ہندوستان کی پارلیمانی تاریخ ایک ایسے موڑ پر کھڑی ہے جہاں آئین کی چند شقوں میں ترمیم محض نشستوں کی تعداد کا معاملہ نہیں رہے گی، بلکہ یہ اس سوال کا فیصلہ کرے گی کہ آنے والی نسلوں کا ہندوستان کس بنیاد پر چلایا جائے گا؛ آبادی کی قوت پر یا وفاقی مساوات کے اصول پر۔
مرکز کی جانب سے مجوزہ حدبندی (Delimitation) بل اسی تناظر میں ایک غیر معمولی آئینی دستاویز کی حیثیت اختیار کر چکا ہے۔ حکومت کا مؤقف ہے کہ 2027 کی مردم شماری کے بعد پارلیمانی حلقوں کی ازسرِ نو حدبندی ناگزیر ہے تاکہ ہر رکنِ پارلیمان تقریباً برابر آبادی کی نمائندگی کرے۔ اس کے ساتھ ہی لوک سبھا کی نشستوں میں نمایاں اضافہ کرکے خواتین کے لیے 33 فیصد ریزرویشن کو عملی جامہ پہنانے کی بھی تجویز ہے۔
اصولی طور پر دیکھا جائے تو یہ دلیل جمہوری اقدار سے متصادم نہیں۔ آبادی بڑھنے کے ساتھ نمائندگی میں اضافہ دنیا کی بیشتر جمہوریتوں میں ایک فطری عمل ہے۔ لیکن ہندوستان کا مسئلہ محض آبادی کا نہیں بلکہ وفاقی توازن کا بھی ہے۔ گزشتہ کئی دہائیوں سے جنوبی ریاستوں نے آبادی پر قابو پانے کی قومی پالیسی پر سنجیدگی سے عمل کیا، جبکہ بعض شمالی ریاستوں میں آبادی کا اضافہ نسبتاً زیادہ رہا۔ اگر صرف آبادی کو بنیاد بنایا گیا تو جنوبی ریاستوں کی پارلیمانی قوت نسبتاً کمزور ہو سکتی ہے، حالانکہ انہوں نے قومی پالیسی پر کامیابی سے عمل کیا تھا۔
اسی پس منظر میں دراوڑ منیتر کزگم (DMK) کی شرائط سامنے آئی ہیں، جنہیں محض علاقائی سیاست کہہ کر نظر انداز نہیں کیا جا سکتا۔ پارٹی نے تین بنیادی مطالبات رکھے ہیں: پہلی شرط یہ کہ 1971 کی مردم شماری کی بنیاد پر نشستوں کے منجمد رہنے کی آئینی ضمانت مزید پچیس برس تک برقرار رکھی جائے؛ دوسری شرط یہ کہ تمام ریاستوں کی نشستوں میں یکساں طور پر تقریباً پچاس فیصد اضافہ کیا جائے تاکہ کسی ریاست کا تناسب متاثر نہ ہو؛ اور تیسری شرط یہ کہ ہر ریاست کو کتنی نشستیں ملیں گی، اس کی واضح آئینی فہرست قانون کا حصہ بنائی جائے۔
اگر یہ شرائط قبول کر لی جاتی ہیں تو اس کے کئی اہم نتائج سامنے آئیں گے۔
سب سے پہلا اثر یہ ہوگا کہ جنوبی ریاستوں میں پائے جانے والے سیاسی خدشات بڑی حد تک ختم ہو جائیں گے۔ مرکز اور ریاستوں کے درمیان اعتماد میں اضافہ ہوگا اور حدبندی کا عمل شدید سیاسی تصادم کے بجائے وسیع اتفاقِ رائے سے مکمل ہونے کا امکان پیدا ہوگا۔
دوسرا نتیجہ یہ ہوگا کہ لوک سبھا کی مجموعی نشستوں میں نمایاں اضافہ ہوگا، مگر ریاستوں کے درمیان طاقت کا موجودہ توازن بڑی حد تک برقرار رہے گا۔ اس صورت میں آبادی کے تناسب سے مکمل نمائندگی کا اصول وقتی طور پر محدود ضرور ہوگا، لیکن وفاقی استحکام کو ترجیح ملے گی۔
تیسرا اثر خواتین کے لیے مجوزہ 33 فیصد ریزرویشن پر پڑے گا۔ نشستوں میں اضافے کی وجہ سے خواتین کے لیے مخصوص نشستیں بھی بڑھ جائیں گی، جبکہ موجودہ ارکان کی بڑی تعداد کے حلقے مکمل طور پر ختم ہونے سے بھی بچ سکتے ہیں۔
تاہم اگر حکومت ڈی ایم کے کی شرائط مسترد کرتے ہوئے صرف آبادی کی بنیاد پر نئی حدبندی نافذ کرتی ہے تو اس کے سیاسی مضمرات نہایت گہرے ہوں گے۔ جنوبی ریاستوں میں یہ احساس مزید مضبوط ہوگا کہ قومی وسائل میں زیادہ حصہ ڈالنے اور آبادی پر قابو پانے کے باوجود انہیں سیاسی طور پر کمزور کیا جا رہا ہے۔ اس سے وفاقی کشیدگی میں اضافہ اور مرکز کے خلاف سیاسی اتحاد مزید مضبوط ہو سکتے ہیں۔
یہ بھی حقیقت ہے کہ جمہوریت میں مساوی نمائندگی ایک بنیادی اصول ہے۔ اگر کسی ریاست کی آبادی کئی گنا بڑھ چکی ہو اور اس کی نمائندگی پرانی مردم شماری کے مطابق برقرار رہے تو یہ بھی انصاف کے تقاضوں سے مکمل ہم آہنگ نہیں۔ یہی وجہ ہے کہ اس مسئلے کا کوئی بھی حل صرف ریاضیاتی فارمولے سے نہیں نکل سکتا بلکہ اس کے لیے آئینی حکمت، سیاسی تدبر اور قومی اتفاقِ رائے ناگزیر ہے۔
حکومت اس وقت دو تہائی اکثریت حاصل کرنے کے لیے مختلف سیاسی جماعتوں سے رابطے کر رہی ہے۔ اگر ڈی ایم کے کی حمایت حاصل ہو جاتی ہے تو بل کی کامیابی کے امکانات نمایاں طور پر بڑھ جائیں گے، اگرچہ آئینی ترمیم کے لیے دیگر جماعتوں کی حمایت بھی ضروری رہے گی۔
اصل سوال یہ نہیں کہ نشستیں کتنی بڑھائی جائیں؛ اصل سوال یہ ہے کہ ہندوستان اپنی وفاقی روح کو کس حد تک محفوظ رکھ سکتا ہے۔ آبادی کا احترام بھی ضروری ہے اور وفاقی انصاف بھی۔ ان دونوں کے درمیان توازن ہی اس بل کی اصل کامیابی یا ناکامی کا معیار ہوگا۔
حدبندی کا یہ بل آنے والے برسوں کی سیاست کا نقشہ بدل سکتا ہے۔ اگر اسے تمام ریاستوں کے اعتماد کے ساتھ نافذ کیا گیا تو یہ ہندوستانی جمہوریت کو مزید مضبوط کرے گا، لیکن اگر کسی خطے کو یہ احساس ہوا کہ اس کی سیاسی آواز کمزور کی جا رہی ہے تو یہی قانون مستقبل کے سیاسی تنازعات کی بنیاد بھی بن سکتا ہے۔ آئین صرف اکثریت کی طاقت کا نام نہیں، بلکہ مختلف اکائیوں کے درمیان اعتماد کا وہ معاہدہ ہے جس پر پوری جمہوری عمارت قائم رہتی ہے۔

