بھارت چین تعلقات میں بہتری کے آثار، سرحدی تنازع برقرار

نئی دہلی: بھارت اور چین کے درمیان طویل عرصے سے جاری سرحدی کشیدگی کے باوجود دونوں ممالک کے تعلقات میں محدود بہتری کے آثار نمایاں ہونے لگے ہیں، تاہم لائن آف ایکچوئل کنٹرول پر مکمل اعتماد اور کشیدگی میں کمی اب بھی ایک بڑا چیلنج ہے۔

قومی سلامتی کے مشیر اجیت ڈوول اور چین کے ریاستی کونسلر وانگ یی کے درمیان مذاکرات کے بعد دونوں ملکوں نے سرحدی تنازع کے حل کے لیے مذاکراتی عمل آگے بڑھانے پر اتفاق کیا ہے۔ دونوں جانب سے سرحدی معاملات کے انتظام کے لیے سفارتی اور فوجی ذرائع استعمال کرنے اور اعلیٰ فوجی کمانڈروں کے درمیان مزید ملاقاتوں پر بھی اتفاق کیا گیا۔

دونوں ممالک کے درمیان سرحدی امور پر ماہرین کی سطح کے مذاکرات کو آگے بڑھانے کی بات بھی سامنے آئی ہے۔ سرحد پار دریاؤں کے پانی سے متعلق ماہرین کی ملاقات بھی ستمبر میں متوقع ہے۔

وزیراعظم نریندر مودی اور چینی صدر شی جن پنگ کی آئندہ ملاقات بھی خاصی اہم سمجھی جا رہی ہے۔ شی جن پنگ 12 اور 13 ستمبر کو نئی دہلی میں ہونے والی برکس سربراہ کانفرنس میں شرکت کریں گے۔

تاہم 2020 کے گلوان واقعے کے بعد پیدا ہونے والی بداعتمادی ابھی ختم نہیں ہوئی۔ دونوں ممالک نے بعض کشیدگی والے مقامات سے فوجی انخلا کیا ہے، لیکن لائن آف ایکچوئل کنٹرول پر مکمل فوجی کشیدگی میں کمی اب بھی باقی ہے۔

اس لیے موجودہ سفارتی پیش رفت کو مستقل امن کی منزل سے زیادہ ایک محتاط پیش قدمی قرار دیا جا رہا ہے۔ تعلقات میں برف ضرور پگھل رہی ہے، مگر سرحد پر اعتماد کی دیوار ابھی قائم ہے۔

India-China Ties Show Signs of Thaw, But Border Trust Remains Elusive

New Delhi: India and China appear to be cautiously moving towards an improvement in bilateral relations, although deep mistrust along the Line of Actual Control continues to complicate efforts to achieve lasting peace.

Following talks between India’s National Security Adviser Ajit Doval and China’s State Councillor Wang Yi, the two sides agreed to advance negotiations on a framework for addressing the boundary question.

The two countries also agreed to manage the situation on the ground through diplomatic and military channels and to create additional opportunities for meetings between senior military commanders.

Discussions on boundary delimitation are expected to continue, while experts on transborder rivers are also scheduled to meet in September.

The upcoming visit of Chinese President Xi Jinping to New Delhi for the BRICS summit on September 12–13 is being closely watched. A meeting between Prime Minister Narendra Modi and Xi could provide an important opportunity for both sides to assess the state of their relationship.

Yet the shadow of the 2020 Galwan clash remains. Although the two armies have disengaged from some friction points, broader de-escalation and restoration of trust along the LAC remain incomplete.

The latest diplomatic engagement may therefore represent a cautious thaw rather than a breakthrough. The temperature of bilateral diplomacy may be rising, but the border remains a test of whether that warmth can translate into lasting trust.
