اعزاز کی سیاست یا وقارِ ریاست؟

کسی بھی ملک کے وزیرِ اعظم کو بیرونِ ملک ملنے والے اعزازات صرف ایک فرد کی کامیابی نہیں ہوتے بلکہ پوری قوم کی عزت اور سفارتی وقار کی علامت سمجھے جاتے ہیں۔ اسی لیے ایسے اعزازات کی ساکھ، شفافیت اور تاریخی حیثیت پر کسی بھی قسم کا سوال صرف ایک شخصیت نہیں بلکہ پورے ملک کی بین الاقوامی شبیہ کو متاثر کرتا ہے۔

حالیہ دنوں میں وزیرِ اعظم نریندر مودی کو سیشلز اور اس سے قبل اسرائیل میں ایسے اعزازات دیے گئے جن کے بارے میں بین الاقوامی ذرائع ابلاغ اور بھارتی اپوزیشن نے مختلف سوالات اٹھائے۔ بعض رپورٹس کے مطابق کچھ اعزاز ان کے دورے سے عین پہلے تخلیق کیے گئے، جبکہ سیشلز کے ایک سرٹیفکیٹ میں املا کی غلطیاں بھی سامنے آئیں، جن پر بعد میں متعلقہ حکومت نے وضاحت پیش کرتے ہوئے کہا کہ غلطی سے ابتدائی مسودہ جاری ہوگیا تھا اور بعد میں مستند نسخہ جاری کر دیا گیا۔

دوسری طرف بھارتیہ جنتا پارٹی کا مؤقف ہے کہ یہ اعزازات وزیرِ اعظم مودی کی عالمی قیادت، ماحولیاتی اقدامات اور بھارت کے بڑھتے ہوئے بین الاقوامی اثرورسوخ کا اعتراف ہیں۔ جمہوری معاشروں میں حکومت اور اپوزیشن کے درمیان ایسے اختلافات فطری ہوتے ہیں، مگر اصل سوال یہ ہے کہ کیا قومی وقار کو شخصیت پرستی سے الگ رکھنا ممکن ہے؟

ریاستیں مضبوط اداروں سے پہچانی جاتی ہیں، نہ کہ صرف طاقتور شخصیات سے۔ اگر کسی بھی اعزاز کے بارے میں شکوک و شبہات پیدا ہوں تو بہتر یہی ہے کہ متعلقہ ادارے مکمل شفافیت اختیار کریں تاکہ کسی قسم کی قیاس آرائی باقی نہ رہے۔ بین الاقوامی احترام وہی دیرپا ہوتا ہے جو اعتماد، ساکھ اور ادارہ جاتی وقار پر قائم ہو۔

وزیرِ اعظم کسی بھی جماعت سے تعلق رکھتے ہوں، وہ پوری قوم کی نمائندگی کرتے ہیں۔ اس لیے ان کے اعزازات بھی ایسے ہونے چاہییں جن پر نہ اندرونِ ملک سوال اٹھیں اور نہ ہی عالمی سطح پر۔ قومی وقار کا حقیقی تحفظ اسی میں ہے کہ عزت حاصل بھی ہو اور اس کی ساکھ بھی ہر امتحان پر پوری اترے۔

Awards, Image and the Dignity of the State

When a country’s Prime Minister receives an international honour, it is not merely a personal achievement; it reflects upon the nation itself. For that reason, the credibility, transparency and standing of such honours matter as much as the recognition they represent.

Recent reports surrounding honours presented to Prime Minister Narendra Modi during overseas visits have generated political debate in India. Questions were raised after reports suggested that some awards had been created shortly before his visits, while a certificate issued in Seychelles reportedly contained spelling errors. The Seychelles government later clarified that an early working draft had been circulated inadvertently and that an authenticated version had subsequently been issued.

The Bharatiya Janata Party maintains that these honours recognise Mr. Modi’s international leadership, environmental initiatives and India’s growing global influence. Opposition parties, however, argue that the circumstances surrounding some of these awards deserve greater scrutiny. Such disagreement is a normal feature of democratic politics.

The larger issue goes beyond one individual. Nations derive lasting prestige from strong institutions, credibility and transparency rather than from personality-centred politics alone. Whenever questions arise over honours conferred on national leaders, openness and clear communication help protect both the dignity of the office and the reputation of the country.

Regardless of political affiliation, a Prime Minister represents the entire nation. International recognition therefore carries a responsibility: it should be beyond unnecessary controversy and capable of withstanding public scrutiny. The true measure of national prestige lies not only in receiving honours, but also in ensuring that those honours command unquestioned credibility.
