کرناٹک میں خصوصی انتخابی نظرثانی (SIR) کے دوران متعدد ووٹروں نے شکایت کی ہے کہ انہیں بلاوجہ "منتقل شدہ” (Shifted) قرار دے دیا گیا، حالانکہ وہ برسوں سے اسی پتے پر مقیم ہیں۔ متاثرہ خاندانوں کا کہنا ہے کہ ان کے لیے یہ ثابت کرنا انتہائی مشکل ہو گیا ہے کہ انہوں نے رہائش تبدیل نہیں کی۔

کئی ووٹروں کے مطابق، بوتھ لیول افسران (BLOs) نے انہیں بتایا کہ وہ خود بھی نہیں جانتے کہ ووٹروں کو "منتقل شدہ” کیوں درج کیا گیا، بلکہ وہ صرف دستیاب سرکاری ریکارڈ کی بنیاد پر کارروائی کر رہے ہیں۔

چند بوتھ لیول افسران نے بتایا کہ انہیں ہدایت دی گئی تھی کہ اگر 2002 کے ریکارڈ میں درج پتہ 2025 کے اندراج سے مختلف ہو تو متعلقہ ووٹر کو "منتقل شدہ” قرار دیا جائے۔

دوسری جانب بعض افسران کا کہنا ہے کہ اس کی ایک ممکنہ وجہ حلقہ بندی (Delimitation) بھی ہو سکتی ہے۔ ان کے مطابق، جب پولنگ اسٹیشنوں کی حدود تبدیل کی جاتی ہیں تو بعض اوقات پوری گلیاں یا رہائشی عمارتیں نئے پولنگ اسٹیشن اور نئے بوتھ لیول افسر کے دائرۂ کار میں آ جاتی ہیں۔ اگر پرانا افسر پرانے ریکارڈ کی بنیاد پر تصدیق کرے یا نیا افسر نئے علاقے میں کسی مکان تک نہ پہنچ سکے تو ووٹر کو غلطی سے "منتقل شدہ” قرار دیا جا سکتا ہے۔

بوتھ لیول افسران نے ایسی صورت میں متاثرہ ووٹروں کو فارم نمبر 8 جمع کرا کے اپنے اندراج کی اصلاح کرانے کا مشورہ دیا ہے۔

Karnataka SIR: Voters Flagged as ‘Shifted’ Raise Concerns Over Electoral Roll Verification

Several voters in Karnataka have raised concerns after being marked as "shifted” during the ongoing Special Intensive Revision (SIR) of electoral rolls, despite continuing to live at the same address for years. Affected families said it was difficult to prove that they had never changed their residence.

According to many voters, Booth Level Officers (BLOs) told them they were unaware of the reason behind the "shifted” status and were simply acting on the records made available to them.

Some BLOs said they had been instructed to classify voters as "shifted” whenever the address recorded in 2002 differed from the address listed in 2025.

Other BLOs suggested that the issue could also be linked to delimitation. They explained that when polling station boundaries are redrawn, entire streets or apartment complexes may be reassigned to a different polling station under a new BLO. If the previous BLO verifies voters using an outdated list, or the new BLO is unable to locate a residence during door-to-door verification, a voter may mistakenly be marked as "shifted.”

Officials have advised affected voters to submit Form 8 to correct their electoral records where such errors have occurred.
