ہندوستان کے مرکزی وزیرِ تعلیم دھرمیندر پردھان کی جانب سے این سی ای آر ٹی (NCERT) کے ذمہ دار افسران کے خلاف کارروائی کا حکم اس حقیقت کی یاد دہانی ہے کہ سرکاری اداروں کی ذمہ داری صرف فیصلے کرنا نہیں بلکہ ہر فیصلے کو قانون، شفافیت اور عوامی اعتماد کے معیار پر بھی پورا ثابت کرنا ہے۔

اطلاعات کے مطابق این سی ای آر ٹی کی جانب سے ایک کاغذ فراہم کرنے والی کمپنی کو بلیک لسٹ کرنے کے فیصلے کا دہلی ہائی کورٹ میں مؤثر دفاع نہ کیا جا سکا، جس کے بعد وزارتِ تعلیم نے معاملے کی اعلیٰ سطحی جانچ اور ذمہ دار افسران کے خلاف کارروائی کی ہدایت دی ہے۔

تعلیم کسی بھی قوم کی ترقی کی بنیاد ہوتی ہے۔ نصابی کتابوں کی طباعت، ان کی بروقت فراہمی اور ان سے متعلق انتظامی فیصلوں میں معمولی سی غفلت بھی لاکھوں طلبہ کے مستقبل کو متاثر کر سکتی ہے۔ اس لیے ایسے معاملات میں محض تحقیقات کافی نہیں بلکہ نظامی اصلاحات، شفاف خریداری کے طریقۂ کار، قانونی تیاری اور ادارہ جاتی احتساب کو بھی یقینی بنانا ناگزیر ہے۔

یہ بھی حقیقت ہے کہ احتساب کا معیار یکساں ہونا چاہیے۔ اگر کسی سرکاری ادارے کی غفلت سے عوامی مفاد متاثر ہوتا ہے تو اس کی غیر جانبدارانہ تحقیقات اور ذمہ داروں کے خلاف کارروائی جمہوری نظام کی مضبوطی کی علامت ہے، نہ کہ کمزوری کی۔

الف نیوز کا ماننا ہے کہ اس معاملے کو صرف چند افسران تک محدود کرنے کے بجائے پورے تعلیمی انتظامی ڈھانچے کا جائزہ لیا جانا چاہیے تاکہ مستقبل میں نصابی کتب کی تیاری، خریداری اور تقسیم کے عمل میں کسی قسم کی بے ضابطگی یا تاخیر پیدا نہ ہو۔ شفافیت، جوابدہی اور قانون کی بالادستی ہی عوامی اعتماد کی اصل بنیاد ہیں، اور یہی کسی مضبوط تعلیمی نظام کی پہچان بھی۔

Accountability Strengthens Institutions, Not Weakens Them

The Union Education Ministry’s decision to initiate action against NCERT officials is more than an administrative development—it is a reminder that public institutions must remain accountable for every decision they make.

The controversy arose after NCERT reportedly failed to effectively defend its decision to blacklist a paper supplier before the Delhi High Court. The lapse prompted Union Education Minister Dharmendra Pradhan to order a high-level inquiry and seek strict action against the officials responsible.

Education is the foundation of a nation’s future. Any disruption in textbook procurement, printing, or distribution can directly affect millions of students. Administrative negligence, procedural lapses, or weak legal preparation should therefore never be treated as routine bureaucratic errors.

Alif News believes that accountability should not be selective. Whenever public interest is compromised, institutions must be transparent, answerable, and willing to correct systemic weaknesses. Investigations should not merely identify individuals at fault but also examine whether procurement systems, legal oversight, and internal governance require structural reforms.

Strong institutions are built on transparency, professionalism, and public trust. Holding officials accountable is not an act of institutional criticism—it is an essential step toward strengthening governance and ensuring that the country’s education system serves students with integrity and efficiency.
