نئی دہلی — پارلیمنٹ میں پیش کیے جانے والے مجوزہ حد بندی بل کے پس منظر میں سیاسی یقین دہانیوں اور خدشات کی ایک خاموش مگر اہم کہانی سامنے آئی ہے۔ نارا چندرابابو نائیڈو کی قیادت میں تلگو دیشم پارٹی (ٹی ڈی پی) نے ابتدا میں اس عمل پر تحفظات کا اظہار کیا تھا، خصوصاً جنوبی ریاستوں کے ممکنہ نشستوں کے نقصان کے خدشے کے پیشِ نظر۔
ذرائع کے مطابق، ٹی ڈی پی نے مرکز سے واضح یقین دہانی حاصل کرنے کے بعد ہی اس بل کی حمایت کا فیصلہ کیا۔ پارٹی کے رکن پارلیمنٹ کرشنا پرساد تینیتی نے مرکزی وزیر قانون ارجن رام میگھوال سے ملاقات کی اور جنوبی ریاستوں کے حصے میں ممکنہ کمی پر تشویش ظاہر کی۔
مرکزی حکومت کی جانب سے یقین دہانی کرائی گئی کہ حد بندی کا عمل متناسب بنیاد (pro-rata basis) پر ہوگا اور کسی بھی جنوبی ریاست کی لوک سبھا نشستوں میں کمی نہیں کی جائے گی۔ اسی سلسلے میں نارا چندرابابو نائیڈو نے براہ راست مرکزی وزیر داخلہ امت شاہ سے بھی رابطہ کیا، جنہوں نے اس یقین دہانی کو مزید تقویت دی۔
ابتدائی خدشات کے مطابق آندھرا پردیش کی نمائندگی کم ہو کر تقریباً 4.1 فیصد تک جا سکتی تھی، تاہم حکومتی وضاحت کے بعد یہ یقین دہانی دی گئی کہ ریاست کا حصہ 4.6 فیصد برقرار رہے گا۔
ٹی ڈی پی نے ان یقین دہانیوں کے بعد اطمینان کا اظہار کیا اور بل کی حمایت میں شامل ہو گئی—یوں پارلیمنٹ میں پیشی سے محض ایک دن قبل سیاسی صف بندی مکمل ہو گئی۔

New Delhi — Behind the tabling of the proposed delimitation bill in Parliament lies a quiet yet significant story of political negotiation and reassurance. The Telugu Desam Party (TDP), led by Andhra Pradesh Chief Minister N. Chandrababu Naidu, initially expressed concerns over the potential loss of parliamentary representation for southern states.
According to sources, the TDP extended its support only after receiving clear assurances from the Centre. Party MP Krishna Prasad Teneti engaged with Union Law Minister Arjun Ram Meghwal, raising concerns about a possible reduction in the southern states’ share of Lok Sabha seats.
The Centre responded by assuring that the delimitation exercise would be conducted on a pro-rata basis, ensuring that no southern state would lose its existing share. On the same day, Naidu also spoke directly with Union Home Minister Amit Shah, reinforcing the commitment.
Earlier apprehensions suggested that Andhra Pradesh’s share might decline to around 4.1%, but following the Centre’s clarification, it was assured that the state would retain its 4.6% share.
With these assurances in place, the TDP expressed satisfaction and came on board—just 24 hours before the bill was introduced—highlighting how consensus in Indian politics often rests on delicate negotiations and timely assurances.
