آخرکار ایران اور امریکہ کے درمیان معاہدہ طے ہوگیا، البتہ ابھی معاہدے پر دستخط نہیں ہوئے ۔ ۱۹ جون یعنی آج کے دن سوئزرلینڈ کے شہر جنیوا میں فریقین اس معاہدے پر دستخط کریں گے۔ معاہدے کی رو سے ایران کی تیل اور پیٹروکیمیکل برآمدات پر عائد پابندیاں ختم ہوجائیں گی۔ امریکہ اور اس کے اتحادیوں کو ایران کو جنگی تاوان ادا کرنا ہوگا، جو تقریباً تین سو ارب ڈالر پر مشتمل ہے۔ مذاکرات کے دوران ایران کے چوبیس ارب ڈالر کے منجمد اثاثے بحال کئے جائیں گے، جبکہ معاہدے سے قبل امریکہ ایران کو بارہ ارب ڈالر جاری کرے گا۔اس کے علاوہ چودہ نکاتی مسودے میں جنگ اور پابندیوں کے خاتمے کے لیے کئی اہم نکات شامل ہیں۔ معاہدے کے اعلان کے ساتھ ہی عالمی بازار میں بھی رونق لوٹ آئی ۔ خام تیل کی قیمتوں میں نمایاں کمی ریکارڈ کی گئی ۔ آبنائے ہرمز کی بحالی سے عالمی توانائی کی سپلائی مستحکم ہوگی، جبکہ تیل درآمد کرنے والے ملکوں کو بھی فائدہ پہنچے گا۔عالمی تجزیہ نگار اس سفارت کاری اور معاہدے میں پیش رفت کو صدی کی اہم کامیابیوں میں شمار کر رہے ہیں، کیونکہ جنگ کا خاتمہ خطے میں امن کے ساتھ عالمی معیشت کے استحکام کا سبب بھی بنے گا۔ البتہ موجودہ صدی میں یہ پہلا ایسا معاہدہ ہے جس میں نام نہاد عالمی طاقت بیک فٹ پر اور نئی طاقت یعنی ایران فرنٹ فٹ پر ہے۔
معاہدے کے اعلان کے ساتھ امریکی عوام اور صدر ٹرمپ نے بھی راحت کی سانس لی ہوگی ۔کیونکہ ٹرمپ اس جنگ سے نکلنے کے لئے بہت بیتاب تھے ۔گوکہ اسرائیل اب بھی اس معاہدے سے ناخوش ہے ۔اس کی بنیادی وجہ اسرائیل کا ناجائز وجود ہے ۔اگر امریکہ نے اسرائیل کے خلاف جاکر معاہدے پر دستخط کئے تو اسرائیل آئندہ کئی خطرات سے دوچار ہوسکتاہے ۔فی الوقت جیساکہ نظر آرہاہے اسرائیل معاہدے پر رضامند نہیں ہے ۔اس معاہدے سے اسرائیل کو ایک بڑا نقصان یہ ہوگاکہ اب اُسے ایران کے ساتھ تنہا الجھنا پڑے گا۔ امریکہ براہ راست اور اعلانیہ اس کی مدد سے دریغ کرے گا۔جب کہ امریکہ پس پردہ کمک سے گریز بھی نہیں کرسکتاکیونکہ مشرق وسطیٰ میں اسرائیل اس کے مفادات کا اہم مرکز ہے ۔امریکہ نے خطے میں اپنی چودھراہٹ اور آمریت کے تسلط کے لئے اسرائیل کےناجائز وجود کو جواز بخشاتھا۔لہذا یہ ممکن نہیں کہ امریکہ پس پردہ اسرائیل کی مدد نہ کرے ۔معاہدے پر دستخط کے بعد امریکہ اور ایران کے درمیان جنگ کے امکانات ختم تو نہیں ہوں گے البتہ کم ضرور ہوجائیں گے ۔کیونکہ امریکہ بہت دن تک کسی معاہدے کا پابند نہیں رہ سکتا۔وہ ہر معاہدے اور ہر جنگ میں پہلے اپنا مفاد تلاش کرتاہے ۔چونکہ اس جنگ میں امریکہ کو بھاری نقصان جھیلناپڑا ہے لہذا آئندہ کچھ سا ل تک جنگ کے امکانات معدوم ضرور ہوجائیں گے ۔ایران نے آخر تک جنگ میں اپنی برتری باقی رکھی ،اس بناپر معاہدے میں ایران کےشرائط حاوی ہیں ۔یہی ایران کی کامیابی بلکہ فتح مبین ہے۔
امریکی صدر ٹرمپ نے معاہدے کا اعلان کرتے ہوئے ’’ٹروتھ سوشل‘‘ پر لکھا کہ: ’’اسلامی جمہوریہ ایران کے ساتھ معاہدہ مکمل ہو چکا ہے، سبھی لوگوں کو مبارک ہو۔ اس کے تحت آبنائے ہرمز کو بغیر کسی پابندی کے کھولنے اور امریکی بحری ناکہ بندی کو فوری طور پر ختم کرنے کی منظوری دی گئی ہے۔ عالمی تجارت اور توانائی کی ترسیل کو معمول پر لانے کا وقت آگیا ہے۔ معاہدے کے تحت ایران کو صرف پُرامن اور غیر فوجی مقاصد کے لیے محدود سطح پر یورینیم افزودہ کرنے کی اجازت ہوگی۔
‘‘ٹرمپ کا حال تو یہ ہے کہ :
بک رہا ہوں جنوں میں کیا کیا کچھ کچھ نہ سمجھے خدا کرے کوئی.
