مولانا ارشد مدنی کی اپیل اور مسئلہ کا ممکنہ حل

بھارت ایک ایسا ملک ہے جہاں صدیوں سے مختلف مذاہب، ثقافتیں اور تہذیبیں ایک ساتھ پروان چڑھتی آئی ہیں۔ اس سرزمین کی اصل خوبصورتی اس کی گوناگونی، برداشت اور بقائے باہمی میں رہی ہے۔ مگر افسوس کہ گزشتہ کئی دہائیوں سے گائے کا مسئلہ محض ایک مذہبی یا سماجی معاملہ نہیں رہا بلکہ اسے سیاست، نفرت اور تشدد کے ایک خطرناک ہتھیار میں تبدیل کردیا گیا ہے۔

آج یہ حقیقت کسی سے پوشیدہ نہیں کہ گائے کے نام پر ملک میں متعدد المناک واقعات رونما ہوئے۔ مسلمانوں اور دیگر اقلیتوں کو ہجوم کے ہاتھوں تشدد، ماب لنچنگ اور قتل کا نشانہ بنایا گیا۔ بعض اوقات صرف افواہ، شبہ یا سوشل میڈیا کی جھوٹی پوسٹ ہی انسانی جان لینے کے لیے کافی ثابت ہوئی۔ یہ صورت حال نہ صرف ہندوستانی سماج کے لیے خطرناک ہے بلکہ دنیا بھر میں بھارت کی شبیہ کو بھی شدید نقصان پہنچا رہی ہے۔

موجودہ دور میڈیا اور ڈیجیٹل انقلاب کا دور ہے۔ اب کوئی واقعہ کسی گاؤں یا قصبے تک محدود نہیں رہتا۔ چند منٹوں میں ویڈیوز پوری دنیا میں وائرل ہوجاتی ہیں۔ جب دنیا یہ دیکھتی ہے کہ ایک انسان کو صرف اس شبہے میں مار دیا گیا کہ اس نے گائے ذبح کی یا گوشت خریدا، تو بھارت کی جمہوری اور انسانی اقدار پر سوال اٹھنے لگتے ہیں۔ عالمی سطح پر ملک کی ساکھ متاثر ہوتی ہے، سرمایہ کاری کا ماحول خراب ہوتا ہے اور معاشی ترقی بھی اس کشیدگی کی بھینٹ چڑھتی ہے۔

افسوسناک پہلو یہ ہے کہ حالات کو بہتر بنانے کے بجائے بعض اوقات مزید سخت قوانین اور سیاسی بیانات ماحول کو زیادہ حساس بنا دیتے ہیں۔ نفرت انگیز عناصر کو روکنے اور قانون ہاتھ میں لینے والوں کے خلاف مؤثر کارروائی کے بجائے اکثر اصل توجہ صرف ذبیحہ کے مسئلہ پر مرکوز کردی جاتی ہے۔ نتیجہ یہ نکلتا ہے کہ معاشرہ مزید تقسیم ہوتا چلا جاتا ہے۔

ایسے نازک ماحول میں جمعیۃ علماء ہند کے قائد مولانا ارشد مدنی کی اپیل غیر معمولی اہمیت اختیار کر جاتی ہے۔ انہوں نے ایک بہت بڑے عوامی اجتماع میں، جس میں ہندو، سکھ، مذہبی رہنما اور مندروں کے پجاری بھی شریک تھے، سب کے ساتھ کھڑے ہوکر حکومت سے مطالبہ کیا کہ اگر گائے کو اتنی اہمیت حاصل ہے تو اسے باضابطہ طور پر #قومی جانور# قرار دیا جائے اور اس کی حفاظت، نگہداشت اور کفالت کی مکمل ذمہ داری حکومت اپنے ہاتھ میں لے۔ انہوں نے یہ بھی کہا کہ اگر کوئی شخص گائے کو ذبح کرے یا غیر قانونی طور پر فروخت کرے تو اس کے خلاف سخت قانونی کارروائی کی جائے۔ اسی اجتماع میں مولانا مدنی نے مسلمانوں سے اپیل کی کہ موجودہ حالات میں گائے کی قربانی سے گریز کریں تاکہ ملک میں امن و امان برقرار رہے اور فرقہ وارانہ طاقتوں کو اشتعال پھیلانے کا موقع نہ ملے۔ یہ اپیل دراصل قومی یکجہتی، سماجی ذمہ داری اور امن پسندی کی ایک مثال تھی۔

