دنیا کے سیاسی افق پر ایک بار پھر ایسی ہلچل محسوس کی جا رہی ہے جو بظاہر ایک خبر ہے، مگر درحقیقت انسانی ضمیر کے لیے ایک سوال بن کر ابھرتی ہے۔ United States میں حالیہ پیش رفت کے مطابق صدر Donald Trump نے Cuba کے خلاف سخت اقدامات کے اشارے دیے، جس میں ممکنہ فوجی کارروائی کا پہلو بھی شامل سمجھا جا رہا ہے۔ اس تناظر میں کچھ امریکی سینیٹرز، خصوصاً Tim Kaine، نے یہ مطالبہ اٹھایا کہ صدر کو کسی بھی فوجی اقدام سے قبل کانگریس کی منظوری لینا ضروری ہونا چاہیے۔
یہ معاملہ United States Senate میں ووٹنگ تک پہنچا، جہاں 51 کے مقابلے میں 47 ووٹوں سے اس قرارداد کو روک دیا گیا۔ یوں سینیٹ نے صدر کو فوری طور پر پابند کرنے سے گریز کیا، مگر اس بحث نے ایک بڑی حقیقت کو نمایاں کر دیا کہ طاقت کے ایوانوں میں بھی اختلاف کی گنجائش موجود ہوتی ہے اور ہر فیصلہ یکطرفہ نہیں ہوتا۔
یہاں اصل نکتہ یہ نہیں کہ کون جیتا اور کون ہارا، بلکہ یہ ہے کہ دنیا کس سمت بڑھ رہی ہے۔ ایک طرف وہ آوازیں ہیں جو یہ کہتی ہیں کہ کسی بھی قسم کی جارحانہ پالیسی کو روکنے کے لیے پارلیمانی منظوری ضروری ہے، اور دوسری طرف وہ مؤقف ہے جو حالات کو ابھی اس نہج پر نہیں دیکھتا کہ ایسی پابندیاں عائد کی جائیں۔ مگر ان دونوں کے درمیان ایک خاموش حقیقت کھڑی ہے—اور وہ یہ کہ طاقت کا ہر فیصلہ انسانوں کی تقدیر سے جڑا ہوتا ہے۔
تاریخ ہمیں یہ سبق دیتی ہے کہ جنگیں اکثر فیصلوں کے کاغذوں سے شروع ہو کر میدانوں میں خون بن کر بہتی ہیں۔ United States اور Cuba کے درمیان بڑھتی ہوئی کشیدگی محض دو ریاستوں کا معاملہ نہیں، بلکہ ایک ایسے عالمی ماحول کی عکاسی ہے جہاں عدم اعتماد، خوف اور طاقت کے اظہار کو ترجیح دی جا رہی ہے۔
یہ خبر ہمیں ایک گہرا اخلاقی پیغام دیتی ہے کہ طاقت کا ہونا کوئی مسئلہ نہیں، مگر اس کا استعمال ایک آزمائش ضرور ہے۔ اگر طاقت کو حکمت کے تابع نہ کیا جائے تو وہ تباہی کا سبب بنتی ہے، اور اگر اسے انصاف اور مکالمے کے ساتھ جوڑا جائے تو یہی طاقت امن کی ضامن بن سکتی ہے۔
دنیا کو آج اس بات کی ضرورت ہے کہ فیصلے بند کمروں میں نہیں بلکہ کھلے دلوں سے کیے جائیں۔ اختلاف کو دشمنی میں بدلنے کے بجائے مکالمے میں ڈھالا جائے، اور سیاسی مفادات کو انسانی اقدار پر غالب نہ آنے دیا جائے۔ کیونکہ ہر پالیسی کے پیچھے ایک انسان ہے، ہر فیصلے کے پیچھے ایک زندگی ہے، اور ہر جنگ کے پیچھے ایک ٹوٹا ہوا مستقبل ہوتا ہے۔
پیغامِ امن:
امن کمزوری نہیں بلکہ اعلیٰ ترین بصیرت ہے۔ اگر عالمی قیادت اس حقیقت کو سمجھ لے کہ طاقت کا اصل حسن اس کے استعمال میں نہیں بلکہ اس کے ضبط میں ہے، تو شاید دنیا ایک نئے باب کی طرف بڑھ سکے—جہاں تاریخ جنگوں کے بجائے حکمت، برداشت اور انسانیت کے سنہرے اصولوں سے لکھی جائے۔

Power, Authority, and the Search for Peace
The shifting currents of global politics once again present us with a development that is more than just news—it is a question posed to the conscience of humanity. In the United States, recent events indicate that President Donald Trump has signaled possible strong measures against Cuba, including the prospect of military action. In response, some U.S. senators, notably Tim Kaine, argued that any such move should require prior approval from Congress.
The matter reached the United States Senate, where a vote of 51 to 47 effectively blocked the resolution aimed at restraining the president. This outcome did not necessarily endorse military action, but it did reflect a reluctance to impose immediate limits. More importantly, it revealed a fundamental truth: even within the highest corridors of power, disagreement and debate remain essential.
The core issue here is not about victory or defeat within a legislative chamber, but about the direction in which the world is heading. On one side are voices insisting that unchecked executive power in matters of war must be restrained; on the other are those who believe the situation does not yet warrant such intervention. History teaches us that wars often begin as decisions on paper but end as tragedies written in human suffering. The rising tension between the United States and Cuba is not merely a bilateral issue; it reflects a global climate where suspicion, fear, and the projection of power are gaining ground.