سوال یہ ہے کہ ایران نے جوہری ہتھیار بنانے کی بات کب کی تھی؟ ایران کے سپریم لیڈر شہید آیت اللہ خامنہ ایؒ نے ہمیشہ کہا کہ: ’’جوہری ہتھیار بنانا میرے نزدیک جائز نہیں۔‘‘ کیونکہ جوہری ہتھیار انسانوں کی اجتماعی نسل کشی کا سبب بنتے ہیں۔ اس کے باوجود ٹرمپ کا یہ دعویٰ کہ ’’ایران کو پُرامن اور غیر فوجی مقاصد کے لیے محدود سطح پر یورینیم افزودہ کرنے کی اجازت ہوگی‘‘ ایک مضحکہ خیز بیان ہے۔ ایران نے کبھی یہ دعویٰ نہیں کیا کہ وہ یورینیم کو فوجی مقاصد کے لیے استعمال کرے گا، البتہ یورینیم کے بہانے ایران پر جنگ مسلط کی گئی۔امریکی صدر نے بی۔۲ جنگی طیاروں کے ذریعے ایران پر حملہ کرکے جوہری طاقت کے خاتمے کا اعلان کیا تھا، مگر ان کا یہ دعویٰ بھی تمام تر دعوؤں کی طرح جھوٹ اور غلط ثابت ہوا۔یورونیم کو افزودہ کرنا اور اس کو قومی مفاد میں استعمال کرنا اسی طرح ایران کا حق ہے جس طرح اسرائیل اور امریکہ سمیت دیگر ملک کررہے ہیں ۔اگر یورونیم کی افزودگی اور نیوکلیائی ہتھیار رکھنا انسانیت کے لئے خطرناک ہے تو پھر امریکہ اور اسرائیل کو ایسے ہتھیار رکھنے کا حق کس نے دیا ؟دوسری جانب ٹرمپ نے کہا کہ ’’آبنائے ہرمز کو بغیر کسی پابندی کے کھول دیا جائے گا۔‘‘ سوال یہ ہے کہ آبنائے ہرمز بند کب تھا؟ جنگ سے پہلے آبنائے ہرمز پوری دنیا کے لیے کھلا ہوا تھا۔ جنگ کے دوران ایران نے آبنائے ہرمز پر مکمل کنٹرول حاصل کر لیا، جس کو کھلوانے میں امریکہ کو چھٹی کا دودھ یاد آگیا۔اس صورتِ حال سے تنگ آکر امریکہ نے بحری ناکہ بندی شروع کی، جسے ایران نے کئی بار ناکام بنا کر اپنے مال بردار جہازوں کو ہدف تک پہنچایا۔ اگر آبنائے ہرمز کو کنٹرول کرنا اور اسے کھلوانا اتنا آسان ہوتا تو امریکہ کبھی ایران کے ساتھ مذاکرات کی میز پر نہ آتا۔ چوطرفہ ناکامیوں نے امریکہ کو معاہدے پر مجبور کیا ہے۔
سوال یہ ہے کہ آخر ایران کے ساتھ پنجہ آزمائی کرکے امریکہ نے کیا حاصل کیا؟ اس سوال کی گونج اب عالمی تجزیہ نگاروں کی تحریروں میں بھی سنائی پڑ رہی ہے۔ کیونکہ جن بلند بانگ دعوؤں کے ساتھ امریکہ مشرق وسطیٰ، خصوصاً سمندر میں جنگی جہازوں کے ساتھ داخل ہوا تھا، وہ تمام دعوے دھرے کے دھرے رہ گئے۔ نہ تو امریکہ ایران میں رجیم تبدیل کر سکا، نہ ایران کا یورینیم حاصل کر سکا، اور نہ ہی اس کے بی۔۲ جنگی طیارے ایران کی جوہری طاقت پر کوئی فیصلہ کن ضرب لگا سکے۔کشمکش کا آغاز رجیم کی تبدیلی اور یورینیم پر قبضے کے دعوؤں سے ہوا تھا، لیکن جب یہ ممکن نہ ہو سکا تو امریکہ نے پینترا بدلا اور کہا کہ ہم ایران کے میزائل پروگرام کو محدود یا ختم کر دیں گے۔ یہاں بھی ناکامی ہاتھ آئی تو آبنائے ہرمز پر تناتنی ہوگئی۔ ٹرمپ نے پھر اعلان کیا کہ امریکی فوجیں آبنائے ہرمز پر کنٹرول حاصل کریں گی، مگر کنٹرول تو دور، امریکی فوجیں آبنائے ہرمز میں داخل بھی نہ ہو سکیں، چہ جائیکہ دعوے یہ تھے کہ ایران میں زمینی آپریشن کا آپشن بھی موجود ہے۔