سری لنکا کا نیا آئین، تملوں کے لیے نیا خطرہ؟

وزیرِ اعلیٰ ایم کے اسٹالن کی دہلی کو سخت سفارتی مداخلت کی اپیل**

چنئی: تمل ناڈو کے وزیرِ اعلیٰ M. K. Stalin نے سری لنکا میں مجوزہ آئینی اصلاحات کو وہاں کے تمل عوام کے لیے “سنگین خطرہ” قرار دیتے ہوئے وزیرِ اعظم Narendra Modi سے مطالبہ کیا ہے کہ بھارت ہمسایہ ملک سے سفارتی سطح پر مؤثر بات چیت کرے اور اس بات کو یقینی بنائے کہ آئینی عمل تمل عوام کے حقیقی سیاسی، لسانی اور ثقافتی مسائل کا منصفانہ حل پیش کرے۔

وزیرِ اعلیٰ نے اپنے مکتوب میں واضح کیا کہ سری لنکا کی موجودہ حکومت، جس کی قیادت صدر Anura Kumara Dissanayake کر رہے ہیں، ایک نئے آئین کو “نسلی مسائل کے حل” کے نام پر تیزی سے آگے بڑھا رہی ہے، مگر حقیقت میں یہ خاکہ ایک بار پھر اکیا راجیہ (Unitary State) کے تصور کو مضبوط کرتا دکھائی دیتا ہے، جو تملوں کی سیاسی خودمختاری کی جائز خواہشات کو نظر انداز کرتا ہے۔

اسٹالن نے زور دے کر کہا کہ بھارت کو چاہیے کہ وہ وفاقی نظام، صوبوں کو حقیقی اختیارات کی منتقلی، اقلیتی حقوق کے تحفظ، اور تکثیریت و مساوات جیسے اصولوں کو آئینی ڈھانچے میں شامل کروانے پر اصرار کرے۔ ان کے مطابق یہ نہ صرف بھارت کے وفاقی آئینی اقدار سے ہم آہنگ ہوگا بلکہ خطے میں دیرپا امن کے لیے بھی ناگزیر ہے۔

انہوں نے 1985 میں بھوٹان کے شہر تھمپو میں ہونے والے مذاکرات میں پیش کیے گئے تھمپو اصولوں کی “ابدی معنویت” پر بھی روشنی ڈالی، جن میں سری لنکا کے تملوں کو ایک الگ قوم تسلیم کرنا، شمالی و مشرقی صوبوں کو ان کا روایتی وطن ماننا، حقِ خود ارادیت کا اعتراف، اور ایک ایسے وفاقی نظام کا قیام شامل ہے جو تمام شہریوں کو برابری اور عدمِ امتیاز کی ضمانت دے — بالخصوص پہاڑی علاقوں کے تملوں کو مکمل شہریت کے حقوق۔

وزیرِ اعلیٰ نے خبردار کیا کہ اگر ان نکات کو نظر انداز کیا گیا تو نیا آئین ناانصافی اور عدمِ استحکام کے اس دائرے کو مزید گہرا کر سکتا ہے جو ماضی میں تصادم اور انسانی بحرانوں کو جنم دیتا رہا ہے۔ ان کے مطابق بھارت، جو 1987 کے Indo-Sri Lanka Accord سمیت تاریخی کردار ادا کر چکا ہے، پر اخلاقی اور تزویراتی دونوں ذمہ داریاں عائد ہوتی ہیں۔

اسٹالن نے کہا کہ سری لنکا کے تملوں کی حالتِ زار تمل ناڈو کے عوام کے دلوں میں گہری گونج رکھتی ہے، جہاں لاکھوں افراد انہیں اپنا ہم خون اور ہم ثقافت سمجھتے ہیں، اور وہاں کی کسی بھی بگڑتی صورتِ حال کے اثرات بھارت-سری لنکا تعلقات اور علاقائی استحکام پر پڑ سکتے ہیں۔

MK Stalin Urges India for Strong Diplomatic Intervention**

Chennai: Tamil Nadu Chief Minister M. K. Stalin has flagged “grave risks” posed to Sri Lankan Tamils by the ongoing constitutional reforms in Sri Lanka, urging Prime Minister Narendra Modi to engage diplomatically with Colombo to ensure that the process genuinely addresses long-standing Tamil grievances.

In his letter, Mr. Stalin cautioned that the Sri Lankan government, led by President Anura Kumara Dissanayake, is fast-tracking a new Constitution under the pretext of resolving ethnic issues. However, he warned that the proposed framework appears to reinforce a unitary Ekkiyarajya model, further marginalising the Tamil community and disregarding their legitimate aspirations for political autonomy.

Calling on India to act, Mr. Stalin said New Delhi should press for meaningful federal arrangements, devolution of powers to provinces, protection of minority rights, and adherence to pluralism and equality. Such measures, he noted, would reflect India’s own constitutional values and strengthen regional peace.

He underscored the continued relevance of the Thimphu Principles articulated during the 1985 peace talks, which sought recognition of Sri Lankan Tamils as a distinct nation, acknowledgment of the Northern and Eastern Provinces as their traditional homeland, affirmation of the right to self-determination, and the establishment of a federal system ensuring equality and non-discrimination, including full citizenship rights for hill-country Tamils.

Warning that exclusion of these elements could perpetuate injustice and instability, Mr. Stalin said India — given its historical involvement, including the Indo-Sri Lanka Accord — has both a moral and strategic imperative to intervene. He added that the plight of Sri Lankan Tamils resonates deeply in Tamil Nadu, where they are viewed as kin, and any deterioration in their condition could have wider implications for bilateral relations and regional stability.
