اس اجلاس کا مجموعی پیغام یہ رہا کہ موسمیاتی تبدیلی سے مقابلہ عالمی ذمہ داری ضرور ہے، لیکن اس ذمہ داری کا بوجھ یک طرفہ طور پر ان ممالک پر نہیں ڈالا جاسکتا جو ابھی صنعتی اور معاشی ترقی کے سفر میں ہیں۔ برکس کا اصرار ہے کہ سبز مستقبل کی طرف سفر ضروری ہے، مگر اس کا راستہ مساوات، انصاف اور ترقی پذیر دنیا کے حقِ ترقی کو تسلیم کرتے ہوئے طے ہونا چاہیے۔

BRICS Rejects Western Carbon Border Taxes, Defends Global South’s Right to Development

New Delhi, Alif News: Leaders of the BRICS nations, meeting at the 18th BRICS Summit in New Delhi, unanimously adopted the New Delhi Declaration, strongly opposing unilateral carbon border taxes, including the European Union’s Carbon Border Adjustment Mechanism (CBAM) and similar measures being developed elsewhere.

The declaration described such carbon-related trade restrictions as unilateral, punitive, discriminatory and protectionist, warning that climate policy should not become a means of transferring the financial burden of the global green transition onto developing economies.

BRICS leaders argued that carbon border measures could adversely affect the economic and industrial growth of developing countries, disrupt global supply chains and, paradoxically, weaken their ability to finance climate adaptation, resilience and cleaner development.

The grouping also emphasised the different energy realities confronting emerging economies. The declaration acknowledged that fossil fuels will continue to play a significant role in the energy mix of developing nations, maintaining that individual countries should be able to determine the pace and nature of their energy transitions according to their developmental needs, national circumstances and available resources.

At the same time, BRICS did not limit itself to opposing Western carbon policies. Member states agreed to advance the BRICS Carbon Markets Partnership, aimed at strengthening cooperation on carbon markets and expanding the sharing of resources, expertise and climate-related capabilities within the bloc.

The summit also renewed its demand that developed economies fulfil their obligations under the Paris Agreement, particularly by providing developing countries with predictable and accessible climate finance as well as meaningful transfers of green technology.

Under India’s chairship, the expanded BRICS grouping is also seeking a greater role for institutions such as the New Development Bank in supporting sustainable development and alternative financing across the Global South.

The broader message emerging from New Delhi was clear: combating climate change is a shared global responsibility, but the cost of that transition cannot be imposed disproportionately on nations that are still pursuing industrialisation, poverty reduction and economic development.

For BRICS, the road to a greener world must therefore be built not only on environmental ambition, but also on equity, climate justice and the developing world’s legitimate right to development.