آبنائے ہرمز کھلوانے میں ناکام ٹرمپ پوری دنیا سے فریاد کرتا ہوا نظر آیا، مگر کوئی اس کی مدد کے لیے نہیں پہنچا۔ امریکہ کو عالمی سطح پر ایسی ذلت اور تنہائی کا اس سے پہلے کبھی سامنا نہیں ہوا۔ آخرکار بات جنگ سے معاہدے تک پہنچ گئی۔ معاہدہ پہلے بھی ایران کی شرطوں پر ہو رہا تھا اور آج بھی صورت حال بدلی نہیں ہے۔ایران کی کامیابی یہ ہے کہ وہ نہ جھکا اور نہ دبا۔ اس نے امریکی حملوں کا جواب دلیری کے ساتھ دیا، خطے میں امریکی فوجیوں پر زمین تنگ کر دی، اس کے خطرناک اسلحے کو دھول چٹا دی، خوف ناک جنگی بیڑوں کو اپنے بحری حدود سے باہر نکال دیا اور امریکی دفاعی نظام کی قلعی کھول کر رکھ دی۔ اس پر مستزاد یہ کہ ایران نے امریکی مطالبات مسترد کرکے اپنے مطالبات منوائے، اور بڑی کامیابی یہ بھی ہے کہ وہ مقاومت کی حمایت سے دستبردار نہیں ہوا ۔خاص طورپر لبنان پر اسرائیلی جارحیت کا دنداں شک جواب دیا۔
اب آتےہیں معاہدے پر ایران کے موقف کی طرف ۔تہران میں ایران کے ترجمان اسماعیل بقائی نے صحافیوں سے خطاب کرتے ہوئے کہا کہ: ‘‘ایران ہمیشہ مذاکرات اور سفارت کاری کا حامی رہا ہے، تاہم معاہدے کا ہرگز یہ مطلب نہیں ہے کہ ایران اپنے نقصانات اور جنگ کے دوران ہونے والے جرائم کو بھول جائے گا۔’’انہوں نے معاہدے کو منجمد اثاثوں کی بحالی، جنگی نقصانات کی تلافی اور لبنان میں مکمل جنگ بندی سے مشروط قرار دیا۔ جبکہ اسرائیل لبنانی حدود سے انخلاء اور جنگ بندی پر راضی نہیں ہے، مگر امریکی مطالبے پر اسے پیچھے ہٹنا پڑے گا۔ کیونکہ اگر اسرائیل امریکی مطالبات کو تسلیم نہیں کرے گا تو نتن یاہو کے اقتدار کے لئےخطرات بڑھ جائیں گے۔
اس جنگ نے امریکہ کو کئی سبق سکھائے ہوں گے۔ اول تو یہ کہ ہر ملک کو وینزویلا سمجھنے کی غلطی نہ کی جائے۔ دوسرے یہ کہ جنگ شروع کرنا امریکہ کے اختیار میں ہے، مگر جنگ کا خاتمہ اس کے بس میں نہیں۔ تیسرے یہ کہ امریکہ جس اسلحے اور دفاعی نظام پر بھروسہ کرکے دنیا پر بادشاہت کا خواب دیکھ رہا ہے، وہ اس کی حفاظت اور دفاع کے لیے ناکافی ہے۔چوتھے یہ کہ اسرائیل کی پشت پناہی اور اسلحہ کی فراہمی پر اُسے غوروخوض کرنا ہوگا، کیونکہ عالمی سطح پر امریکی ساکھ کی بربادی میں اسرائیل کا ناقابلِ فراموش کردار ہے۔ پانچواں نکتہ یہ ہے کہ امریکہ اب عالمی طاقت نہیں رہا۔ اس جنگ کے بعد نہ صرف خطے میں بلکہ دنیا میں بھی طاقت کا توازن بدل گیا ہے۔ دنیااب امریکی دھونس کو برداشت نہیں کرے گی، خاص طور پر مشرقِ وسطیٰ میں امریکی مفادات اور فوجی مراکز غیر محفوظ ہیں۔ اس بنا پر امریکہ کو ہر قدم پھونک پھونک کر رکھنا ہوگا۔

At long last, an agreement has been reached between Iran and the United States, although it has not yet been formally signed. The two sides are expected to sign the accord today, June 19, in Geneva, Switzerland.