اسی طرح کولکاتا جامع مسجد کے امام صاحب نے بھی نہایت دانشمندانہ تجویز پیش کی کہ اگر حکومت واقعی اس مسئلے کا مستقل حل چاہتی ہے تو گائے کو “قومی جانور” قرار دے دے اور اس کی مکمل ذمہ داری ریاست اپنے ہاتھ میں لے۔ بہترین پناہ گاہیں، چارہ، طبی سہولتیں اور مناسب نگہداشت فراہم کی جائے تاکہ یہ مسئلہ ہجوم، نفرت اور تشدد کے بجائے آئینی اور انسانی بنیادوں پر حل ہو۔

اصل سوال صرف گائے کا نہیں بلکہ انسانیت، قانون اور سماجی ہم آہنگی کا ہے۔ کسی بھی مہذب معاشرے میں قانون اپنے ہاتھ میں لینے کی اجازت نہیں دی جا سکتی۔ اگر ایک جانور کے احترام کے نام پر انسانوں کی جانیں لی جائیں، بستیاں جلائی جائیں اور نفرت کو ہوا دی جائے تو یہ نہ مذہب کی خدمت ہے اور نہ قوم کی۔

آج ضرورت اس بات کی ہے کہ حکومت، مذہبی قائدین، سماجی تنظیمیں اور میڈیا سب مل کر ایک ایسا ماحول پیدا کریں جہاں اختلاف نفرت میں تبدیل نہ ہو۔ ملک کی ترقی، معیشت اور عالمی وقار اسی وقت محفوظ رہ سکتے ہیں جب شہری خوف کے بجائے اعتماد کے ساتھ زندگی گزاریں۔

ہندوستان کی اصل طاقت اس کی کثرت میں وحدت رہی ہے۔ اگر ہم نے نفرت کے بجائے حکمت، تشدد کے بجائے قانون، اور اشتعال کے بجائے انسانیت کو ترجیح دی، تو یہی ملک دنیا کے سامنے امن، رواداری اور ہم آہنگی کی روشن مثال بن سکتا ہے۔

India has long been celebrated as a land where diverse religions, cultures, and traditions coexist. The true beauty of this nation lies in its diversity, tolerance, and spirit of coexistence. Unfortunately, over the past several decades, the issue of the cow has ceased to remain merely a religious or social matter; it has increasingly been transformed into a dangerous tool of politics, hatred, and violence.

Today, it is no secret that numerous tragic incidents have taken place in the name of cow protection. Muslims and other minorities have often become victims of mob violence and lynching. In many cases, mere rumors, suspicions, or misleading social media posts have been enough to cost innocent lives. Such incidents not only endanger the social fabric of India but also severely damage the country’s image across the world.

We live in an age of digital media where no incident remains confined to a village or town. Within minutes, videos spread globally through social media. When the world witnesses people being attacked or killed merely on suspicion of cow slaughter or possession of beef, serious questions arise regarding India’s democratic and humanitarian values. This growing atmosphere of intolerance affects India’s international reputation, discourages investment, and ultimately harms the nation’s economy and development.

What is even more unfortunate is that instead of calming tensions, stricter laws and provocative political rhetoric often intensify the situation. Rather than firmly punishing those who take the law into their own hands, much of the focus remains solely on criminalizing cow slaughter. As a result, society continues to become increasingly polarized.

In this sensitive environment, the appeal made by Maulana Arshad Madani carries exceptional significance. Addressing a massive public gathering attended by Hindus, Sikhs, religious leaders, and Hindu priests, he urged the government to officially declare the cow a “National Animal” and to assume full responsibility for its protection and welfare. He further stated that anyone involved in illegal slaughter or sale of cows should face strict legal punishment. At the same gathering, Maulana Madani appealed to Muslims to refrain from cow sacrifice in the current circumstances in order to preserve peace and prevent communal forces from exploiting the issue. His appeal reflected wisdom, social responsibility, and a sincere commitment to national harmony.

Similarly, the Imam of Kolkata Jama Masjid also proposed a constructive solution, suggesting that if the government truly wishes to resolve the issue permanently, it should officially recognize the cow as a national animal and establish proper systems for its care and protection — including shelters, food, and medical facilities. Such an approach would help address the issue constitutionally and humanely rather than through mob violence and hatred.

At its core, this issue is not merely about the cow; it is about humanity, law, and social harmony. No civilized society can permit mobs to take the law into their own hands. If human lives are lost, homes destroyed, and hatred spread in the name of respecting an animal, then neither religion nor the nation is truly being served.

Today, India needs collective wisdom from the government, religious leaders, civil society, and the media to create an atmosphere where differences do not turn into hatred. The country’s progress, economy, and global standing can only remain secure when citizens live with trust rather than fear.

India’s greatest strength has always been its “unity in diversity.” If wisdom replaces hatred, law replaces violence, and humanity replaces provocation, then India can once again emerge before the world as a shining example of peace, tolerance, and coexistence.
