21 تنظیموں کا آر ایس ایس پر پابندیوں کے لیے خط

لندن: برطانیہ میں سرگرم 21 بھارتی و جنوبی ایشیائی تارکِ وطن تنظیموں نے برطانوی حکومت سے مطالبہ کیا ہے کہ راشٹریہ سویم سیوک سنگھ (آر ایس ایس) کے سربراہ موہن بھاگوت کے مجوزہ دورۂ برطانیہ کا بائیکاٹ کیا جائے، آر ایس ایس کی عوامی طور پر مذمت کی جائے اور تنظیم سے وابستہ افراد و اداروں کے خلاف پابندیاں عائد کی جائیں۔

یہ مطالبہ برطانیہ کے مذہبی آزادی یا عقیدہ کی آزادی (FoRB) کے خصوصی نمائندے ڈیوڈ اسمتھ، ایم پی، اور مذہبی آزادی سے متعلق آل پارٹی پارلیمانی گروپ (APPG) کے چیئرمین جم شینن، ایم پی، کو بھیجے گئے ایک مشترکہ خط میں کیا گیا ہے۔

خط پر دستخط کرنے والی تنظیموں کا الزام ہے کہ آر ایس ایس ایک سخت گیر، عسکری مزاج اور ہندو بالادستی پر مبنی تنظیم ہے، جس کا بنیادی مقصد بھارت کو ایک ہندو ریاست میں تبدیل کرنا اور مذہبی اقلیتوں، خصوصاً مسلمانوں اور عیسائیوں، کو مساوی شہری حقوق سے محروم کرنا ہے۔ تنظیموں نے آر ایس ایس کے نظریاتی پس منظر اور اس سے وابستہ تنظیموں کے کردار پر بھی شدید سوالات اٹھائے ہیں۔

خط میں گجرات کے 2002 کے فسادات، مذہبی اقلیتوں کے خلاف مبینہ تشدد و نفرت انگیزی، دلتوں اور دیگر محروم طبقات کے خلاف مبینہ زیادتیوں اور بھارت میں مذہبی آزادی کی صورتِ حال سے متعلق اقوام متحدہ کے مختلف اداروں کی تشویش کا حوالہ دیا گیا ہے۔

خط کے مطابق، آر ایس ایس سے وابستہ بعض تنظیموں کی سرگرمیوں کے اثرات بھارت تک محدود نہیں رہے بلکہ برطانیہ میں بھی مذہبی اور نسلی برادریوں کے درمیان کشیدگی پیدا ہونے کے خدشات سامنے آئے ہیں۔ دستخط کنندگان نے الزام عائد کیا ہے کہ آر ایس ایس سے منسلک بیرونِ ملک تنظیمیں برطانیہ سمیت مختلف ممالک میں تنقید کرنے والوں، ماہرینِ تعلیم اور اختلافی آوازوں کو دبانے کی کوششوں میں بھی ملوث رہی ہیں۔

تنظیموں نے امریکی کمیشن برائے بین الاقوامی مذہبی آزادی (USCIRF) کی 2026 کی سالانہ رپورٹ کا حوالہ دیتے ہوئے کہا ہے کہ کمیشن نے بھارت میں مذہبی آزادی کی سنگین خلاف ورزیوں کے تناظر میں آر ایس ایس اور اس کی قیادت کے خلاف ہدفی پابندیوں کی سفارش کی ہے، جن میں اثاثے منجمد کرنا اور سفری پابندیاں شامل ہیں۔

خط میں کہا گیا ہے کہ موہن بھاگوت کا برطانیہ کا مجوزہ دورہ، جو ان کے امریکہ اور کینیڈا کے دوروں کے بعد غیر ملکی دورے کا تیسرا مرحلہ بتایا گیا ہے، آر ایس ایس کے لیے ایک عوامی رابطہ مہم کا حصہ ہے۔ دستخط کنندگان کے مطابق برطانوی حکومت کو ایسا پلیٹ فارم فراہم نہیں کرنا چاہیے جس سے ملک میں مذہبی کشیدگی اور سماجی تقسیم میں اضافہ ہو۔

