ہند۔امریکہ عبوری تجارتی معاہدہ محض ایک اقتصادی دستاویز نہیں، بلکہ سفارت، سیاست اور قومی مفاد کے درمیان کھنچی ہوئی ایک باریک لکیر ہے۔ اس معاہدے کے اعلان کے ساتھ ہی سیاسی افق پر سوالات کے بادل بھی گہرے ہو گئے ہیں۔
کانگریس نے مشترکہ بیان کو تفصیلات سے خالی قرار دیتے ہوئے کہا ہے کہ تصویری مسکراہٹوں اور سفارتی آغوشوں کے باوجود قومی مفاد کی سمت واضح نہیں۔ پارٹی کے سینئر رہنما Jairam Ramesh کا کہنا ہے کہ اس فریم ورک کے تحت ہندوستان روس سے تیل کی درآمد روکنے کی راہ پر ڈالا جا رہا ہے، جبکہ امریکی منڈی کے دروازے کھلنے کے بدلے ملکی کسانوں اور برآمدات کو نئے خدشات کا سامنا ہے۔
کانگریس کے مطابق درآمدی محصولات میں کمی امریکی کسانوں کو فائدہ اور ہندوستانی کسانوں کے لیے دباؤ کا سبب بن سکتی ہے۔ مزید یہ کہ آئی ٹی اور خدماتی برآمدات پر غیر یقینی کے سائے برقرار رہیں گے، جبکہ اشیاء کی برآمد پر پہلے سے زیادہ ڈیوٹی کا امکان بھی ظاہر کیا جا رہا ہے۔ اسی تناظر میں طنزیہ لہجے میں یہ جملہ گونجا: “دوست، دوست نہ رہا”—گویا سفارت کی موسیقی میں کہیں ایک سُر بگڑ گیا ہو۔
دوسری طرف وزیرِ اعظم Narendra Modi نے اس معاہدے کو میڈ اِن انڈیا کے لیے نئی راہیں کھولنے والا قرار دیا۔ ان کے مطابق یہ فریم ورک کسانوں، ایم ایس ایم ایز، ماہی گیروں اور نوجوانوں کے لیے روزگار کے امکانات بڑھائے گا۔ امریکی صدر Donald Trump نے بھی دونوں ملکوں کے تعلقات کو مضبوط بنانے کے عزم کا اعادہ کیا۔
مشترکہ بیان کے مطابق امریکہ کی جانب سے ہندوستانی مصنوعات پر عائد بھاری محصولات میں کمی آئے گی، جبکہ ہندوستان متعدد امریکی صنعتی و زرعی اشیاء پر ٹیرف کم یا ختم کرے گا۔ یوں یہ معاہدہ ایک طرف مواقع کی نوید ہے تو دوسری جانب سوالات کی فہرست—اور تاریخ نے ہمیشہ سکھایا ہے کہ اصل فیصلہ اعداد و شمار نہیں، نتائج کرتے ہیں۔

The Congress has termed the joint statement silent on specifics, arguing that optics and photo-ops have not translated into clarity on outcomes. Senior leader Jairam Ramesh has claimed that India is being nudged toward halting Russian oil imports, while tariff concessions may benefit American farmers at the expense of Indian producers. Concerns also linger over uncertainty for IT and services exports, and the possibility of higher duties on Indian goods.
In a pointed political metaphor, the Opposition suggested that old warmth has given way to strategic imbalance—invoking a familiar refrain about friendships that no longer remain the same.
The government, however, presents a contrasting narrative. Prime Minister Narendra Modi has described the framework as a boost to Make in India, promising expanded opportunities for farmers, MSMEs, fishermen, startups, women, and youth. U.S. President Donald Trump has echoed commitment to stronger bilateral ties.
According to the joint statement, U.S. tariffs on Indian goods are set to decline, while India will reduce or eliminate duties on a wide range of American industrial and agricultural products. The framework aims to pave the way for a fuller Bilateral Trade Agreement.
Between optimism and apprehension, the interim deal stands as a reminder: trade agreements are ultimately judged not by declarations, but by their impact on livelihoods, sovereignty, and the balance of partnership.
