جنگ کی دھول ابھی پوری طرح بیٹھی بھی نہیں کہ سفارت کاری کے افق پر ایک نئی پیش رفت نمودار ہوئی ہے۔ وسطی ایشیا کے اہم ملک قازقستان نے عندیہ دیا ہے کہ اگر امریکہ اور ایران کے درمیان جوہری پروگرام کے حوالے سے کوئی معاہدہ طے پا جاتا ہے تو وہ ایران کے انتہائی افزودہ یورینیم کے ذخیرے کو اپنی تحویل میں لینے کے لیے تیار ہے۔

بین الاقوامی جوہری توانائی ایجنسی (IAEA) کے سربراہ رافیل گروسی کے مطابق قازقستان کے صدر قاسم جومارت توقایف نے اس امکان پر آمادگی ظاہر کی ہے۔ یہ تجویز ایک ایسے وقت سامنے آئی ہے جب واشنگٹن اور تہران کے درمیان جاری پس پردہ مذاکرات میں ایران کے تقریباً 440 کلوگرام ساٹھ فیصد افزودہ یورینیم کا مستقبل سب سے پیچیدہ اور حساس مسئلہ بنا ہوا ہے۔

امریکی صدر ڈونلڈ ٹرمپ مسلسل اس بات پر زور دیتے رہے ہیں کہ اس ذخیرے کو ایران سے باہر منتقل کیا جائے، جبکہ تہران سرِعام اس کی مخالفت کرتا رہا ہے۔ تاہم سفارتی ذرائع کے مطابق ممکنہ معاہدے کے تحت اس یورینیم کو یا تو کم افزودہ بنایا جا سکتا ہے یا کسی تیسرے ملک میں منتقل کرنے پر غور کیا جا سکتا ہے۔

ماہرین کے مطابق یہ ذخیرہ اگر مزید افزودہ کیا جائے تو تقریباً دس جوہری ہتھیاروں کے لیے کافی سمجھا جاتا ہے۔ یہی وجہ ہے کہ اس کا مستقبل نہ صرف ایران اور امریکہ بلکہ پوری دنیا کی سلامتی کے لیے اہمیت رکھتا ہے۔

قازقستان پہلے ہی بین الاقوامی جوہری توانائی ایجنسی کے کم افزودہ یورینیم بینک کی میزبانی کر رہا ہے، جس کی وجہ سے اسے اس حساس مواد کے محفوظ ذخیرے کے لیے ایک موزوں مقام تصور کیا جا رہا ہے۔

ادھر امریکہ ایران سے یورینیم افزودگی پر بیس سالہ پابندی قبول کرنے کا مطالبہ بھی کر رہا ہے۔ اگرچہ مذاکرات ابھی حتمی مرحلے میں نہیں پہنچے، لیکن رافیل گروسی کا کہنا ہے کہ دونوں فریقوں میں سمجھوتے کی خواہش موجود ہے اور ایک جامع معاہدہ اب بھی ممکن ہے۔


بعض اوقات جنگیں وہ دروازے کھول دیتی ہیں جو برسوں کی سفارت کاری نہیں کھول پاتیں۔ ایران کے یورینیم ذخیرے کا مسئلہ صرف جوہری مواد کی نگرانی کا معاملہ نہیں بلکہ اعتماد، سلامتی اور عالمی توازن کی ایک ایسی آزمائش ہے جس پر آنے والے برسوں کی سیاست کا انحصار ہو سکتا ہے۔

Kazakhstan Offers Safe Haven for Iran’s Enriched Uranium Stockpile

As the dust of conflict slowly settles, a new diplomatic initiative has emerged on the horizon. Kazakhstan has indicated its willingness to take custody of Iran’s stockpile of highly enriched uranium if Washington and Tehran reach a broader agreement on Iran’s nuclear programme.

According to Rafael Grossi, Director-General of the International Atomic Energy Agency (IAEA), Kazakh President Kassym-Jomart Tokayev expressed openness to hosting the material during recent discussions. The proposal comes at a critical moment, as the future of Iran’s estimated 440 kilograms of uranium enriched to 60 percent remains one of the most contentious issues in ongoing back-channel negotiations between the United States and Iran.

President Donald Trump has repeatedly insisted that the stockpile be removed from Iranian territory, while Tehran has publicly resisted such demands. Nevertheless, diplomatic sources suggest that a potential framework agreement could include discussions on either diluting the material or transferring it to a third country under international supervision.

Experts note that if further enriched, the stockpile could theoretically provide material sufficient for approximately ten nuclear weapons. For this reason, its future carries implications far beyond the region, touching upon global security and non-proliferation efforts.

Kazakhstan already hosts the IAEA’s Low-Enriched Uranium Bank, making it a credible and technically suitable location for the secure storage of sensitive nuclear material.

Meanwhile, Washington is also seeking a twenty-year moratorium on Iranian uranium enrichment as part of a broader settlement. Although negotiations remain incomplete, Grossi maintains that both sides have shown a willingness to compromise and that a diplomatic breakthrough remains possible.


History often shows that diplomacy begins where warfare reaches its limits. The debate over Iran’s uranium stockpile is not merely about nuclear material; it is a test of trust, international security, and the fragile balance upon which future peace may depend.
