ایران نے ایک بار پھر مشرقِ وسطیٰ میں ایک نئے علاقائی سیکیورٹی اور عسکری اتحاد کی تجویز پیش کی ہے، جس میں امریکہ اور اسرائیل کو شامل نہ کرنے پر زور دیا گیا ہے۔
ایرانی مسلح افواج کے ایک ترجمان نے عربی زبان میں جاری بیان میں خطے کے ممالک، خصوصاً خلیجی اور مسلم ریاستوں، سے اپیل کی کہ وہ اپنی سلامتی کے لیے بیرونی طاقتوں پر انحصار ختم کرتے ہوئے مشترکہ دفاعی نظام قائم کریں۔
ترجمان نے امریکہ کے کردار کو براہِ راست چیلنج کرتے ہوئے کہا کہ خطے کی سلامتی کسی دور دراز ملک کے ہاتھ میں نہیں ہونی چاہیے۔ انہوں نے امریکہ کی فوجی موجودگی کو تنقید کا نشانہ بناتے ہوئے سوال اٹھایا کہ اس سے خطے کو کیا فائدہ ہوا ہے۔
ایران کی یہ تجویز دراصل اس کے دیرینہ مؤقف کی عکاسی کرتی ہے، جس میں وہ خلیجی خطے سے امریکی فوجی اثر و رسوخ کے خاتمے کا مطالبہ کرتا رہا ہے۔ اس بار تاہم اس پیغام کو جاری جنگی صورتحال کے تناظر میں زیادہ جارحانہ انداز میں پیش کیا گیا ہے۔
ایرانی بیان میں ماضی کی عرب-اسرائیل جنگوں (1967 اور 1973) کا حوالہ دیتے ہوئے کہا گیا کہ علاقائی تقسیم اور عدم تعاون نے کمزوری کو جنم دیا، اس لیے اب متحد ہو کر ایک مضبوط دفاعی اتحاد قائم کرنا ضروری ہے۔
ماہرین کے مطابق یہ پیشکش فوری طور پر کسی عملی تبدیلی کا سبب تو نہیں بنے گی، تاہم یہ خطے میں بدلتی ہوئی جغرافیائی سیاست (geopolitics) اور ممکنہ نئے اتحادوں کی طرف اشارہ کرتی ہے۔
یہ اعلان ایسے وقت میں سامنے آیا ہے جب خطہ پہلے ہی شدید کشیدگی، جاری فوجی جھڑپوں اور جنگ بندی کی کوششوں کے درمیان ایک نازک مرحلے سے گزر رہا ہے۔