Under the terms of the agreement, sanctions imposed on Iran’s oil and petrochemical exports will be lifted. The United States and its allies will be required to compensate Iran for war-related damages, estimated at nearly $300 billion. During the negotiations, Iran’s frozen assets worth $24 billion will be restored, while Washington is expected to release $12 billion to Tehran before the agreement is formally concluded.
In addition, the fourteen-point draft agreement includes several important provisions aimed at ending both the conflict and the sanctions regime. The announcement of the accord has already revived confidence in global markets. Crude oil prices have recorded a significant decline, and the reopening of the Strait of Hormuz is expected to stabilize global energy supplies while benefiting oil-importing nations.
International analysts are describing this diplomatic breakthrough as one of the most significant achievements of the century, arguing that the end of the conflict will not only promote peace in the region but also contribute to global economic stability. Yet this may be the first major agreement of the twenty-first century in which the self-proclaimed global superpower appears to be on the defensive, while a rising regional power—Iran—has negotiated from a position of strength.
The announcement of the agreement must also have come as a relief to the American public and President Donald Trump, who appeared increasingly eager to find a way out of the conflict. Israel, however, remains dissatisfied with the deal. The primary reason lies in the nature of Israel’s own strategic position. If the United States proceeds with the agreement despite Israeli objections, Israel could face a range of future challenges.
At present, Israel does not seem willing to endorse the accord. One of the major consequences for Israel is that it may increasingly find itself confronting Iran alone. While Washington may avoid providing open and direct military support, it is unlikely to completely withdraw its behind-the-scenes assistance, given that Israel remains a central pillar of American interests in the Middle East.
The United States historically justified and supported Israel’s position as part of its broader effort to maintain strategic dominance in the region. Therefore, it is unrealistic to assume that Washington would entirely cease supporting Israel. Even after the agreement is signed, the possibility of future tensions or conflict between Iran and the United States may not disappear altogether, though it will certainly diminish.
The United States has rarely remained bound by agreements for long periods when its interests are at stake. In both war and diplomacy, Washington traditionally seeks to protect its own strategic interests first. Since this conflict has imposed significant costs on the United States, the likelihood of another confrontation in the near future appears remote.
Iran maintained its position throughout the conflict and entered the negotiations with considerable leverage. As a result, Iranian conditions have reportedly played a dominant role in shaping the agreement. For many observers in Tehran, this represents not merely a diplomatic success but a decisive victory.
Announcing the agreement, President Trump wrote on Truth Social:
“The agreement with the Islamic Republic of Iran has been finalized. Congratulations to everyone. It provides for the unrestricted reopening of the Strait of Hormuz and the immediate end of the American naval blockade. The time has come to restore global trade and energy flows. Under the agreement, Iran will be permitted to enrich uranium only to a limited extent and exclusively for peaceful, non-military purposes.”
One is reminded of the poetic line:
“In my frenzy, I am selling everything;
May God spare anyone from understanding what I am doing.”
The question is: when did Iran ever declare its intention to develop nuclear weapons? Iran’s Supreme Leader, Ayatollah Ali Khamenei, has repeatedly maintained that the production of nuclear weapons is religiously impermissible because such weapons lead to the mass destruction of human life.
