New Delhi: A day after Prime Minister Narendra Modi appealed to opposition parties to support the women’s reservation legislation, the Congress on Sunday accused him of political “drama” and demanded that the 33 per cent quota for women be implemented on the basis of the existing 543-member Lok Sabha for the 2029 general elections.
Congress general secretary in-charge of communications Jairam Ramesh questioned the Prime Minister’s intentions and said that instead of “sermonising” from the Red Fort, Modi should take concrete steps to implement women’s reservation on the current strength of the Lok Sabha.
Ramesh said the chronology of women’s political reservation was important. He pointed out that the 73rd and 74th Constitutional Amendments passed in 1993 provided for one-third reservation for women in panchayats, zilla parishads, block panchayats and municipalities. He also credited former Prime Minister Rajiv Gandhi with laying the groundwork for the provision.
He said the Nari Shakti Vandan Adhiniyam, 2023, was passed unanimously in September 2023, but Congress president Mallikarjun Kharge had then demanded that reservation for women in the Lok Sabha and state assemblies be implemented immediately.
According to the Congress, implementing a 33 per cent quota in the existing 543-member Lok Sabha would mean reserving 182 seats for women.
Ramesh said the 2023 women’s reservation law was notified at around 11 pm on April 16, 2026, while Parliament was deliberating on the issue of delimitation. He alleged that the government was primarily interested in linking women’s reservation with delimitation.
He further claimed that the government had been seeking the two-thirds majority required for the proposed constitutional amendment but had failed to secure it. The delimitation-related Constitution Amendment Bill could not even be introduced during the Monsoon Session, he said.
“They don’t have a two-thirds majority and will never get it,” Ramesh said.
He argued that instead of repeatedly “sermonising” from the Red Fort and engaging in “drama”, the Prime Minister should implement women’s reservation on the current strength of the Lok Sabha from the 2029 general election.
“The PM’s single-point agenda is ‘Modi preservation, not women’s reservation’,” Ramesh said.
His remarks came a day after Modi, in his Independence Day address, appealed to all political parties to support the women’s reservation legislation. Modi said the issue of 33 per cent representation for women in the Lok Sabha and state assemblies had remained caught in political wrangling for four decades and that its implementation was now the need of the hour.
The Prime Minister also urged political parties to come together and allow women to receive the credit and benefits of increased political representation.
The Constitution Amendment Bill introduced by the government proposed implementing 33 per cent reservation for women in legislatures from the 2029 general election and increasing the strength of the Lok Sabha from 543 to 816 seats. A two-thirds majority was required for its passage in the Lower House.
During the vote in the Lok Sabha on April 17, 528 MPs participated. Of them, 298 voted in favour of the Bill while 230 voted against it. Since 352 votes were required for a two-thirds majority, the legislation failed to secure the necessary threshold.
