راجیہ سبھا سے پیدائش و اموات کے اندراج میں ترمیمی بل منظور، لوک سبھا سے اختصاصی بل بھی منظور

نئی دہلی، 4 اگست: پارلیمنٹ کے مانسون اجلاس کے دوران منگل کے روز راجیہ سبھا نے شدید ہنگامہ آرائی اور اپوزیشن کے احتجاج کے درمیان پیدائش و اموات کے اندراج (ترمیمی) بل، 2026 کو صوتی ووٹنگ کے ذریعے منظور کر لیا۔ یہ بل 31 جولائی کو پہلے ہی لوک سبھا سے منظور ہو چکا تھا۔

دوپہر دو بجے ایوان کی کارروائی دوبارہ شروع ہونے پر نائب چیئرمین ہری ونش نارائن سنگھ نے وزیر مملکت برائے داخلہ نتیانند رائے کو بل پیش کرنے کی اجازت دی۔ منظوری کے بعد ایوان کی کارروائی بدھ تک ملتوی کر دی گئی۔

ترمیمی قانون کے مطابق پیدائش اور اموات کے تاخیر سے اندراج کے لیے دو مرحلوں پر مشتمل نیا نظام نافذ کیا جائے گا۔ ایک سے دو سال کی تاخیر کی صورت میں اندراج کے لیے ضلع مجسٹریٹ، سب ڈویژنل مجسٹریٹ یا مجاز ایگزیکٹو مجسٹریٹ کی منظوری درکار ہوگی، جبکہ دو سال سے زیادہ تاخیر کی صورت میں صرف جوڈیشل مجسٹریٹ فرسٹ کلاس ہی منظوری دینے کا مجاز ہوگا۔

مرکزی حکومت کا کہنا ہے کہ اس تبدیلی کا مقصد انتہائی تاخیر سے ہونے والے اندراجات میں جعل سازی کو روکنا، سرکاری ریکارڈ کو زیادہ قابل اعتماد بنانا اور قومی آبادیاتی اعداد و شمار کی درستگی کو بہتر بنانا ہے۔

ادھر لوک سبھا نے بھی اپوزیشن کے احتجاج کے دوران اختصاصی (Appropriation No. 3) بل، 2026 کو صوتی ووٹنگ سے منظور کر لیا۔ اس بل کے ذریعے 31 مارچ 2023 کو ختم ہونے والے مالی سال کے دوران بعض سرکاری خدمات پر منظور شدہ بجٹ سے زائد اخراجات کو قانونی منظوری دی گئی ہے۔

وزیر خزانہ نرملا سیتا رمن نے اسی دوران ٹیکسیشن اینڈ ادر لاز (ترمیمی) بل، 2026 بھی ایوان میں پیش کیا، جس کے ذریعے ادائیگی و تصفیہ نظام قانون، 2007، انکم ٹیکس قانون، 2025 اور فنانس قانون، 2026 میں ترامیم تجویز کی گئی ہیں۔

مسلسل احتجاج اور نعرہ بازی کے باعث لوک سبھا کی کارروائی بھی دن بھر متاثر رہی اور ایوان کو بدھ کی صبح گیارہ بجے تک ملتوی کر دیا گیا۔

پارلیمنٹ کے دونوں ایوانوں میں اپوزیشن نے رام مندر چندہ معاملہ، 20 جولائی کے پارلیمنٹ مارچ کے دوران پولیس کارروائی اور کاویری آبی تنازع سمیت مختلف مسائل پر احتجاج کیا، جس کے باعث کارروائی متعدد مرتبہ روکنی پڑی۔

Rajya Sabha Passes Births and Deaths Registration Amendment Bill; Lok Sabha Clears Appropriation Bill

New Delhi, August 4: During the ongoing Monsoon Session of Parliament, the Rajya Sabha on Tuesday passed the Registration of Births and Deaths (Amendment) Bill, 2026 by voice vote amid persistent protests and sloganeering by Opposition members. The Bill had already been approved by the Lok Sabha on July 31.

After the House reassembled at 2 p.m., Deputy Chairman Harivansh Narayan Singh called upon Minister of State for Home Affairs Nityanand Rai to move the Bill for consideration. Following its passage, the Rajya Sabha was adjourned until Wednesday.

The amendment introduces a stricter two-tier mechanism for delayed registration of births and deaths. Registrations delayed by one to two years will continue to require approval from the District Magistrate, Sub-Divisional Magistrate, or an authorised Executive Magistrate. However, registrations delayed by more than two years will require approval exclusively from a Judicial Magistrate of the First Class.

According to the government, the amendment transfers the authority for very late registrations from the executive to the judiciary in order to prevent fraudulent records and strengthen the accuracy and credibility of India’s civil registration and population database.

Meanwhile, the Lok Sabha passed the Appropriation (No. 3) Bill, 2026 by voice vote amid Opposition protests. The Bill authorises expenditure from the Consolidated Fund of India to regularise excess spending on certain government services during the financial year ending March 31, 2023.

Finance Minister Nirmala Sitharaman also introduced the Taxation and Other Laws (Amendment) Bill, 2026, proposing amendments to the Payment and Settlement Systems Act, 2007, the Income-tax Act, 2025, and the Finance Act, 2026.

The Lok Sabha was later adjourned for the day due to continued disruptions and will reconvene on Wednesday at 11 a.m.

Throughout the day, both Houses of Parliament witnessed repeated adjournments as Opposition members protested over several issues, including alleged irregularities in Ram Mandir donations, police action during the Parliament March of July 20, and the Cauvery water dispute.