Against this backdrop, Trump’s assertion that Iran will be allowed to enrich uranium only for peaceful and non-military purposes appears rather ironic. Iran has never officially claimed that it intended to use uranium enrichment for military purposes. Yet, uranium enrichment became the principal justification for imposing war and sanctions on the country.
President Trump had previously announced that American B-2 bombers had crippled Iran’s nuclear capabilities. However, like many other claims made during the conflict, this assertion also failed to withstand scrutiny. Enriching uranium and utilizing it for national development is, according to this view, Iran’s sovereign right—just as the United States, Israel, and other countries exercise similar rights.
If uranium enrichment and nuclear weapons truly pose a danger to humanity, then one may ask: who granted the United States and Israel the authority to possess such arsenals?
Trump also claimed that the Strait of Hormuz would be reopened without restrictions. Yet another question arises: when exactly was the Strait completely closed? Before the conflict, the waterway remained open to international shipping. During the war, however, Iran established effective control over the Strait, making it increasingly difficult for the United States to challenge its position.
Faced with these difficulties, Washington reportedly resorted to a naval blockade, but Iran repeatedly succeeded in escorting its commercial vessels through contested waters. Had controlling the Strait of Hormuz been as easy as American officials suggested, the United States would hardly have found itself compelled to negotiate with Tehran. It was a succession of strategic setbacks that ultimately pushed Washington toward the negotiating table.
The larger question remains: what exactly did the United States gain from its confrontation with Iran?
This question is now increasingly echoed in the writings of international analysts. The lofty objectives with which Washington entered the Middle East—backed by naval fleets and overwhelming military power—appear largely unrealized.
The United States neither succeeded in bringing about regime change in Iran, nor in securing control over Iran’s uranium resources. Its B-2 bombers failed to deliver a decisive blow to Iran’s nuclear infrastructure. The conflict initially revolved around ambitious goals such as overthrowing the Iranian government and controlling its strategic resources. When these objectives proved unattainable, attention shifted to restricting Iran’s missile program. That effort, too, yielded little success.
The dispute then moved to the Strait of Hormuz. President Trump declared that American forces would establish control over the strategic waterway. Yet not only did they fail to secure control, they were unable to operate there as freely as originally envisioned. Discussions of a possible ground operation inside Iran gradually faded from official rhetoric.
Unable to achieve its objectives in the Strait of Hormuz, the United States found itself appealing for broader international support. Yet few countries appeared willing to join its efforts. For many observers, this represented an unprecedented moment of diplomatic isolation for Washington.
Ultimately, the conflict came full circle—from war to negotiation. According to supporters of Tehran’s position, the agreement reflected Iranian conditions from the beginning, and the final outcome has not substantially altered that reality.
Iran’s supporters argue that the country neither bowed nor surrendered. Instead, it responded forcefully to military pressure, complicated the strategic environment for American forces in the region, exposed vulnerabilities in advanced weapon systems, and challenged assumptions regarding American military superiority.
They further contend that Iran rejected key American demands while securing recognition of several of its own priorities. Equally significant, from this perspective, is that Tehran did not abandon its support for regional resistance movements, particularly in relation to Israeli military actions in Lebanon.
Turning to Iran’s official position on the agreement, Foreign Ministry spokesman Esmaeil Baghaei stated in Tehran:
“Iran has always supported dialogue and diplomacy. However, this agreement does not mean that Iran will forget the losses it suffered or the crimes committed during the war.”
He added that the restoration of frozen assets, compensation for wartime damages, and a comprehensive ceasefire in Lebanon remain important considerations. While Israel has so far shown reluctance regarding withdrawal and ceasefire arrangements, supporters of the agreement believe that American pressure may eventually compel compliance.
This conflict, many argue, has taught Washington several important lessons.
First, not every country can be treated as though it were weak and isolated.
Second, while the United States may possess the ability to initiate wars, it does not necessarily possess the ability to determine how or when they end.
Third, the military hardware and defense systems upon which Washington relies for global dominance may not be sufficient to guarantee either security or strategic success.
Fourth, American policymakers may need to reassess the costs and consequences of unconditional support for Israel, particularly given the impact such policies have had on Washington’s international reputation.
Finally, according to this analysis, the war has accelerated a broader shift in the global balance of power. The world is becoming increasingly multipolar, and the ability of any single nation to impose its will unilaterally is diminishing. In the Middle East especially, American interests and military installations now face greater vulnerabilities than before.
For this reason, the United States, it is argued, will have to proceed with far greater caution in the years ahead.