India stands at a defining constitutional moment. The proposed Delimitation Bill is far more than an exercise in redrawing parliamentary constituencies. It raises fundamental questions about democratic representation, federalism, population policy, and the future balance of political power among the States.
The Union Government argues that a fresh delimitation after the 2027 Census is constitutionally necessary to ensure that every Member of Parliament represents roughly an equal population. Alongside this exercise, the government proposes expanding the strength of the Lok Sabha to facilitate the implementation of one-third reservation for women.
Viewed purely through the democratic principle of "one person, one vote,” the proposal appears reasonable. Population changes naturally require adjustments in representation. However, India’s constitutional structure is not based solely on numerical democracy; it is equally founded upon cooperative federalism.
This is precisely where the concerns of the Dravida Munnetra Kazhagam (DMK) assume national significance. The party has laid down three major conditions: extending the existing freeze on State-wise seat allocation for another twenty-five years, increasing the number of Lok Sabha seats uniformly by fifty percent for every State, and incorporating a constitutional schedule clearly specifying the number of seats allotted to each State.
If these conditions are accepted, several important consequences are likely to follow.
First, they would substantially reduce the fears of southern States that have successfully implemented population-control policies over the past decades. These States argue that they should not be politically disadvantaged for having achieved national demographic objectives.
Second, a uniform increase in parliamentary seats would preserve the existing balance of power among the States while simultaneously expanding representation. Although the principle of strict population-based representation would remain partially deferred, India’s federal equilibrium would receive greater constitutional protection.
Third, the implementation of women’s reservation would become politically easier, as additional constituencies would reduce resistance arising from the redistribution of existing seats.
However, rejecting these conditions and proceeding solely on population-based redistribution could produce serious political consequences. Southern States may increasingly perceive the exercise as penalising administrative success and rewarding higher population growth. Such perceptions could deepen regional political divisions and revive debates over fiscal and political federalism.
At the same time, there exists a legitimate democratic argument in favour of fresh delimitation. If large demographic changes remain unaddressed indefinitely, citizens in more populous States continue to experience unequal representation in Parliament. Democratic equality therefore cannot be ignored either.
The challenge before Parliament is to reconcile two equally important constitutional principles: equality of citizens and equality among States. Neither principle can be pursued in absolute isolation without weakening the other.
The government’s current efforts to secure the constitutionally required two-thirds majority illustrate the political sensitivity of the issue. Should the DMK ultimately support the Bill after suitable amendments, the legislation would gain significant momentum. Nevertheless, broader consensus across the political spectrum would still be essential.
Ultimately, the Delimitation Bill is not merely about increasing the number of parliamentary seats. It is about defining the future character of the Indian Union. A solution built upon consultation, constitutional safeguards, and political consensus could strengthen Indian democracy for decades. A solution perceived as favouring one region over another, however, risks creating lasting political fault lines.
The success of this constitutional reform will therefore be measured not only by arithmetic, but by its ability to preserve trust between the Union and the States—the very foundation upon which India’s federal democracy rests.