خط میں خبردار کیا گیا ہے کہ بھاگوت کا دورہ برطانیہ میں آر ایس ایس سے وابستہ حلقوں کو مزید فعال کر سکتا ہے اور بعض برادریوں میں خوف و عدم تحفظ کا ماحول پیدا ہونے کا خدشہ ہے۔ تنظیموں نے برطانوی حکومت سے مطالبہ کیا ہے کہ وہ آر ایس ایس کی سرگرمیوں کی کھلے عام مذمت کرے، اس سے وابستہ افراد اور اداروں پر پابندیاں عائد کرنے کی سفارش کرے اور دستخط کنندہ تنظیموں کے نمائندوں سے فوری ملاقات کرے۔

مشترکہ خط پر ساؤتھ ایشیا سولیڈیریٹی گروپ، یو کے انڈین مسلم کونسل، ہندوز فار ہیومن رائٹس یو کے، پیریار امبیڈکر اسٹڈی سرکل، انڈیا لیبر سولیڈیریٹی، ساؤتھ ایشیا جسٹس کمپین، دلت سولیڈیریٹی نیٹ ورک، MEND، مائنارٹی رائٹس گروپ اور دیگر تنظیموں سمیت 21 اداروں نے دستخط کیے ہیں۔

21 UK-Based Diaspora Organisations Urge Government to Boycott Mohan Bhagwat Visit and Sanction RSS

London: Twenty-one Indian and South Asian diaspora organisations in the United Kingdom have urged the British government to boycott the proposed visit of Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat, publicly condemn the RSS and consider sanctions against its members and affiliated organisations.

The demand has been made in a joint letter addressed to David Smith MP, the UK Freedom of Religion or Belief (FoRB) Envoy at the Foreign, Commonwealth and Development Office, and Jim Shannon MP, Chair of the All-Party Parliamentary Group on Freedom of Religion or Belief.

The signatories have accused the RSS of promoting an authoritarian and Hindu-supremacist political ideology and alleged that its wider network has been associated with discrimination and violence against religious minorities and other marginalised communities in India.

The letter refers to the 2002 Gujarat violence, allegations of hate speech and violence targeting Muslims and Christians, alleged abuses against Dalits and other marginalised groups, and concerns raised by United Nations mechanisms regarding religious freedom and the treatment of minorities in India.

The organisations also argue that the activities of RSS-linked groups have implications beyond India. They claim that affiliates and diaspora organisations have contributed to tensions between faith communities in Britain and have, in recent years, faced allegations of promoting hostility and intimidation against critics, academics and dissenting voices.

The letter cites the 2026 annual report of the United States Commission on International Religious Freedom (USCIRF), which, according to the signatories, recommended targeted sanctions against the RSS and its leadership in response to what it described as severe religious-freedom violations in India. The proposed measures reportedly include asset freezes and travel or entry restrictions.

The organisations describe Bhagwat’s proposed visit to Britain as part of a wider international public-outreach effort following visits to the United States and Canada. They argue that the British government should not provide a platform for a figure whom they regard as representing an organisation implicated in religious polarisation.

The signatories further warn that Bhagwat’s visit could embolden RSS-linked groups in Britain, deepen divisions within the Indian diaspora and increase tensions between communities. They say this could have implications for social cohesion and public safety.

The organisations have therefore called on the UK Government to issue a public condemnation of the RSS, recommend targeted sanctions against its members and affiliates, and meet with representatives of the signatory groups to discuss their concerns.

The joint letter has been signed by 21 organisations, including South Asia Solidarity Group, UK Indian Muslim Council, Hindus for Human Rights UK, Periyar Ambedkar Study Circle, India Labour Solidarity (UK), South Asia Justice Campaign, Dalit Solidarity Network (DSN-UK), MEND, Minority Rights Group and other diaspora and human-rights organisations.
