جمہوریت کی اصل روح اختلافِ رائے کے احترام، آئین کی بالادستی اور عوامی آواز کو سننے میں مضمر ہوتی ہے۔ جب طلبہ اپنے مستقبل، شفاف امتحانی نظام اور انصاف کے مطالبے کے لیے سڑکوں پر آتے ہیں تو ان کا سامنا دلیل اور مکالمے سے ہونا چاہیے، نہ کہ گرفتاریوں، مقدمات اور طاقت کے استعمال سے۔

نیٹ پیپر لیک معاملے پر حکومت اور کوکروچ جنتا پارٹی (سی جے پی) کے درمیان مذاکرات کے بعد یہ امید پیدا ہوئی تھی کہ کشیدگی کم ہوگی، گرفتار طلبہ کو رہا کیا جائے گا اور احتجاج میں شریک نوجوانوں کے خلاف درج مقدمات واپس لیے جائیں گے۔ اگر واقعی ایسی یقین دہانیاں کرائی گئی تھیں، مگر ان پر عمل درآمد نہیں ہوا، اور اس کے برعکس بہار، مغربی بنگال، آسام اور دیگر مقامات پر گرفتاریاں جاری رہیں، تو یہ صرف ایک تنظیم کا نہیں بلکہ حکومتی اعتماد کا بھی سوال بن جاتا ہے۔ ایسے حالات میں دوبارہ احتجاج کا اعلان ایک فطری سیاسی ردِعمل کے طور پر سامنے آتا ہے۔

کسی بھی حکومت کے لیے یہ ضروری ہے کہ وہ احتجاج کو ریاستی طاقت سے دبانے کے بجائے اس کے اسباب کو سمجھے۔ نوجوان نسل کا اعتماد کھو دینا کسی بھی جمہوری حکومت کے لیے سب سے بڑا نقصان ہوتا ہے۔ اگر طلبہ کو یہ احساس ہونے لگے کہ ان کی آواز سننے کے بجائے انہیں مجرم سمجھا جا رہا ہے تو اس سے جمہوری اداروں پر عوامی اعتماد کمزور ہوتا ہے۔

اسی تناظر میں ریپڈ ایکشن فورس سے منسوب وہ دعویٰ بھی غیر معمولی اہمیت رکھتا ہے جس میں کہا گیا ہے کہ دھرمیندر پردھان کے استعفے کے بعد مظاہرین پر گولیاں چلانے کی ہدایت دی گئی، لیکن اس پر عمل سے انکار کیا گیا۔ اگر یہ الزام درست ہے تو اس کی فوری، آزاد اور شفاف عدالتی یا پارلیمانی تحقیقات ناگزیر ہیں، اور اگر یہ دعویٰ غلط ہے تو حکومت پر لازم ہے کہ وہ ٹھوس شواہد کے ساتھ عوام کے سامنے حقیقت واضح کرے۔ ایسے سنگین الزامات کو خاموشی کے پردے میں نہیں چھوڑا جا سکتا، کیونکہ اس سے افواہوں، بے اعتمادی اور سیاسی انتشار کو مزید تقویت ملتی ہے۔

جمہوریت کی کامیابی کا معیار یہ نہیں کہ حکومت کتنی طاقت رکھتی ہے، بلکہ یہ ہے کہ وہ اختلاف رکھنے والوں کے ساتھ کس قدر تحمل، انصاف اور شفافیت کا مظاہرہ کرتی ہے۔ حکومت کو چاہیے کہ وہ فوری طور پر تمام متعلقہ فریقوں سے دوبارہ بات چیت کرے، اگر بے گناہ طلبہ زیرِ حراست ہیں تو ان کی رہائی کو یقینی بنائے، اور احتجاج کے آئینی حق کا احترام کرے۔ اسی طرح احتجاج کرنے والی تنظیموں پر بھی ذمہ داری عائد ہوتی ہے کہ وہ اپنے تمام پروگرام مکمل طور پر پُرامن رکھیں تاکہ کسی ناخوشگوار واقعے کا جواز پیدا نہ ہو۔

ملک کا مستقبل بندوق، لاٹھی یا گرفتاریوں سے نہیں بلکہ انصاف، اعتماد اور مکالمے سے محفوظ ہوتا ہے۔ جب نوجوان اپنے مستقبل کی بات کریں تو ریاست کو ان کی آواز سننی چاہیے، کیونکہ یہی آواز کل کے ہندوستان کی بنیاد ہے۔

Democracy Is Strengthened by Dialogue, Not Suppression

A democracy derives its legitimacy not merely from elections but from its willingness to listen to dissenting voices. When students take to the streets demanding transparency, accountability, and fairness in public examinations, the state’s first responsibility is to engage with them through dialogue rather than through arrests, intimidation, or the excessive use of force.

Following negotiations between the government and Cockroach Janata Party (CJP) over the NEET paper leak protests, it was reportedly assured that no further punitive action would be taken against protesting students and that those already detained would be released. If such assurances were indeed given but have not been honoured, and if arrests continue in states such as Bihar, West Bengal, and Assam, the issue extends beyond a political disagreement. It becomes a question of governmental credibility and public trust. In such circumstances, the decision to resume protests reflects a breakdown of confidence between the authorities and the aggrieved citizens.

Governments should recognise that suppressing protests does not eliminate public grievances; it often deepens them. Students are not adversaries of the state. They are stakeholders in the nation’s future. Treating them as criminals instead of engaging with their concerns risks weakening faith in democratic institutions and the rule of law.

Equally serious are the allegations attributed to members of the Rapid Action Force claiming that, following the resignation of Dharmendra Pradhan, they were instructed to open fire on protesters but refused to comply. If these allegations are true, they represent an alarming abuse of state power and demand an immediate, independent, and transparent judicial or parliamentary investigation. If the allegations are false, the government also bears the responsibility of presenting credible evidence to dispel public suspicion. Allegations of such gravity cannot be allowed to linger without a clear and impartial examination.

The true measure of a democracy lies not in the extent of its coercive power but in its commitment to justice, accountability, and constitutional values. The government should reopen channels of dialogue with all concerned parties, ensure that innocent students are not subjected to unnecessary legal action, and uphold the constitutional right to peaceful protest. At the same time, protest organisers must continue to ensure that demonstrations remain peaceful and within the framework of the law.

History repeatedly reminds us that trust cannot be restored through force. It is rebuilt through honesty, dialogue, and respect for citizens’ rights. When young people raise their voices for a fair future, the duty of a democratic state is not to silence them but to listen. That is the foundation upon which enduring democracies are built.
